CHESTERFIELD COUNTY SCHOOL DISTRICT BOARD OF EDUCATION REGULAR SESSION NOVEMBER 10, 2014

PRESENT – BOARD MEMBERS: Mr. James N. Sweeney, Chairman; Mr. Jamie D. Wayne; Vice-Chairman; Mr. Eric G. Dusa, Secretary; Mrs. Kimberly T. Burch; Dr. Wayne Chapman; Mr. Darin M. Coleman; Mr. Wesley R. Miles; Mr. Chad L. Vick; and Mr. William B. I. Call to Order: The meeting was called to order by Chairman Sweeney at 5:00 p.m. at Palmetto Learning Center. Board member Watson entered the meeting late due to a family illness.

II. Agenda Approval: Mr. Coleman moved, seconded by Mr. Vick and carried unanimously, to approve the agenda as presented.

III. Executive Session/Return to Open Session: Upon a motion by Mr. Wayne and second by Mr. Dusa, the board entered executive session to discuss personnel matters pertaining to employee hirings, compensation, terminations, and resignations and legal matters. The board returned to open session upon a motion by Mr. Coleman and second by Mr. Dusa.

IV. Pledge of Allegiance: The Pledge of Allegiance was recited. Chairman Sweeney noted that the Chesterfield County Veteran’s Day Parade is November 11 beginning at 10:30 am.

V. Reception of Visitors: Chairman Sweeney welcomed visitors, members of the press, District Teacher of the Year Emalee Spencer, the Sheriff’s Department representatives, parents, students, principals, teachers and administrative staff.

VI. Approval of Minutes: Mr. Vick moved, seconded by Mr. Wayne and carried unanimously, to approve minutes of the October 1, 13 and 27, 2014, board meetings.

VII. Special Recognitions: McBee High School Principal Dennis McDaniel presented certificates to the MHS girls’ golf state championship team. Chairman Sweeney and Superintendent Goodwin also congratulated the students.

November 10, 2014 Board of Education Meeting Page 1 of 3 Chesterfield High School Principal Scott Radkin and Band Director Steven McGinnis presented certificates to members of the CHS Marching Pride 1A state champions. Chairman Sweeney and Superintendent Goodwin also congratulated the students.

ELA Coordinator Shari Stubbs and school principals presented certificates to each school Distinguished Reading Teacher, and an award to Ruby Elementary School teacher Dana Alexander, who was selected as the District Distinguished Reading Teacher. Chairman Sweeney and Superintendent Goodwin also congratulated the teachers.

VIII. Board Comments: Board member Wayne congratulated McBee High girls’ volleyball team for finishing second in the region. He also recognized Moses Hough, McBee High Region 3A cross country harrier of the year. Mr. Wayne noted that McBee High football coach Charlie Poole has been selected as one of ten Palmetto Champions All-Star Coaches of the Year. Mr. Coleman congratulated Pageland Elementary resource teacher Colleen Wilson who was awarded a $1625 Reflex Educator grant which will be used to enable students of all abilities to develop math skills. Mr. Miles recognized Jefferson Elementary for being chosen for a Palmetto’s Finest visit as a finalist for the award sponsored by SCASA. Mr. Dusa recognized CIS teacher Kris Houser who received a second Donors Choose grant for $1160 toward the purchase of eight guitars for the school’s guitar club. Mrs. Burch announced that Petersburg Primary had a parade to celebrate funds raised in the amount of $2003.68 for the March of Dimes campaign. Mr. Vick noted that Ruby Elementary has also been chosen as a finalist for the SCASA Palmetto’s Finest award.

IX. Financial Report: Chief Financial Officer Willard presented the monthly financial review for October.

X. Personnel Report: Upon a motion by Mr. Coleman and second by Mr. Dusa, the board unanimously approved the attached Personnel Exhibits A and B as recommended by Personnel Director Anderson.

XI. Curriculum Report: Assistant Superintendent Little noted that, beginning this year, all eleventh graders will be required to take the WorkKeys assessment which measures essential workforce skills. High schools are educating and preparing both parents and students about the importance of the test which will be administered April 29, 2015. Dr. Little also indicated that training is being held at each middle school to help teachers understand the standards alignment process and the importance of test analysis. High school teachers are also completing the process. Dr. Little informed board members that school RTI visits have been completed and the administration is pleased with the progress being made. New math and ELA standards are currently available for review through the State Department’s home web page. Science and social studies standards will remain the same.

XII. Superintendent’s Report: Superintendent Goodwin presented a comprehensive report on State Report Card and Federal ESEA data. He reviewed district summaries on PASS, HSAP, End of Course, graduation rate, and scholarship dollars. Dr. Goodwin also presented projected data summaries for each school. He projected a district rating of “Excellent” on State Report Cards for the first time since the assessment began.

November 10, 2014 Board of Education Meeting Page 2 of 3 Dr. Goodwin congratulated McBee High which will host Williston-Elko in the football playoffs November 14. Board members received copies of the winter sports schedules. Dr. Goodwin noted that ACT Aspire will be the new testing program. Schools and the District Office will close November 26 – 28 for fall break.

XIII. Chairman’s Comments: Chairman Sweeney indicated that the SCSBA Legislative Conference is December 5-7 in Hilton Head. He noted that a special session is not needed November 17. The next regular meeting is December 8 at McBee High School beginning with an executive session at 5:00 p.m. followed by the open session at 5:30.

XIV. Executive Session/Return to Open Session: Upon a motion by Mr. Wayne and second by Mr. Coleman, the board entered executive session to discuss a personnel matter. The board returned to open session upon a motion by Mrs. Burch and second by Mr. Coleman.

XV. Superintendent’s Evaluation: Mr. Wayne moved that, in light of the very positive evaluation the board has given Superintendent Dr. J. Harrison Goodwin, that he receive a 2.2% increase to his current base salary, effective November 1, 2014. The motion was seconded by Mr. Dusa and carried unanimously.

XVI. Adjournment: Upon a motion by Mrs. Burch and second by Mr. Vick, the board adjourned at 7:10 p.m.

XVII. Media Notification: The media was previously notified of this school board meeting.
