CIRCULAR

For promulgating “National technical regulation on electromagnetic compatibility for ultra-wideband communications equipment”

Pursuant to Technical Standards and Regulation Law dated June 29th 2006;

Pursuant to Telecommunications Law dated November 23rd 2009;

Pursuant to Decree No. 127/ 2007/ ND-CP dated August 1st 2007 of Government regulating in details and instructing to perform articles of Technical Standards and Regulation Law;

Pursuant to Decree No.132/ 2013/ ND-CP dated October 16th 2013 of Government regulating function, duty, power and organizational structure of Ministry of Information and Communications;

Considering suggestion of Head of Department of Science and Technology,

Minister of Information and Communications promulgates Circular for regulating National technical regulation on electromagnetic compatibility for ultra- wideband communications equipment.

Article 1.This Circular is promulgated along with National technical regulation on electromagnetic compatibility for ultra-wideband communications equipment (QCVN 94:2015/ BTTTT).

Article 2. This Circular takes effect from April 1st 2016.

Vietnam Regulation 94/2015/ BTTTT is established on the basis of EN 489-33 (2009-2) of Europe Telecommunications Standard Institute (ETSI).

Vietnam Regulation 94/2015/ BTTTT is compiled by Research Institute of Posts and Telecommunications, assessed and submitted for inspection by Department of Science and Technology, issued by Ministry of Information and Communications attached to Circular No. 27/ 2015/ TT- BTTTT dated September 28th 2015.

4 NATIONAL TECHNICAL REGULATION ON ELECTROMAGNETIC COMPATIBILITY FOR ULTRA WIDE BAND COMMUNICATIONS EQUIPMENT

1.1. 1. GENERAL REGULATIONS

1.2. Scope of adjusting This regulation stipulates requirements of electromagnetic compatibility for transmitters, receiver, and transceiver using ultra wide band technology (UWB) used for short distance information.

Equipment using UWB technology in shaping of pulse, out of shape pulse and wave shaping with RF

This regulation is used for applications of home fixed, mobile and portable, including:

- Stand- alone radio equipment with or without attaching control section;

- Plug- in radio equipment used with/ or in different host systems, such as personal computer, hand- held terminal, etc.

- Plug- in radio equipment used in combined equipment, such as cable module, set- top box, access point, etc;

- Combined equipment or combining of plug- in radio equipment and a specific host equipment;

- Equipment used in highway and railway vehicles.

Regulation applies to UWB equipment with removable or integral antenna operating on some bands for UWB communications equipment suitable to plan of allocating Vietnam national electronic radio frequency.

This regulation is not applied to UWB transmitter fixed set outside or in models of flying, airplane and other aeronautical forms.

1.3. Applying subject This regulation is applied to organizations, individuals in Vietnam and foreign countries producing, trading equipment within the adjusting scope of this Regulation in Vietnam territory.

1.5. Word explanation

1.4.1. Fixed station Equipment used for fixed station and equipped with one or more antenna.

5 6 NOTE: Equipment can be equipped with or one (more) jack antenna or one (more) integral antenna.

1.4.2. Plug- in radio device Equipment includes slide- in radio card in host system, uses controlling function and power source of host system.

1.4.3. Stand- alone equipment Equipment is used as communications equipment and usually used stand- alone

1.4.4. Ancillary equipment Equipment is used to connect to receiver or transmitters.

NOTE: Equipment is considered as ancillary equipment if:

- Equipment is used combing to a receiver or transmitters to create operation features and/ or control supplementary to radio communications equipment (for example to extend controls to another location or area), and

- Equipment cannot being used separately to create independent using function of a receiver or transmitters, and

- Receiver/ transmitters which it connect to can create some estimated activities such as generating and/ or receiving without ancillary equipment (it means that it is not a sub- block of main equipment necessary to maintain basic function of main equipment).

1.4.5. Base station equipment Radio and/ or ancillary communications equipment used at a fixed location and electric- powered directly or indirectly (i.e: it is electric- powered through supply network or power converter AC/ DC) by main network or partial DC network.

1.4.6. Combined equipment Any equipment can perform two or more functions.

NOTE: At least one of these functions isin the scope of R&TTE Guideline and has a function of radio transmission. The result of this combination is to create control and/ or function supplementing to combined equipment.

1.4.7. Continuous phenomena Electromagnetic noise whose impacts on specific equipment or device are not sorted to any known effect.

