1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND HONOR JERRY HALLMAN UPON 12 THE OCCASION OF HIS RECENT RETIREMENT ON JUNE 13 30, 2016, AFTER TWENTYFOUR YEARS OF OUTSTANDING 14 SERVICE IN LAW ENFORCEMENT, AND TO WISH HIM 15 CONTINUED SUCCESS AND HAPPINESS IN ALL HIS 16 FUTURE ENDEAVORS. 17 18 Whereas, it is altogether fitting and proper that the members of the 19 House of Representatives of the State of South Carolina should 20 pause in their deliberations to express their gratitude to Jerry 21 Hallman for his significant contributions to Orangeburg County 22 during the twentyfour years he spent in law enforcement; and 23 24 Whereas, a lifelong resident of Springfield, Jerry Hallman 25 dedicated nearly a quarter of a century to ensuring the safety of the 26 people of Orangeburg. He joined the Orangeburg County Sheriff’s 27 Department under Sheriff Vance L. Boone in 1978 after his 28 graduation from HunterKinard High School; and 29 30 Whereas, in 1980, Jerry graduated from the South Carolina 31 Criminal Justice Academy (SCCJA). From there, he went on to 32 serve as a patrol deputy. After a few years in this role, his talents 33 were recognized, and in 1983, he was promoted to Sergeant 34 Training Officer; and 35 36 Whereas, Jerry remained in this capacity for four years until 1987, 37 at which time he was promoted to Captain under Sheriff C. R. 38 Smith, Jr. This position required Jerry to oversee the day to day 39 operations of the Orangeburg County Sheriff’s Office; and 40 41 Whereas, during his twentyfour years of service, Jerry completed 42 such trainings as reserve officers instructor training, firearms

[3788] 1 1 instructor training, PR24 baton instructor training, and firearms 2 instructor level II training. These certifications were gained over 3 the course of six years; and 4 5 Whereas, in 1990, Jerry entered the private sector with J. F. 6 Cleckley & Company as the safety director. While in this capacity, 7 he performed such duties as safety inspections and driver training 8 to ensure compliance with the SCDOT, USDOT, MSHA, OSHA, 9 and DHEC rules and regulations; and 10 11 Whereas, he returned to law enforcement in 2004 with the South 12 Carolina Office of Regulatory Staff as a state transportation 13 inspector. As such, his responsibilities included enforcing South 14 Carolina Public Service Commission rules and regulations on 15 forhire motor carriers in the State; and 16 17 Whereas, on June 30, 2016, Jerry retired from the South Carolina 18 Office of Regulatory Staff. Not one to sit idle, he is currently 19 serving as a state constable; and 20 21 Whereas, Jerry still lives near Springfield with his lovely wife 22 Cindy Amaker Hallman; and 23 24 Whereas, the members of the South Carolina House of 25 Representatives are grateful for the years of commitment that Jerry 26 Hallman has given to the community of Orangeburg and wish him 27 many years of enjoyment in his wellearned retirement. Now, 28 therefore, 29 30 Be it resolved by the House of Representatives: 31 32 That the members of the House of Representatives, by this 33 resolution, recognize and honor Jerry Hallman upon the occasion 34 of his recent retirement on June 30, 2016, after twentyfour years of 35 outstanding service in law enforcement, and wish him continued 36 success and happiness in all his future endeavors. 37 38 Be it further resolved that a copy of this resolution be presented to 39 Jerry Hallman. 40 XX 41
