Midland Zone Minutes 27.03.2012 Job Responsible Timeline Completed Thank you to Pet Stock in Stawell ASAP Not completed was a letter sent? Linda Faye and Debbie will get in contact with Maryborough Pony Club to Faye, Debbie & End of Feb Done begin organising the program & MDHPC 2012 helpers list for the Zone Horse Trials in March.

Loddon Pony Club – request to be taken to PCAV from Kaye Kaye B Feb State Blanchard re accepting Loddon Council Approved Pony Club in the Midland Zone on meeting a Probatory basis. Letter to be sent to Loddon Pony Club welcoming them to the Linda Feb 10th Done Midland Zone and informing them 2012 on the uniform Colour acceptance and conditions. letter to posted to State council asking that PCAV & VASA discuss 3rd Feb 2012 the possibility of agreed wording to Linda & Sue Done go into all Ag Show schedules hosting a pony club ring confirming that eligible riders must meet PCAV attendance and gear check criteria. A letter to be sent to PCAV asking Read to committee for a State Showing Championships & to be sent by Sue that follows a similar program as Linda & Sue Foley. the Summer Royal. This event could move from Zone to Zone each year as per the State HT.

Procedures will be made up for each Zone event and kept as Linda started electronic copies Old Midland Zone documents that requires archiving is to be sent to the Donald History Group (this is Linda ongoing where previous Midland Zone documents are archived).

A letter is to be sent to the PCAV Games committee regarding Linda & Faye Done concerns raised by Bealiba Pony March 2012 Club Re the State Games, Flat & Musical event. Email to be sent to clubs requesting expressions of interest for venues Linda ASAP Done

President Report: Well Done & thank you to Maryborough Pony Club for hosting the Midland Zone Horse Trials and Well done to all the riders who represented the Midland Zone at the PCAV State Dressage & SJ Championships at Albury Wadonga in Feb.

Midland Zone Minutes 27.03.2012  Council Meeting it was requested that clubs give feedback on the 24/7 insurance and their thoughts. Kaye as that all clubs be emailed to ask for their opinion. Kaye said the new insurance and the price increase was put through before any responses could be given back to PCAV.  Next PCA Nationals are in Perth in 2013  Next CIP Meeting is on the 4th April from 10.00am to 3.00pm it would be great to see a DCI person from the Midland Zone attend. Nicki Chalmers will be asked.  Well done to Harriet Eaton (Bendigo PC) who went to the Yogi B clinic in Jan.  The PCAV Championships (SJ & Dress) at Albury were a great weekend except for the extreme weather changes. Well done to all riders especially Georgie Laidlaw (Ararat PC) who won the A grade competition.  The grade 3 & 4 Team Challenge has been moved from Werribee Park due to finical reasons and will be now held at Yamambatt.  Kaye requested that she receives a list of the placegetters/results from State Qualifying events so she is aware of whom the emergency riders are.

Event Secretary:

 Donald is keen to host the Zone SJ & Flat Team event in August – Jill McEwan via email. Event Secretary will contact Jill to discuss the requirements of this event (room, facilities, equipment).  Zone Dressage & SJ Qualifier – A general discussion was held on the merits of keeping the date at the start of Feb. Concerns raised about having this event in Feb were:  Difficulties in booking stables, accommodation etc for the State event so late after the entries close.  Unable to order merchandise at this date as well.  Extreme weather concerns and no room to move the event to another date if the event cannot be run.

It was moved by Linda Gerring that the Qualifying event will be moved back to the 2nd Sunday in December. 2nd Clinton Hedger All in favour

Midland Zone Minutes 27.03.2012 A camp will be organised and run by the Zone on 19th & 20th January for all riders who qualified for the State Event and the emergencies.

