Western Hartburn Links – Active Travel Scheme – Jonathan Kibble, Stockton Borough Council In December 2012, Stockton Borough Council were invited by Sustrans to put forward bids to Links to Schools and Communities 2013/14 Fund. Two schemes (Levendale and West Hartburn) were submitted and both were successful in receiving funding with the West Hartburn scheme receiving 50% match funding from Sustrans and 50% from the 2013/14 Local Transport Plan Capital Block. There is a total capital budget of £350,000, with an additional £15,000 of revenue funding for community engagement and promotion from Sustrans. An overview plan of the scheme was shown to the Board, highlighting the proposed scheme which will provide traffic free and low traffic routes linking the west of Hartburn to the former Castle Eden walkway, national cycle route 14 at Laneside Road. The links also provide access to Hartburn Primary, Holy Trinity, Rosehill Primary and Ian Ramsey along with: - 3m footway/cycleway from Killinghall Grove to Green’s Lane - 3m footway/cycleway from Marrick Road to Ian Ramsey School - On-road link from Bluebell Grove to Fairfield Road - Controlled crossing of Fairfield Road into Ian Ramsey School. 1 http://www.stockton.gov.uk/renaissance/areapartnerships/centralareapartnership/ Minutes –Unconfirmed The Central Area Partnership Board 30th May 2013, 10am Stockton Business Centre, Brunswick Street, Stockton-on-Tees ITEM/ISSUE ACTION

Consultation on the proposed scheme was conducted with Ward Councillors in May on the principles of the scheme and effected residents will be contacted by letter informing them of the scheme and inviting them to a wider community event. Consultation will also take place with the community with a proposed evening event at Ian Ramsey.

The following discussion took place:  Will the new Ian Ramsey school site have provision for cycle sheds to promote cycling to school? As part of the planning process cycle parking and links into the school site had to be provided. Work has taken place with the developer to ensure there are safe routes into the site. It was noted that there were concerns at the planning committee around congestion at dropping off time, so a move from car to bike would be good.  It is estimated that the scheme will be in place December 2013, although this is dependent on constraints such as the weather  JK is working with the school on a Sustainable Travel Plan and they are very keen to push the active travel message  It was noted that queries on disabled access and parking would need to be submitted through Technical Services.  What are the plans for the cycle route starting at the Bowls Club near Ropner Park and heading out towards Preston Park – this is the South Stockton Cycleway Phase 1 and a scheme is in place although this has slipped due to land ownership issues. It is hoped that work can begin on site towards the end of Summer 2013 which will link all the green schemes up  The underpass on the A177 has vandalism issues and is difficult to resolve due to its remoteness and limited use. There are proposals to paint in anti graffiti paint and increased level of use may discourage vandalism  Are there any plans for better safer cycle routes from Stockton to Wynyard Woodland Park? Not currently aware of a route. Due to the cost and number of potential users, it is not likely that this would be a high priority, although aware of it and would look to secure funding for it in the future  What are the plans for cycle route development for Stockton-on-Tees Borough over the next five years? Improved routes to schools and link communities. Routes from Norton into Stockton need to be improved, but obviously there are financial implications to this. 5. Communities Update – All Area Partnership Board Members This is a new standard agenda item which will be piloted to give Area Partnership Board members the opportunity to feed in any updates from their communities and also provides the opportunity, if appropriate, for thematic partnership representatives to feed back any updates from this meeting.  AH – 17th August – Fun Day in partnership with Newtown Residents and St John’s Church. On the 13 th June, Barry Coppinger to attend a residents meeting  JB – the Over 50’s Event was a success and awaiting feedback and notes from the workshops  Cllr Cook – provided an update on the current situation with Hardwick Community Centre.  Gareth Carson informed that the following youth activities are currently taking place. people from using skate boards outside Splash to Elm Tree Project X. Chill Zone has a youth drop in on Mondays, Tuesdays, GR to speak to Thursdays and Saturdays. Billingham Forum Ice Show attracted a large number of young people. Some of the young people have the outreach undertaken an emergency first aid course. A Mega Games Event is taking place across the borough with ROPE funding. A number team. of young people are taking part in the Duke of Edinburgh scheme. It was asked what had happened to the bus on a Wednesday at Primrose Hill – GR to speak to the outreach team regarding this.  JH provided an update from Catalyst. 31st May is the deadline for nominations for the Catalyst Achievement Awards. A funding fare is taking place at Marlborough House on 5th June 2013 – members to get in touch with SRCGA if they would like to attend. The TLI bid has commissioned a professional bid writer to support organisations with writing grants from now until December. There is a seminar on TUPE and implications for VCS organisations on the 11th June, 9-12pm. On the 31st May a ‘scoping the sector’ survey will be sent to representatives. Bridges annual play is taking place on the 6-7th June at the Arc. The Voice Forum meeting is taking place on 8th July, 10am at Marlborough House.  As requested at a previous meeting, a map was circulated by SR showing the boundary of the Central Area Partnership. 6. Feedback from other Partnerships The Stockton Renaissance Health Event took place on the 21st May 2013. Board members who attended this event provided an update and feedback. 7.
