TITLE: SENIOR PROJECT MANAGER CLASSIFICATION: BUSINESS LEADERSHIP

JOB OVERVIEW

Working with a team of project managers and subject matter experts, the Senior Project Manager manages the successful development, implementation and evaluation of major projects, or business components of large multi-faceted projects and or a portfolio of projects with multiple key deliverables. Projects are taken from original concept through to final completion and evaluation. The Senior Project Manager also provides their expertise to continually improving the Project Management practice within MCFD’s PMO, defining consistent processes, tools and templates that support successful project management within MCFD’s unique culture and environment. ACCOUNTABILITIES Required:  Manages and implements projects through all phases of the project management life cycle within accepted standards and deliverables.  Determines project scope, defines deliverables, and develops project charters to align with the direction of the program area.  Develops and maintains a broad range of stakeholder relationships to achieve project objectives including leading consultation sessions.  Makes presentations and provides advice to the Deputy Minister, Ministry Executive, senior government officials on project status.  Develops and implements all consultation, communication and change management plans.  Plans and conducts project evaluations and post-implementation reviews, and documents findings for future reference.  Supervises project team staff including assignment of work.  Manages the financial resources for the project. JOB REQUIREMENTS  Degree in business administration, public administration, related field or equivalent.  3 or more years of experience managing multiple projects or leading a component (e.g., sub- project) of a major project.  3 or more years of experience managing relationships with senior level stakeholders and or leading consultation sessions.  Experience working with Aboriginal clients and partners.

Career Group: Job Family: Job Stream: Role: Revised Date Project Management Project Management Senior Management March 2016:  Experience in directing the work for other project managers, professional employees, and/or consultants.  Experience in budget management, procurement and conflict resolution.  Experience with Lean tools and approaches.  Preferred to have completed or nearing completion the Project Management Professional Designation.  Preferred to have managed projects in the social sector and or a front line service delivery organization.  Preferred experience integrating technology solutions into social sector business processes.  Preferred experience supervising virtual teams.  Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry.

BEHAVIOURAL COMPETENCIES  Planning, Organizing and Coordinating involves proactively planning, establishing priorities and allocating resources. It is expressed by developing and implementing increasingly complex plans. It also involves monitoring and adjusting work to accomplish goals and deliver the organization's mandate.  Holding People Accountable involves setting high standards of performance and holding team members, other government jurisdictions, outside contractors, industry agencies, etc., accountable for results and actions.  Leadership implies a desire to lead others, including diverse teams. Leadership is generally, but not always, demonstrated from a position of formal authority. The "team" here should be understood broadly as any group with which the person interacts regularly.  Problem Solving/Judgement is the ability to analyze problems systematically, organize information, identify key factors, identify underlying causes and generate solutions.  Communicating Effectively involves good presentation skills (verbal and written), careful listening, problem framing and use of presentation technologies.  Cultural Agility is the ability work respectfully, knowledgeably and effectively with Aboriginal people.
