Chair Read out a section of the Policy

The floor agreed not to go into detail regarding the Care Trust/Supported Living as a separate section of the neighbourhood plan and just stick to the current Policy.

Chair went through the details of the next meeting involving those who have successfully tendered for writing up the plan which is being held on 10/06/2013, in attendance will be Lee Bray, Jeremy Coulton, Cllr Darren Cowell, Susie Colley and Andy Gunther, Richard Maddock, Martin Edgell and Julie Brandon.

Chair also went through an email received from the group that carried out the Windsford Plan and discussed the quotes given which demonstrated that the tender we have had represents extremely good value for money.

Tony Morton had sent his apologies via email but is not recorded on the minutes.

4. Treasurers Report

No treasurers report as he is tied up in another meeting. Chair advised that he has tendered his resignation and asked if anyone would like to take on the role for them to contact her.

5. Heart of Torquay/Masterplans for Gateway/Town Centre Overview/ Update

Cllr DC gave an overview of the meeting held with Heart of Torquay (HoT). It was very well supported and positive. The attendees were from community partnerships, tourism, retail, commerce, police, TDA, Tor2, public health as well as other agencies and people who can help deliver plans. The HoT also has the full support of the Herald Express who had reported on it the previous week. The aim of this group is to deliver and not just talk as has been the case in the past.

Key Points

 HoT will have a Facebook and Twitter page.  It will be ‘task and finish’ based group with commitment give from those attendees that they will engage fully.  Will be a continuous Partnership and not one that has meetings once a month.  A report on the night time economy is needed.  Chair explained the details of the information broadcast on her interview with Palm FM. She said that the setting up of the HoT has come at the right time in relation to where we are with the NP.

Masterplanning

There is money for Masterplans being made available -£240k in total. Consultants will be needed using local expertise and from further afield as necessary.

There was discussion across the floor on masterplanning, consultants, how they are procured, how they are directed and to whom to go to for advice. The Torquay Town Centre M/P should be in place by Christmas.

Key Points highlighted:-

 It was noted that due to staff shortages and redundancies the planning department is working under pressure.  what are we aiming for.in terms of image?  look outside box with consultants avoid planners look at alternative types of consultants  clear vision what we want our town to be like.  need to create commercial area as office workers will also use town for lunch shopping etc early evening drink - need people living and working in Town  Connectivity in town also key. Navigation around our town very complicated and into it  need something spectacular in the middle of Town

 high rent and high rates

In conclusion: - This plan is starting to achieve and address these and the Heart of Torquay sounds like it is going to be very positive for our town.

MG Explained zoning that he is working on with TTCC and will share this with SC Chair to Liaise with Mark

6. Way Finding

Chair gave an overview of Way Finding. - Using modern technology to signpost people to areas of town, heritage trails etc. Caroline Custerson to do some light touch investigation into it as it is felt by some that we do not promote enough what we have to offer. MFH Geopark are creating an app.& Green space forum are working with Geopark on this. The Southwest Coast Path are also doing signposting as well as electronically. Way finding allows people to access this information on the high street.

JL If W/F is to work the infrastructure will be key & data layer critical to success. 7. Sub-Groups Update

ME gave an update on the Gateway Subgroup. And noted that the minutes are up on the website, all the feedback received has been positive. MFH reminded group that Tesco re-submitting their application at Edginswell

JD was unable to update on the TC subgroup due to his absence.

8. A.O.B.

MC – Writing sport submission just wanted to let group know what lines he will follow and get some input

General Statements  Sports facilities must stay and if they have to be moved replacement must be equivalent or better.  Watersports key – mention this as something we need to look into for the future

 Improve what we have  Welcome sports facilities national importance  If a new facility is being built then the old one must stay until completion

Cllr DC – The councils sports strategy is being rewritten year which will include more of the necessary detail. Leases of 40 years are being offered to clubs/facilities which will give them more stability and support.

Cllr RE suggested a meeting with Cllr DC and ME to link all the above together with the councils strategy to avoid duplication/contradiction.

AGunth – evidence based support is being refreshed.

AG – PTCCP – do we have anything to learn from this? The overall feeling across the floor is that they are actually following us.
