LEVEL CHARACTERISTICS

This position has been classified at the GSE level 5 by virtue of the requirement to:  staff a major security Control Centre/monitoring facility which uses complex security systems for multiple clients and determines and prioritises response activities;  perform under broad guide-lines;  use initiative and judgement where procedures are not clearly defined and identify specific or desired performance outcomes;  provide trade or equivalent guidance and assistance within their area of expertise to other employees;  perform tasks as either an individual or team member which are relevant to either a worksite or location;  perform across streams as required;  be required to perform work at a lower level or incidental to their area of expertise.

POSITION SUMMARY

The Security Control Centre is a Grade A1 Monitoring Centre certified in accordance with Australian Standard (AS2201.2). The SCC is responsible for monitoring and coordinating the 24/7 operations of Police Security Services Branch (PSSB) utilising the Government Radio Network (GRN) and SAPOL’s Computer Aided Despatch System. The SCC is responsible for monitoring electronic security devices including alarms, CCTV, GRN Radio Channels, access control systems and emergency phones for various clients and coordinating appropriate responses to incidents detected. The SCC is also responsible for the provision of a maintenance and repair service to electronic security devices on behalf of clients.

POSITION CHARACTERISTICS

PSSB supports SAPOL’s Vision/Mission/Objectives through the provision of security services on a 24 hours a day basis to government infrastructure and assets, public funded organisations and statutory authorities.

The SCC operator is accountable to the SCC Manager for the provision of security services to clients through monitoring of electronic security devices and determination of appropriate responses to security and emergency situations. Monitoring is in the form of computer based intruder alarm and access control systems, which actively monitor client premises, and the monitoring of CCTV systems. Operators are required to maintain control of a security radio network, operating on SAPOL channels and provide assistance to and task on duty security response staff.

1 The Control Centre operator is required to exercise judgement and advise on matters requiring the application of skills and knowledge. The Control Centre operator must have a strong customer service orientation when dealing with clients.

JOB SPECIFICATION

------1. Summary of the broad purpose of the position, and its responsibilities/ duties ------

The SCC operator is accountable to the SCC Manager for the provision of security services to clients through monitoring of electronic security systems and CCTV and initiating appropriate responses to security and emergency incidents.

The position is required to assist as a staff member of major Control Centre, which prioritises and determines responses to a range of security and emergency situations. The allocation and determination of work priorities within guidelines provided by standard operating procedures and the co-ordination of tasking of alarm responses to staff is also a feature of this position.

The SCC operator is responsible to the Manager Control Centre for day to day activities. The Control Centre Operator monitors and directs duty patrol staff to best implement efficient and effective security operations. A duty on call officer is available to provide guidance as necessary and procedures are documented and available. The SCC operator has a significant working relationship with the Maintenance Co-ordinator in relation to programmed maintenance and break down repairs to security systems.

Undertake shift work over a full 24 hour period, (7 days) and must possess a current Class C Drivers Licence. Must be willing to undergo a Police Records check and attend training courses. Suitability testing will be undertaken of all short listed applicants, and successful applicants will be subject to a 3 months probationary period.

 Operate various computer based equipments in a major security Control Centre/monitoring facility which monitors complex CCTV security systems for multiple clients, and determine priorities and co-ordinate response activities.  Monitoring the location and tasking of duty Security Officers and provide direction in the event of a security incident.  Communicate with emergency services and other security companies as appropriate, in the event of a security incident or emergency.  Take and respond to after-hours maintenance calls for nominated clients.  Prepare work orders for maintenance of authorised clients electronics systems.  Excellent report writing skills.  Programme access control devices.  Take and respond to after hours security requests.  Assist with funding replacements for security staff who have not attended duty.  Provide historical monitoring data and Incident Reports to clients.  Assist authorised electronics tradespersons with the establishment of new client monitoring and existing client maintenance in the Control Centre.  Undertake training in senior supervisory tasks and undertake activities associated with lower levels from time to time.  Understand and utilise the correct procedures to guarantee a change of evidence is maintained.  Operate radio equipment as part of the Fisheries Safety Radio Net.  Ensure that team members are afforded equal employment opportunity, in accordance with the principles of equity and diversity.  Maintain a harmonious workplace free of unlawful discrimination, sexual harassment and bullying.

 Have a current Security licence to operate in South Australia as requested by the Security and Investigation Act 1995.  Security and Senior First Aid Certificates.