 The Midland Zone HT was run at the Maryborough Pony Club. The event ran very well with all clubs helping in some way throughout the day. We even had more people than needed volunteering for XC jump steward’s jobs. Team Placings: 1st Bealiba Brumbies - Bealiba Pony Club; Grade 2 Toni Weir- Danzelli Gold , grade 3 Molly Gould -Harrison Chief, Grade 4 Katrina Scilini - Silverwinds Bobby McGee & Grade 5 Ashlea Medlyn -Tai 2nd Mandurang Sth Pony Club; Grade 3 Jemima James – Kandi, Grade 4 Scarlett Frith – Callista, Grade 5 Page Clay - Shrpure Park Scout 3rd Maryborough Rangers- Maryborough Pony Club; Grade 3 Rosie Mason - Mr D, Grade 4 Maddison Hovey - Shadowpark Piper, Grade 5 Isabella Hoban- Spudley It was noted that some clubs seem to be having trouble fielding teams with riders from each grade. A discussion was held regarding changing the rule to allow riders from the same grade to compete in a team. No decision was made. Noted: The program needs to state that composite teams will be accepted for this event. The composite Teams cannot win the perpetual trophy. Next Zone event is the Games Flat & Musical Event at Huntly Spring Gully Pony Club.

General Business

 Bendigo PC – DPI body score system used and horses under a 2 should not be allowed to be ridden at Pony Club. This was discussed at great length and all agreed that the PCAV bi-laws need to be improved to include information on how to score a horse’s body weight using the DPI scoring system. All agreed that horses under the DPI body score of 2 should not be ridden at Pony Club events and rallies. Concerns were also raised regarding the very fat unfit horses/ponies being ridden as well riders being under mounted.

Sue Foley will compose a letter in regard to the Zones concerns to be taken to State Council by Kaye Moved Sue Foley 2nd Clinton Hedger

Concerns were also raised about Clubs especially the DC’s needing to be more proactive in insuring club members & their parents are doing the right thing by their horses and ponies at all times. Clubs need to teach horsemanship where horses body weight, correct feeding, horse’s fitness are the main emphasis. These concerns will be passes onto the DCI committee.

 Zone Rule – Re wearing back numbers in all phases at Zone Event

Midland Zone Minutes 27.03.2012 This was discussed and noted that the Zone brought this rule in so that all competitors can be indentified at all times.

 Zone HT – Gear check incident re behaviour. The incident was discussed and has been dealt with at club level. Note: Abusive or poor behaviour is not to be tolerated and competitors will be asked to leave a Zone event in future when this kind of behaviour occurs. The PCAV Code of Conduct should be displayed at events to reinforce behaviour expectations.

 A letter was received by the Midland Zone from Maldon Pony Club wanting clarification on issues from an event held by a Zone Club and that also occur at other PCAV Events. 1. If a rider learns commences their dressage test and realises they have learnt the wrong one and then leave the arena to learn the correct test should they be eliminated? 2. When stated on a program that PCAV & Open are 2 separate sections can they be combined on the day?

The above was discussed by all and Kaye will seek clarification on the first point at State as it is common practice to allow riders to leave and learn the right test even though technically they have “left the arena” and should be disqualified.

When a program states PCAV & Open events are run separately they must be run separately. If they are going to be combined it needs to be worded as an Open event. A letter will be sent to the club involved explaining this.

 Direct Deposit – Move that Midland Zone will allow direct deposit for payment of entries, Zone fees etc. Agreed that this will be done, but the Zone Treasure needs to be informed of expected payments and entries for Zone events. Moved Debbie Weir 2nd Christine Linton

 Stawell Pony Club raised concerns that they have not had a club visit or safety audit. This was discussed and noted that many clubs have not had a club visit for many years and this was mostly due to the low numbers on the DZI panel and they lack of time these members have to get out to the clubs in the Zone.

Riders commencing a dressage test then leaving arena to learn correct Kaye Next council test – Kaye to clarify this and what meeting should happen. Letter to be sent to Zone club stating that PCAV & Open events cannot be combined on the day and Linda June 2012 Done if running as a combined event needs to be on program as an Open event.
