BLAIR TOWNSHIP BOARD OF TRUSTEES Regular Meeting July 11, 2017 2:00 P.M. APPROVED

CALL TO ORDER: The regular meeting of the Blair Township Board of Trustees was held at 2:00 P.M. on July 11, 2017 at the Township Hall and was called to order by Supervisor Blonshine.

OPENING CEREMONIES: The Pledge of Allegiance was recited.

ROLL CALL: Members Present: Wolfgang, Blonshine, Fitzpatrick, Kucera, Zeits and Clous. Campbell was excused. Also in attendance were Fire Chief, Jim Carroll, and 14 (fourteen) guests.

LIMITED PUBLIC INPUT:

Clyde Johnson with Gosling/Czubak addressed comments made at last board meeting.

APPROVAL OF AGENDA:

Clerk Wolfgang asked that Water Bill Estimating & Penalties be added as new business item “n”.

Moved by Clous second by Fitzpatrick to approve the agenda with the addition of item “n” Water Bill Estimating & Penalties. Motion carried.

DECLARATION OF CONFLICT OF INTEREST:

None stated.

PRESENTATIONS/SPECIAL REPORT:

Sheriff’s Report: Deputy Matt Karczewski gave his report stating that there were 494 calls for service in the month of June.

EMS Report: Fire Chief Carroll discussed changes that Green Lake Township has made regarding response boundaries. They will be dispatched to all calls in their township regardless how close the call is to Blair Township.

Fire Department: Fire Chief Jim Carroll reported that he is now a Big Brother/ Big Sister mentor and will be at Blair Elementary School once a week at recess time. He reported that the last Fire Administrative Board meeting was in June. Training for the month is Challenge Driving Course, turning left. River Road bridge is fixed and certified.

Clerk Wolfgang reminded the board and residents about Blair Township 150th Birthday Celebration will take place at Wuerfel Park on Thursday, July 20 at 7:00PM.

UNFINISHED BUSINESS :

a. Facebook/Website Committee

Supervisor Blonshine stated that the purpose/goals of this committee is for members to review Facebook/Website to ensure that they are correct and professional looking.

Moved by Wolfgang second by Zeits to appoint a Facebook/website committee consisting of Dennis Fitzpatrick, Stacey Clous, Jane Beuthin, Lindsey Wolf and an Emergency Services Representative. Motion carried.

b. Dangerous Building’s Update

Supervisor Blonshine reported that 5 hearings have been scheduled at Blair Township for Thursday, July 13, 2017 @ 5:30.

a. Public Hearing: Rezoning #104-05-17-01 Parcel # 28-02-017-001-00 Isaac Murray

Open Public Hearing @ 2:30 PM

Applicant Isaac Murray, 4223 Vance Rd., spoke in favor of preserving the parcel as residential.

Moved by Wolfgang second by Fitzpatrick to approve rezoning of parcel #28-02-017-001-00 from commercial to residential for the following reasons: 1) It has been used as residential for the past 27+ years 2) It is bordered by residential to the west and the north 3) Approval recommended by Blair Township Planning Commission and Zoning Administrator The screening on south and east side to be responsibility of applicant. Yes: Zeits, Wolfgang, Fitzpatrick, Blonshine, Kucera and Clous. No: None. Motion carried.

b. Public Hearing: Case #SU/SPR 17-05-01 Parcel #28-02-005-059-00 Michigan Trailers

Moved by Fitzpatrick second by Clous to approve Case #SU/SPR17-05-01 Parcel#28-02- 005-059-00 as it meets specification under Article 22 Special Use Review Procedures Section 22.04 Standards for Approval for Special Use and approval was recommended by Blair Township Planning Commission and Zoning Administrator. Yes: Kucera, Fitzpatrick, Zeits, Blonshine, Wolfgang, and Clous. No: None. Motion carried.

c. Public Hearing: Case #SU/SPR 17-05-02 Parcel # 28-02-005-020-11 KGI LLC

Moved by Wolfgang second by Zeits to approve SU/SPR17-05-02 Parcel#28-02-005-020-11 allowing KGI LLC to construct a 32,100 sq. foot distribution facility as it meets section 22.04 A- G of the Blair Township Zoning Ordinance and approval was recommended by the Blair Township Planning Commission and Zoning Administrator. Yes: Blonshine, Wolfgang, Clous, Zeits, Kucera and Fitzpatrick. No: None. Motion carried.

