Health Care District claimed policy holder status, the union was asking for MESSA. The fact finder said he was constrained by law NOT to select MESSA in this because the district asserted its right to be the policy holder. Recommended the district’s proposal with the district paying 90% of the premium for one plan, and 85.8% for an alternative plan