1.4.8. Transient phenomena Changing phenomena between two steady-states continuously in a short duration compared to considered time.

1.4.9. Host equipment Any equipment has full using functions when not connecting to radio communications equipment, thought this connection is necessary so that radio communications equipment provides supplementary function and sets physical to receiver section.

7 NOTE: Host equipment also includes equipment can accept a series of radio module if original using function of host equipment is not affected.

1.4.10. Integral antenna Antenna cannot be separated while testing according to manufacturer declaration.

1.4.11. Removable antenna Antenna can be removed while testing according to manufacturer declaration.

1.4.12. Mobile equipment Receiver, transmitters and/ or transceiver used for set-up purpose and on vehicle and electric- powered by main accumulator of vehicle

1.4.13. Portable equipment Radio equipment and/ or ancillary equipment uses for mobile activity using its separate accumulator electric power.

1.4.14. Multi- radio equipment Radio equipment includes two or more transmitters and/ or receiver, using different technologies which can operate simultaneously.

1.4.15. Multi- standard radio

Radio communications equipment has receiver, transmitters which can handle two or more waves in RF parts operating jointly on specific band with at least one carrier wave with differences in accessing technology compared to one or more other carrier wave.

1.4.16. Operating frequency range Band or radio band frequency range is defined by under test equipment (EUT) with its integral block.

1.4.17. Port Specific interface of equipment (device) having electromagnetic environment.

NOTE: For example, any connector point on equipment using for connecting cable to/ from this equipment is considered as a port (Picture 3).

NOTE: Cable interface is not a port used for the purpose of testing because it does not interact with electromagnetic environment in frequency range used for this document. Cable interface is also used on evaluating standard.

1.4.18. Enclosure port Physical boundary of equipment which electromagnetic field can radiate and influence

NOTE: If equipment has integral antenna, this port is not separate with antenna port

1.4.19. Telecommunications port Telecommunicate/ network port is a connecting point of converse, document and signal using for connecting wide distributed system through connecting system directly to telecom network (for example: public switched telecommunications network, multiservice digital network integration, digital subscriber line,…) local area networks (such as Ethernet, token Ring,…) and other similar networks.

NOTE 1: Port using for connecting tested part of ITE system (i.e. RS 232, IEEE1284 (parallel printer), universal sequence bus (USB), IEEE 1394 ((“Fire Wire”), etc) and using comply with its function feature (i.e. maximum cable length connecting to port) are not considered as telecom/ network port according to this definition.

1.4.20. Primary function Function of integrated equipment noticed by manufacturer is a primary function of equipment.

1.4.21. Primary product Specific product of an integrated equipment provides primary function.

1.4.22. Radio communications equipment Communications equipment includes one or more transmitters and/ or receiver and / or its parts used in fixed, mobile or moving applications.

9 NOTE: Equipment can work with ancillary equipment; however, in this case it will depend on ancillary equipment to primary function.

1.4.23. Class B ITE Class B ITE is the equipment satisfying interfere limit of Class B ITE. Class B ITE primarily suitable to use in family environment including:

- Instable equipment at using area, for example portable equipment is powered from built- in battery;

- Telecommunications terminal is powered from telecom network;

- Personal computer and ancillary multiplexing equipment.

NOTE: Family environment is the one can use radio, television advertising relevant equipment within 10 meter.

1.4.24. Class A ITE Class A ITE is the other ITE class satisfying interfere limit of Class A ITE but not satisfying interfere limit of Class B ITE. This equipment is not limited in purchasing, but it has following warning in using instruction:

Warning: This is the Class A product. In family environment, this product can have radio interference; in this case, user can carry out suitable handling methods.

1.4.25. Ultra wide band communications equipment

Communications equipment has band bigger or equal to 500 MHz.

1.7. 2. TECHNICAL REGULATION 2.1. EMC emission Requirement on emission complies with section 2.1 in QCVN 18: 2014/ BTTTT.

2.2. Immunity Requirement on emission complies with section 2.2 in QCVN 18: 2014/ BTTTT

2.3. Testing condition

10 2.3.1. General Beside common testing condition complies with Appendix A in QCVN 18:2014/BTTTT, particular testing condition for UWB communications equipment is showed in sections of A.2 to A.5 Radio equipment can request software and/ or special testing install. Equipment requires connector to host equipment according to function having to use testing configuration proposed by manufacturer. In all cases, EUT shall be used corresponding to normal used purpose.

