Town of Washington Board of Selectmen MINUTES October 24, 2013 1.0 ASSEMBLY 1.1 Meeting called to order at 7:00PM. 1.2 Members: Guy Eaton and Tom Marshall 1.3 Visitors: Alecia Farquhar, Pamela Joslin, Bob Williams, Norman Robert, Barbara Wicks and Denise Robert 2.0 MINUTES: Eastman motioned to approve the minutes of the October 17, 2013. Marshall seconded the motion. All voted in favor.

Important Dates -

October 26th – 10-2PM There will be a Drug Take Back Event, you can turn in unneeded and expired medications and prescriptions at the Police Department for both human and veterinary medications. There is no cost for the collection to any participant. October 28th- Cemetery Trustees 7PM at the Town Hall November 5th- Planning Board 6:30PM at the Town Hall November 7th – Joint Meeting Safety Complex/ Town Hall Advisory Committee at the Town Hall November 13th – Park and Recreation 6PM at the Town Hall November 16th – 5-7 at the lodge a Fire Department Spaghetti Supper

3.0 BUILDING AND PARKING PERMITS 3.1 Karen Drew: TM#10-16, Ashuelot Drive, requesting a permit to construct a 24x24 garage. Eaton had inspected and found the setbacks were in accordance with the Land Use Ordinance. Eaton motioned to approve the application. Marshall seconded the motion. All voted in favor, permit #1344 was issued.

4.0 APPOINTMENTS DURING THE DAY AND PREVIOUSLY 4.1 Jim Crandall spoke with Marshall regarding possible numbers for a bond article. 4.2 Representative Jim Grenier phoned and said as far he is concerned the NHDES ruling on the deep draw down is in compliance. 4.3 David Vos came in to get a building permit application. Dagesse provided him with one. 4.4 Ray Clark came in to report that the sink drain in the kitchen of the lodge seems to be draining slow. Dagesse phoned a local plumber to take a look at it. 4.5 Stephen Hanssen dropped off an interoffice memo to the Public Works Department requesting assistance with placing a well cover on the Town Forest property on Rte 31.

5.0 DEPARTMENT HEAD AND EMPLOYEE APPOINTMENTS

5.1 Chief Moser 5.1.1. Came in to inform the Selectmen that Lisa Williams has been appointed to the Rescue Squad. The Selectmen congratulate Lisa for all of her hard work and dedication to the squad.

5.2 Michelle Dagesse 5.2.1. Coordinated a repair date and time for the generator at the Center Fire Station.

5.3 The Assessors: 5.3.1. Requested a magnetic sign to place on the assessors car when they are out performing field work. The Selectmen approved the purchase and Dagesse is working on getting the sign.

6.0 Public Appointments: 6.1 Alecia Farquhar and Pamela Joslin from Community Alliance came in to update the Selectmen on the services that they provide to the community. Farquhar works with a diversion program for teens if they got into trouble with the law. Teaching consequences of their actions, get them involved with better communication in their home and at school. Programs are offered at local schools regarding bullying, drugs, alcohol and other issues for kids in middle school and high school. Farquhar provided the Selectmen with a handout to post at the Town Hall. Dagesse will post and forward a copy to the Welfare Department. Pamela Joslin came in to inform the Selectmen about the volunteer driver program, the program has been running since 2010. Joslin wanted the Selectmen to spread the word that drivers are needed and what a driver needs to do to qualify. 6.2 Bob Williams came in to speak with the Selectmen regarding concerns with the welfare department. A copy of a letter was provided to the Selectmen and a copy of a letter from the Welfare administrator to a welfare recipient. Eaton said that the recipient could meet with another welfare employee. Denise Robert said she called NH Health and Human Services and she was told that the recipient should have been sent to Concord right away and they suggested that the issue be brought to the Board of Selectmen. Marshall said he would like to have Russell come in and speak with the Selectmen. 6.3 Travis Luksza phoned to ask about the need for a driveway permit. Eaton informed him to contact the LAE road manager.

7.0 COMMUNICATIONS RECEIVED 7.1 Approval for Operation from NH DES to Pat and Vincent Del Vasto, TM#12-040, Halfmoon Pond Road- Filed 7.2 Notice of Shoreland Permit application for TM#11-043. - Filed 7.3 Notice from NHMA for the annual meeting, scheduled for November 7th at 2:45PM in Manchester. – Filed 7.4 Email from the Town’s attorney responding to the Selectmen’s question presented by the Fire Department with the Hamill land. The Fire Department asked a week ago if they could use donated monies to purchase the Hamill land and donate it to the town. – The response was no, the Fire Department cannot buy land and donate it to the Town, but monies that are not raised by taxes could be used to donate and purchase the land in accordance with RSA 41:14- a. 7.5 Letter from Health Trust advising of their annual meeting requesting board members join. – Filed

8.0Old Business 8.1 A local electrician came in and checked the emergency lights in the west stair hall and has ordered batteries. The batteries will be installed next week.

9.0 New Business

10.1 The Board approved cheques for payroll $16137.61 and vendor checks in the amount of $8446.72 October 25, 2013.

11.0 ADJOURNMENT 11.1 Eaton motioned to adjourn Marshall seconded the motion the meeting was adjourned at 8:15PM All voted in favor. Respectfully,
