APPENDIX 2 TO ANNEX C TO CFC OPLAN (KOREA) 9518X-XX NUCLEAR, BIOLOGICAL, AND CHEMICAL DEFENSE OPERATIONS; RIOT CONTROL AGENTS AND HERBICIDES

1. Situation

a. Enemy. Annex B. (Intelligence).

(1) Capabilities

(a) Nuclear Warfare. None.

(b) Chemical Warfare. Reference a. The DPRK military forces currently in South Korea is believed to have lethal chemical agents. However, they are believed to have limited availability of riot control agents (RCAs) too. DPRK forces train with lethal chemical agents and employ Soviet-type equipment bought from the former Soviet republics. Delivery capabilities include artillery shells, MLRS, rotary wing and fixed wing air crafts, and FROG, Scud, No Dong, and Taep Dong missiles .

(2) Courses of Action. DPRK forces will resort to lethal agents to defend assets and equipment and offensively to secure flanks during offensive operations.

b. Friendly. South Korean military forces do not have adequate NBC defense against chemical weapons. The only forces equipped with satisfactory chemical protective masks are front line combat units and the National Police. The majority of local police are equipped with outdated masks, which provide minimal protection. On the whole, local police, regional authorities, and the general population are unprotected from NBC weapon systems. Discretion must be used if NBC is approved for use by US forces.

c. Assumptions

(1) Area military and police forces are limited to the use of riot control agents (RCA).

(2) Use of lethal chemical agents by the DPRK military forces is probable.

(3) The US NCA will authorize retaliatory strikes if DPRK forces use lethal chemical agents.

2. Mission. When authorized by the US NCA, USFK forces employ riot control agents (RCA) in support of operations in JOA South Korea.

3. Execution

a. Concept of Operations

(1) Riot Control Agents have not been released for employment during operations; however, US forces prepare to employ them when authorized.

(2) After release, authority for employment will be retained by CINCKorea. Delegation of release authority to COMJTF South Korea will be based upon operational circumstances.

b. Tasks

(1) Commanders plan for short-lived debilitating effects on enemy personnel or unfriendly civilian personnel as the situation dictates.

(2) Every effort will be made to ensure minimal risk to civilian personnel.

(3) Collateral damage to local facilities will be minimized.

(4) Priority of Targets

(a) Chemical. Not Applicable.

(b) Riot Control Agents.

1. Combat Search and Rescue (CSAR).

2. Convoy protection against civil disturbances and terrorists.

3. Crowd control.

4. Rioting Prisoners of War.

5. When civilians are used to mask or screen enemy attacks and civilian casualties can be reduced or avoided.

c. Coordinating Instructions. COMJTF South Korea will:

(1) Coordinate for safety of friendly forces and civilians IAW unit SOP.

(2) Ensure post-strike analysis is performed by appropriate agencies to ensure minimum friendly military and civilian casualties from RCA strikes.

(3) Ensure subordinate units are aware that the appropriate warnings, markings, and reports of enemy chemical weapons employment are the responsibility of the detecting unit.

4. Administration and Logistics

a. Supply. Annex D.

b. Storage and Transportation. Storage and transportation requirements IAW Service directives and regulations.

c. Support for Allies. South Korean military forces possess RCA capability. Any resupply through US channels must be approved by CINCKorea. Approval for issue through US channels will be the responsibility of the USPACOM staff.

d. Medical Support. Annex Q.

5. Command and Control

a. Release Procedures

(1) Release procedures will be IAW CJCS Emergency Action Procedures, Vol. I (TS).

(2) Employment authority IAW Subparagraph 3b above.
