Open Forum – Mineral Waste and Draft Plans – very hard to follow, site locations – Baston Parish originally had 7 sites on A15 and now all have been taken out. Only site closest to Baston is West of King Street. Important aspect they can all come back in again. Langtoft and West Deeping getting the problems. General plan dated 1991 stated operative for a long time, under new plan goes to 2050. Happy to help with communicating to the village.

Grasscutting – congratulations contractors have done a good job this year would recommend for this next year.

Speed Signs – will we be getting more data and will this be published? Analysis of speeding will be distributed periodically by the Parish Council i.e. when we publish everything else, The Barn Newsletter and Stamford Mercury.

135/15 Minutes of the last meeting It was resolved that the minutes of the last meeting held on 12th November 2015 be approved and signed as a true and accurate record.

136/15 Clerks report on matters outstanding Bollard at A15 junction – now reinstated.

A15 40mph sign facing 90 degrees in wrong direction – 4.11.2015 will be dealt with w/c 16th November 2015. 40mph speed sign on the A15 previously facing the wrong way has now been correctly aligned.

Pot holes Church Street (outside Grace Evans house) – report to highways – 4.11.2015 advised on schedule to be attended to within the next 28 days – now done.

Contact K Brumfield and confirm monies available from Larkfleet account – 4.11.2015 – approx £500 – amount queried.

Dog Bins – speak with Langtoft re contact for bins – email sent 20.10.2015 – further contact made by telephone

Dirty Telephone Box – contact BT re cleaning – all stickers have been taken off but still in need of a wash down. Action: Clerk – BT contacted again, request for wash down made.

Street Light down Greatford Road next to Cattery – could trees be trimmed. Letter sent 22.10.2015. email received 2.12.2015 “With reference to your letter regarding overgrown trees at Baston, Greatford Road, my husband Blayne is aware of this matter and will be there shortly. We have been extremely busy with land working and drilling. Yours sincerely Sue Hallam”.

Flytipping (tarmac) in Layby South of Village – now removed.

New - Regarding the gentleman riding his bike and taking his dog along at the same time, understand from several residents of Mayfield Gardens that he is becoming a bit of a nuisance, understand from the same ladies that he lives at 26 Mayfield Gardens. This is not a Parish Council issue, Parish Clerk to advise recipient.

137/15 BPMC To resolve whether “To offer to raise a joint working group with BPFMC to identify opportunities for the Parish Council to support their long term plans”. It was resolved that a joint working group with BPFMC would be set up. JA/JK (all).

138/15 - Planning S15/2691 - Mr Flahery, 129 Main Street, Baston re outline planning for erection of detached dwelling. It was resolved that application be approved.

S15/2008 BPFMC siting of storage container & associated fencing, representations to be in by 23 rd December. It was resolved that application be approved.

139/15 Finance a) Report on balances and quarterly update – December 2015 – Financial Reports emailed to all Cllrs prior to meeting – further work to be done by Chair and Clerk.

b) Sector Led Body (Introduction and Factsheet) – signed up to audit scheme for Parish Council depending on how much we spend. From next year a new scheme comes into force. NALC and LALC are carrying this out for Lincolnshire. Deadline to opt out of scheme end of January 2016. It was resolved that Baston Parish Council would not opt out of scheme. JA/AH (all).

Grasscutting for 2016/2017 – AH will obtain quote from existing contractor. Parish Clerk will submit all invoices to SKDC and LCC for repayment. Parish Clerk to also obtain more detailed maps of areas to be cut.

140/15 Highways Cllrs Affleck, Hutchins and Kelly met with Cllr Davies and Highways Officer Kevin Brumfield on the 8 th December. Cllr Affleck has written to Cllr Davies with our understanding and await following actions:  A formal response (initially in draft) covering the technical assessment of the junction & a summary of actions on the bollard (including costs) and then moving on to a discussion of possible/dismissed options going forward to address public safety on the corner.  Consideration of deployment of survey equipment to gather data regarding volume of HGV traffic, both at the junction and at the East end of the village (we would like an opportunity to influence/agree survey sites).  Enquiries into the position of Baston Primary School with regard to vehicle access to the site for parents and current planning conditions.

141/15 Allotments All allotment holders paid – one allotment given up, Parish Clerk will contact individuals on waiting list with a view to filling all spaces. Those with half an allotment to be contacted first to see if wish to have full allotment then advertise as halves.

142/15 Village Concerns Mineral Waste and Draft Plans – potential to have a significant impact on the village think we now need to make people in the village more aware and arrange meeting for them to give their views. Cllr Hartley proposed we communicate via newsletter/leaflet drop/Stamford Mercury/website. Resolved that Cllr Hartley would put information together with a view to reviewing first week in January before publishing. Any responses need to be submitted by the 29th January 2016. JH/AH (all).

143/15 Correspondence SKDC Village Services and Facilities Survey 2015 – extension of time agreed Cllrs Affleck and then a copy to be sent back to SKDC.

146/15 Precept 2016-2017 Requests received as follows: a) St John the Baptish Church – grasscutting - £500.00 b) Baston Baby & Toddler Group – 2 x large trays with stands £141.96 plus VAT c) BEG – replacement kissing gate on Baston No. 1 - £1,275 plus VAT d) Annual Cleaning of Bus Shelter - £100.00 e) Baston PTA – Tree Seat – amount/quote to follow f) St John the Baptist PCC - Use of water tap in detached Churchyard, Thetford Avenue - £166.00

Cllr Affleck went through the accounts in detail. It was resolved that the Precept for 2016-2017 be increased by 2% to **

147/15 Any Other Business Greatford Road – growth of trees/shrubbery restricting views of vehicles coming out of the junction and turning right. Parish Clerk to write a letter requesting overgrown shrubbery is cut back.
