2.9 the Institution, Through Ownership Or Formal Arrangements Or Agreements, Provides And

2.9 The institution, through ownership or formal arrangements or agreements, provides and supports student and faculty access and user privileges to adequate library collections and services and to other learning/information resources consistent with the degrees offered. Collections, resources, and services are sufficient to support all its educational, research, and public service programs. (Learning Resources and Services)

Mission

The mission of the L. W. Tyree Library, located on the Northwest campus, is to serve all Santa Fe College students, faculty and staff, thus supporting the SFC mission. The Library provides knowledgeable staff, appropriate resources and an environment that promotes user success and life-long learning.

History/Facility

The present Library opened in January 2002. Named in honor of SFC’s former President, Dr. Lawrence W. Tyree, the facility is 65,000 square feet and three stories high, with generous space for the collection, leisure seating, quiet study and media viewing.

A service desk located on each floor is staffed whenever the Library is open. The Circulation desk is on the first floor, as are reserve materials and all media. Two computer classrooms (seating 68 students total) are located off the main lobby. A Café is also located on the first floor. Reference librarians staff a reference desk on the second and on the third floor. Reference materials, the print journal collection, 9 small study rooms (seating 4-6 students each) and 2 large group study rooms (seating a maximum of 16 students each) and a formal conference room are located on the second floor. The library conference room may be reserved by any faculty or staff pending availability. The third floor houses the circulating collection and serves as a quiet study area. There are copy rooms on the first and second floors and media viewing stations in each of the 11study rooms and in the public seating area of the second floor.

A total of 137 public access computers are dispersed throughout the building. (18 on 1st floor, 24 on 2nd floor, 27 on 3rd floor and 68 in 2 computer classrooms on the 1st floor). These public computers ensure access on every floor to the online catalog, databases, Internet and MS Office software. The Library is committed to providing equitable access to library materials, programs, and services to all patrons. All staff working in public service areas of the library will accommodate any reasonable request from a user with a disability. If more assistance is needed than can be provided on demand, users are directed to make an appointment of extended service with a member of the reference staff. The library has a designated computer workstation set up by the Disability Resource Center which provides adaptive software programs, scanning and Internet access to support SFC computer users.

The Library is open a total of 84 hours, 7 days a week. During final exams the Library provides additional extended hours staying open Saturday and Sunday from 10 am until 10pm. One of the reference librarians is always on duty to assist users whenever the library is open. A comparison of National Center for Education Statistics (NCES) data from 2006, comparing Florida community college libraries, of similar (within 20%) enrollment, shows that the Library is

1 within the median in terms of staffing, expenditures for resources and number of reference transactions. It ranks highest for gate count and hours open per week.

Personnel

The director and all reference librarians hold Masters Degrees in Library and Information Science from accredited universities. The director is an experienced administrator with background in university, special, public and community college libraries. The reference librarians have a wide range of professional experience and skills. They are classified as faculty and enjoy both the privileges and the responsibilities of that rank.

Every member of the library staff is professional and service-oriented. In the course of accomplishing their jobs, all levels of library staff interact with users and colleagues throughout the Northwest campus and the six Centers. All interactions are characterized by mutual respect and customer service. The entire staff is available to users in person, by phone and email. All contact information is readily accessible from the library website.

General staff meetings are held every two weeks. The reference librarians meet once a month. Supervisor’s meetings consisting of the Director and the heads of Circulation and Technical Services take place formally once a month with additional meetings as needed.

All full-time library staff are reviewed annually. Everyone has goals mutually agreed to as part of their performance plan and evaluation. All members of the staff provide feedback on each other’s work and team performance via anonymous surveys. Librarians have their library staff survey and a peer survey to SFC instructors. Career Service employees have their library staff survey. Administrative and Professional employees have their library staff survey. The Provost’s office generates four separate surveys to be used for evaluating the Library director (Library faculty survey, Library Administration and Professional survey, Library Career Service survey and SFC Chairs and Directors Peer survey).

