SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE TITLE: Libya Response Team Leader TEAM/PROGRAMME: LOCATION: Tunisia, with travel to Libya as Libya necessary and possible. GRADE: Gr 1/2 CONTRACT LENGTH: 12 months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Team Leader will help manage a programme of partnership work as well as contingent direct future work in Libya, operating out of a base in Tunisia and security permitted future work based out of Libya Working closely with and supported by the MEE RO Operations team and members of the Senior Management Team, the team leader will assure high levels of political, social, and economic understanding of the local context to inform the strategic direction of work in child protection, health and education. The team leader will ensure regular and appropriate needs assessments, and ensure that our response is carried out in strict adherence to humanitarian principles, SC policies and procedures, and donor regulations. The post holder will play a key role in identifying and overseeing any scale-up of our work in Libya beyond the current phase, to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY:

 Oversee and revise as necessary a humanitarian response strategy for a multi-phase programme in Libya  Scale up, lead and manage an SC programme in Libya operating out of Tunisia, with regular visits to Libya security permitted  Oversee and maintain constructive and regular relations with relevant Libyan authorities to enable the space for programming through local partners.  Develop a programme of engagement with relevant Libyan authorities that clearly demonstrates our neutrality and commitment to humanitarian principles.  Carry out partner capacity selection in selected geographies in Libya where SC can operate in order to deliver quality and relevant work initially in education, child protection and health, and other sec- tors as necessary and possible.  Ensure development of partnership agreements with selected partners and establish relevant train- ing in a range of specific and generic competencies in key areas of programme delivery and compli - ance.  Support the establishment of child safeguarding systems and ensure that potential harm to children (by our own or partner staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  Establish a monitoring framework and procedure to measure impact on children, through timely vis- its to relevant locations, appropriate reporting from implementing partners, and beneficiary surveys where possible.  Ensure that a clear clear funding strategy with donor mapping is in place and develop appropriate costed proposals for supporting our inside Libya work with a range of interested SCI members and external donors.  Ensure the preparation of timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.  Supported by RO Safety and Security, ensure optimal safety and security management procedures SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE and practices are in place, up to date, and appropriately modified in response to a volatile operation- al environment  Supported by RO and Centre Operations staff, ensure a clear and practical risk management plan is developed and operationalised  Ensure strong accountability to beneficiaries in programme design and delivery and ensure that partner compliance in this regard is duly followed.  Represent Save the Children’s work in Libya and other countries in the region (Tunisia) to donors, members of the humanitarian community and other relevant institutions.  Help shape broader engagement in inside Libya programme work through influence of and leader- ship within inter-agency coordination forums, ensuring the specific needs of children are being ad- dressed  Explore options of a Sub-Office inside Libya
