Smith and Herbkersman 10 Document Path: l:\council\bills\nbd\12419ac04.doc 11 12 Introduced in the House on May 5, 2004 13 Adopted by the House on May 5, 2004 14 15 Summary: Bicycle Safety Month 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 5/5/2004 House Introduced and adopted HJ-5 22 23 24 VERSIONS OF THIS BILL 25 26 5/5/2004 27 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO PROCLAIM MAY 2004 AS “BICYCLE SAFETY MONTH” 12 IN SOUTH CAROLINA, TO ENCOURAGE ALL SOUTH 13 CAROLINIANS TO RECOGNIZE THE BENEFITS OF 14 BICYCLING AND EFFORTS MADE TO IMPROVE BICYCLE 15 SAFETY, AND TO REMIND ALL DRIVERS TO “SHARE THE 16 ROAD”. 17 18 Whereas, in addition to being a key form of recreation and fitness, 19 bicycling can be a significant mode of transportation for South 20 Carolina, in that it has the potential to help ease congestion on our 21 streets and highways; and 22 23 Whereas, today millions of Americans cycle because it is a 24 sustainable and environmentally sound form of transportation, well 25 within the reach of families of nearly all income levels; and 26 27 Whereas, bicycle touring and bicycle vacations are proving to be a 28 unique means for visitors to see South Carolina’s “Smiling Faces 29 and Beautiful Places” up close; and 30 31 Whereas, the continuing task of teaching bicycle safety to riders of 32 all ages remains a vital undertaking, with programs such as bicycle 33 rodeos and helmet promotions being offered by a partnership of 34 schools, law enforcement, civic groups, dedicated volunteers, the 35 business community, and government agencies; and 36 37 Whereas, the Palmetto Cycling Coalition, the League of American 38 Bicyclists, and numerous local bicycle clubs throughout South 39 Carolina, as well as concerned individuals, are working together to 40 promote greater awareness of the benefits of cycling and are 41 working with government agencies at all levels to help improve 42 cycling conditions. Now, therefore,

1 [5208] 1 1 2 Be it resolved by the House of Representatives: 3 4 That the members of the South Carolina House of Representatives, 5 by this resolution, do hereby proclaim May 2004 as “Bicycle 6 Safety Month” in South Carolina and encourage all South 7 Carolinians to recognize the benefits of bicycling and efforts of our 8 citizens to improve bicycle safety and injury prevention and 9 remind drivers to “Share the Road” with bicyclists. 10 11 Be it further resolved that a copy of this resolution be forwarded to 12 Palmetto Cycling Coalition. 13 ----XX---- 14