2.3.2. Arranging testing signal 2.3.2.1. Arranging testing signal at transmitters input According to section A.2.1 in QCVN 18: 2014/BTTTT Wanted signal and/ or control needs to install information connection have to be defined by manufacturer. Transmitters have to work in biggest rated capacity. 2.3.2.2. Arranging testing signal at transmitter output According to section A.2.3 in QCVN 18: 2014/ BTTTT Manufacturer can provide suitable receivers using for receiving records or installing information connection. 2.3.2.3. Arranging testing signal at receivers input Manufacturer has to provide suitable transmitters can use to install connecting UWB information corresponding to used purpose of equipment. Wanted signal to install information connection have to be defined by manufacturer. Distance between transmitters and receiver is one meter, except to information scope is shorter than 1.5 meter. In this case, shorter distance can be used and be defined by manufacturer. 2.3.2.4. Arranging testing signal at receivers output Equipment testing output signal of tested receiver have to put outside testing environment. It has to have capacity of evaluating equipment standard by supervise suitably receiver output. If receiver has wanted terminal or output signal- provided port, this port shall be used with standard cable as normal operation when connecting to outside testing equipment out of testing environment. Testing equipment provided by manufacturer. Preventive methods have to be carried out to ensure minimize all affect to testing of coupling equipment. Manufacturer can provide attached suitable transmitters to transmit record or install information connection.

2.3.2.5. Arranging testing transmitters with receivers (as a system) Complies to section A.2.5 in QCVN 18:2014/BTTTT Manufacturer can provide attached suitable transceiver or receivers and transmitters to send receiver record or install information connection. Both EUT and attached equipment is assigned testing normally. Besides, output of tested radio equipment has to be supervised by testing system.

2.3.3. Exclusive frequency range Frequencies operates normally on transmit part of EUT have to be exclusive from conduction immunity and radiation test when it is on transmit mode. It is not have exclusive frequency range applying to exclusive testing for receiver part of transceiver or receiver being testing independently, and/ or relevant ancillary equipment. Exceptions of exclusive testing relate to “exclusive frequency range” and defined in section A.3 in QCVN 18:2014/BTTTT.

2.3.4. Receiver narrowband response or receiver is a part of transceiver According to section A.5 in QCVN 18:2014/BTTTT

11 2.3.5. Modulating normal testing Testing modulation signal have to suitable to normal using purpose and can include format document, defined and corrected information.

2.4. Evaluating criterion

2.4.1. General Complying to section B.1 in QCVN 18:2014/BTTTT  Working frequency ranges of equipment and if can be applied, working band;  Equipment style, for example: independent or plug- in equipment;  Host equipment to combine with tested radio equipment;  Minimum standard level when applying EMC; (see criterion table in section 2.5.2);  Modulating normal testing, formatting, correcting type and control signal, such as ACKnowledgement (ACK)/ Not ACKnowledgement (NACK) or Automatic Retransmission Request (ARQ).

2.4.2. Arranging the evaluation of equipment depend on host and plug- in card For equipment need to be integrated to host device to provide function, it has two choices in 2.4.2.1 and 2.4.2.2 can be used.

2.4.2.1. Choice A: Combination device Combination of radio equipment and specific host can be used for this evaluation according to this standard. When a particular combination of host and radio equipment is tested as a combined system in order to comply, not being repeated with testing for:  Other combination of host and radio part basing on similar host equipment on the basic which the change on mechanic characteristic and electric between host is not affect to intrinsic immunity and unexpected emission of radio equipment part;  Radio equipment part cannot be used if it has no change on mechanic, electric or software on different variation of host which had been proved comply with this standard. For other combination, each of them has to be tested separately.

2.4.2.2. Choice B: Using fixture or host When radio equipment part is designed to use with many of host system, manufacturer have to provide suitable testing configuration including host system using for normal use or common testing fixture to host system that equipment can use. Testing fixture has to allow radio equipment being powered and activated by similar way as when connecting to or plug in host equipment.

2.4.3. Evaluating procedure Evaluating standard has to base on:  Remaining function(s);  Cutting last function(s) which can be restore;  Estimated operation of EUT Testing system has to install connecting information in similar way as under test equipment (EUT) using normally. All data field determining user in data memory or storage of EUT must be filled in according to normal using. Evaluating procedure has to define information connection is remained and has not lose function of supervising user as declaration of manufacturer or lose recorded user defining document.

