Planning & Architecture SIG Call for Volunteers: Service Integration Model (SIM) Implementation

A Smart Lean Government (SLG) Initiative - Service Integration Model (SIM) Implementation The Planning & Architecture (P&A) SIG is looking for volunteers with expertise in three keys areas related to the build-out and implementation of the Service Integration Model (SIM). The SIM serves as the “central nervous system” for Smart Lean Government (SLG), aligning technology to shared processes, services, and data in a way that allows government to agilely and adaptively offer citizen-centric Life Event (LE) services in a cloud environment while maximizing efficiency and effectiveness. SLG reorients government technology assets to better serve the public and foster broad collaboration and interaction between citizens and government service providers. A fully operational SIM represents a significant breakthrough in government’s ability to work collaboratively in the development of citizen-centric service solutions. Volunteers will be working closely with the SIM Field Guide project team in the development and implementation of each of these areas of expertise cited below. We are seeking volunteers with expertise in three areas: Privacy and security – requires DoD8500.2 NIST 800-53, and HIPAA Rule expertise, Service portfolio management & service catalog – requires information technology infrastructure library (ITIL) expertise, and Performance metrics – requires Six Sigma Black Belt expertise. Privacy and security entails developing and implementing privacy and security protocols for the SIM that ensure it is implemented:  In a secure manner regarding data exchanges transacted in a cloud environment among a diverse community of stakeholders including federal, state, local and foreign governmental entities, the private sector, and non-profit communities, and  In a manner that ensures that personal privacy of the citizens’ data is not breached in the process. Service portfolio management and service catalog addresses the planning and development of service portfolio management protocols to ensure:  The appropriate mix of assets are made available through the service provider stakeholder community to adequately provide citizen LE services in a timely, accurate, and secure fashion, and  A communally shared service catalog or repository of service offerings and assets is made available to the LE service provider community to enhance shared citizen services. Performance metrics entails developing performance metrics that are “baked” into the SIM service delivery processes to ensure that service offerings are appropriately responding to citizens’ LE needs. The volunteer’s challenge will be to find overarching performance standards such as quality of life standards to use to measure the successful performance of LE services from aggregated data derived from disparate sources measuring different aspects of the same LE, e.g., improvement in crime rates connected to an increase in high school graduation rates. We need volunteers who are:  Willing to make a commitment to be an effective member of the team,  Have the time to participate in a continuing process with regularly scheduled meetings,  Able to work effectively in a consensus-based environment,  Apply vendor-neutrality in the development of solutions in the best interests of the entire government community,  Have expertise and experience participating in similar programs or activities;  Have the support of their organization’s management, and  Able to work within ACT-IAC’s governance process and Code of Conduct.