d. Request for Extension on Previously Approved Special Use Permit Muffler Man

Moved by Wolfgang second by Zeits to approve extension of previously approved special use permit for Muffler Man, 290 US 31 S. Yes: Fitzpatrick, Zeits, Clous, Kucera, Wolfgang and Blonshine. No: None. Motion carried.

e. Utility Extension Agreement

Moved by Wolfgang second by Clous to approve the Utility Extension Agreement with William F. Clous for the utility main extension located in Section 9 of Blair Township, parcel#28-02-009-031-01 for a period of 10 years, with the following changes: entered into on this ______day of July, 2017 and change 15 years to 10 years. Yes: Blonshine, Clous, Wolfgang, Zeits, Kucera and Fitzpatrick. No: None. Motion carried.

f. Contract with Fieldwork Services

Moved by Wolfgang second by Kucera to approve contract with Fieldwork Services for FY 2017/2018 in the amount of $22,500. Yes: Kucera, Zeits, Blonshine, Fitzpatrick, Wolfgang and Clous. No: None. Motion carried.

g. Resolution #2017-20 Dissolving the Blair Township Fire Administrative Board

Moved by Fitzpatrick second by Clous to approve Resolution #2017-20 Dissolving the Blair Township Fire Administrative Board. Yes: Wolfgang, Clous, Kucera, Fitzpatrick, Zeits and Blonshine. No: None. Motion carried.

h. Resolution # 2017-21 Approval of Computerized Tax Roll

Moved by Kucera second by Fitzpatrick to approve Resolution #2017-21 Approval of Computerized Tax Roll. Yes: Clous, Kucera, Fitzpatrick, Wolfgang, Blonshine and Zeits. No: None. Motion carried.

i. Agreement for Collection of Summer School Property Taxes TBAISD

Moved by Wolfgang second by Fitzpatrick to approve the agreement for Collection of Summer School Property Taxes with TBAISD. Yes: Kucera, Wolfgang, Campbell, Blonshine, Clous, Fitzpatrick and Zeits. No: None: Motion carried.

j. Agreement for Collection of Summer Property Taxes TCAPS

Moved by Clous second by Zeits to approve the agreement for Collection of Summer Property Taxes with TCAPS for 2017 & 2018. Yes: Clous, Zeits, Wolfgang, Fitzpatrick, Kucera and Blonshine. No: None. Motion carried.

k. Appoint Chris Christensen to Board of Review

Moved by Clous second by Wolfgang to appoint Chris Christensen to the Board of Review. Yes: Blonshine, Wolfgang, Clous, Kucera, Fitzpatrick and Zeits. No: None. Motion carried

l. EMS Surplus Items

Moved by Wolfgang second by Zeits to declare one Lifepak 500 AED device as surplus and donate it to Blair Elementary School. Yes: Zeits, Kucera, Wolfgang, Fitzpatrick, Clous and Blonshine. No: None. Motion carried.

Moved by Wolfgang second by Zeits to declare 4 (four) Panasonic Tough Book Laptops as surplus and allow EMS Director to sell at current approximate value. Yes: Blonshine, Kucera, Clous, Fitzpatrick, Zeits and Wolfgang. No: None. Motion carried.

Moved by Clous second by Fitzpatrick to declare old endotracheal intubation equipment as surplus and utilize this equipment for training purposes until they are no longer functional. Yes: Clous, Wolfgang, Blonshine, Zeits, Fitzpatrick and Kucera. No: None. Motion carried.

m. Committee for Engineering Services

Moved by Wolfgang second by Kucera to appoint a committee for Engineering Services consisting of Lynette Wolfgang, Lisa Guerrieri, Traci Campbell and Nicole Blonshine. Yes: Wolfgang, Blonshine, Clous, Kucera, Fitzpatrick and Zeits. No: None. Motion carried.

n. Water Bill Estimating & Penalties

Moved by Wolfgang and second by Blonshine to not apply penalties to water bills for this month as the Township had to estimate water usage due to computer issues. Yes: Kucera, Wolfgang, Blonshine, Clous, Fitzpatrick and Zeits.