12 2.4.4. Ancillary equipment Complies to section B.4 in QCVN 18:2014/BTTTT

2.4.5. Equipment sorting Declared moving portable equipment, or equipment combination is fed from battery power of vehicle, it must be considered supplementary as mobile equipment on vehicle. Declared mobile or moving portable can be fed from mains, must be considered supplementary as a fixed station system.

2.4.6. Equipment cannot be installed continuous communications line If radio equipment is not making continuous communications line and/ or in case of ancillary equipment is tested independently, equipment’s manufacturer has to specify acceptable minimum quality level or quality decrease on and/ or after EMC testing process. Manufacturer specifies testing method to evaluate actual quality level or quality decrease on/ or after EMC measuring process. Manufacturer has to provide following supplementary information to record to testing report: Primary functions of relevant part of EUT on and after testing EMC; Needed functions of relevant parts of EUT has to suitable to attached using instruction document? Standards for evaluating relevant part of EUT; Method for supervising actual quality level and/ or actual quality decrease of EUT Evaluation of actual quality or actual quality decrease is carried out on/ or after testing EMC must be simple, but it has to give proof to convey that primary functions of equipment are working.

2.5. Quality standard

2.5.1. Common quality standard Common quality standard including:  A quality standard to immunity testing with continuous phenomena;  B quality standard to immunity testing with transient phenomena;  C quality standard to immunity testing with electric power interruption exceeding certain time. Equipment must satisfy minimum criterion as following section.

13 than minimum standard level specified by manufacturer for using equipment as intended. In some cases, particular minimum standard level can be repeated by allowed standard decrease. If minimum standard level or allowed standard decrease is not specified by manufacturer, one of them can be showed on product description and document (includes leaflets and advertisement) and what users received from equipment if using as intended. NOTE 2: There is no change on actual working data or allowed restore data after testing

2.5.3. Criterion for continuous phenomena applied to transmitters (CT) Applying standard A Testing must be repeated to EUT in waiting state (if any) to make sure that unintentional transmission is not occur. In systems using acknowledgement signal, it can occur the transmission of acknowledgement (ACK) or not acknowledgement (NACK), and steps need to be carried out to ensure all transmission combined in testing application being exactly interpretation.

2.5.4. Criterion for transient phenomena applied to transmitters (TT) Applying standard B, exception to 100ms continuous drop and cutting continuous to 5000ms, it must be apply standard C. Testing must be repeated to EUT in waiting state (if any) to make sure that unintentional transmission is not occur. In systems using acknowledgement signal, it can occur the transmission of acknowledgement (ACK) or not acknowledgement (NACK), and steps need to be carried out to ensure all transmission combined in testing application being exactly interpretation.

2.5.5. Criterion for continuous phenomena applied to receivers (CR) Applying standard A When EUT is the transceivers, in all cases, transmitters have to work unintentionally while testing. In systems using ACK signal, it is needed to satisfy that transmission of ACK or NACK can occur, and steps can be carried out to ensure all transmission combined in testing application being exactly interpreted. 2.5.6. Criterion for transient phenomena applied to receivers (TR) Applying standard B, exception to 100ms continuous drop and cutting continuous to 5000ms, standard C must be applied. When EUT is the transceivers, in all cases, transmitters have to work unintentionally while testing. In systems using acknowledgement signal, it can occur the transmission of acknowledgement (ACK) or not acknowledgement (NACK), and steps need to be carried out to ensure all transmission combined in testing application being exactly interpretation.

1.8. 3. MANAGING REGULATIONS Ultra wide band UWB communications devices belong to adjusting scope at section 1.1 have to comply to technical regulation in this Regulation.

1.9. 4. DUTY OF ORGANIZATION, INDIVIDUAL Relevant organizations, individuals have responsible for performing regulations on legal certifying and declaring on ultra wide band communications devices and under testing of state management agencies according to current regulations.

14 1.10. 5. EXECUTING ORGANIZATION 5.1. Telecom Department and Ministries of Information and Communications have responsible for holding instruct to manage ultra wide band UWB communications devices according to this Regulation.

5.2. In the case of having amending, supplementing or replacing rules in this Regulation, performing to regulation at new writing./.
