TOWN OF CONCORD PLANNING BOARD August 2, 2016 Town Hall Court Room 7:00 p.m.

ITEM # 1:

The meeting was called to order by Planning Board Chairman Lawrence J. Kelly, Jr., at 7:00 p.m.

ITEM #2: Roll Call

Present: Also Present: Lawrence J. Kelly, Jr., Chairman Bruce Luno Darlene Schweikert George Donhauser Joseph Edbauer Clyde Drake, Councilman James Jozwiak Julie Zybert Colleen Mahoney, Springville Times Karl R. Lux

ITEM #3: Citizen Participation

Chairman Kelly welcomed Ms. Mahoney. The Ellicottville Times will be doing a Springville Times edition. As of now, they do not have a Springville Office but Ms. Mahoney will be out and around in Springville. Her email is: info@springvilletimes. com.

There was nothing else for Citizen Participation.

ITEM #4: Approval of Minutes

a) July 5, 2016 – B. Luno made the motion, seconded by J. Jozwiak to approve the minutes as presented. All in favor. Carried.

ITEM #5: Business from the Floor

a) Chairman Kelly noticed that there is a new structure being built at the Fornes property on Vaughn Street. Secretary Schweikert checked her office records and a permit was issued to them to build a pole barn.

b) J. Edbauer informed the members that they are pouring concrete for the bridge. J. Jozwiak wondered if anyone had heard anything recently about the Mill Street bridge construction. He had received a letter back in November indicating that they would be re-decking the bridge to increase the tonnage. No one had any further information.

c) J. Jozwiak asked if the PERMA training would be available on line. Secretary Schweikert noted that she had discussed this with the instructor and parts of the training would be available. Secretary Schweikert will follow up. d) J. Jozwiak noted that a solar company possibly Solar Liberty will be coming to the fire department for training and if any information/pamphlets are available, he’ll bring information back.

e) B. Luno asked if there was an update on the Solar Panel moratorium. Secretary Schweikert provided the members with copies of some example laws for their review for next month’s meeting. At the July 14th Town Board meeting, the Town Board placed a six month moratorium on commercial solar panels to allow the town time to put a local law in effect. The Supervisors and Town Attorneys are to work together on a model law which each town could then review and modify to meet their own concerns.

f) Councilman Drake informed the members that the Town Board at their July 14th meeting passed a change in the fee schedule so that if a property is zoned C-2 and there is a residential home there and they are building something for residential purposes that the residential fees would apply. Discussion ensued.

g) J. Edbauer questioned what had happened in the past with the Motorcycle Club. There are now about 8 campers there. The club members had attended Town Board meetings in the past but Secretary Schweikert and Councilman Drake could not recall the details of the meeting.

h) G. Donhauser noticed a sign a few weeks back noting “R&R Camping”. This appeared to be at the Grottanelli premises. No one knew about this event.

ITEM#6: Motion of Adjourn

J. Jozwiak made the motion, seconded by B. Luno, to adjourn the meeting at 7:17 p.m. All in favor. Carried. ______Darlene G. Schweikert Planning Board Secretary