All members of the library staff regularly attend workshops and classes that improve their technical skills and broaden their understanding of the ever-changing world of libraries. The Library is a member of the North East Florida Library Information Network (NEFLIN). This cooperative network provides training for all staff and networking opportunities among peers.

Reference Service

All of the librarians participate in the evening and weekend rotation schedule. They all routinely provide reference assistance in person, on the phone, via email, by appointment and online chat (Ask a Librarian). Each of the six full-time library faculty serves as a liaison to assigned departments, guaranteeing that the collection reflects the academic needs of the college’s many programs. The librarians meet with individual teaching faculty on an ongoing basis and attend departmental meetings as schedules permit. The collection development policy is reviewed on an ongoing basis and revised to reflect program needs and college faculty input. The Library Advisory Committee is composed of librarians and faculty from diverse departments. The LAC is chaired by a faculty member and meets formally once a semester. They review the collection development policy and other items relating to library services. Based upon their input, support services to faculty have been improved (e.g. the housing and circulation of classroom collection films used by faculty have been put in the library’s domain.)

Library Instruction

The librarians teach Information Literacy sessions in the Library and all Centers every semester showing users how to maximize the online, print and Internet resources the Library provides, and orienting them if needed, to the Library. These instruction sessions are tailored to faculty classes and specific assignments. All sessions support Florida Community College GenEd Outcomes and SFC GenEd Learning Outcomes – GELO. Specifically, SFC’s Information Literacy learning outcome. Information literacy is defined as the skills necessary to collect, verify, document, and organize information from a variety of sources. The librarians produce tailored lesson plans and handouts for each session. The sessions may be requested online, on the phone, in email or in person by stopping by the library. The instruction schedule is posted on the Library website. The librarians have produced a Faculty Guide to the Library and a Student Guide to the Library. The librarians have also created Tutorials, a list of Selected Websites, Research Guides, Bibliographies and Genre Reading lists. A new project is the creation of a Learning Object Repository of Library tools within the Angel LMS that is available to all faculty teaching online.

In addition, the library faculty teach three 1-credit classes in-person and online. All six library faculty collaborate on the ongoing review of the credit classes. Individual librarians participate in the statewide committee which revises the statewide LIS 2004 class. In 2007-2008 the librarians taught 111 instruction sessions in-person to 5,068 students. The librarians also taught 32

8 sections of 1-credit courses to 423 students. The Library has created a page that lists other statistics related to SACS.

9 Assessment

Information literacy skills are taught to students in various ways. Librarians teach 1-credit classes (in person and online), library instruction sessions (specifically targeted for classes), one on one (at the reference desk or by appointment), and with online tutorials. Librarians have begun to serve as embedded librarians in online Angel LMS classes taught by college instructors in various disciplines.

Assessment – Library Instruction Sessions

Students are asked to use iClicker technology to answer pre- and post-class questions during library instruction sessions. Library faculty identified four concepts that students should learn in every session. Library faculty devised questions to assess student learning in relation to these concepts which map to learning outcomes from the Association of College and Research Libraries “Information Literacy Competency Standards for Higher Education” (see BI_LO_Assessment.xls). During the Fall 2008 and Spring 2009 semesters, these questions were presented in a Microsoft PowerPoint presentation (see BI_questions_2-08.ppt) at the beginning (pretest) and end (posttest) of sessions that lasted at least one hour. Students used Library iClickers to submit their answers. The following table summarizes the results of these sessions:

#1 #2 #3 #4 Total Pretest Total Correct All 113 142 155 119 529 Pretest Total % Correct 67% 84% 92% 79% 81% Posttest Total Correct All 148 161 160 148 617 Posttest Total % Correct 88% 95% 95% 99% 94%

For all questions except for #4, 169 students participated in the assessment. Due to a technical error during one session, the results for this question were lost. Therefore, only 150 students answered question 4. The session-by-session results are available at 08-09_BI_pre- post_results.xls.

Assessment of LIS1001: 2008 – 2009 LIS1001: Introduction to Print Resources is a one credit hour class that introduces students to the print reference resources of the library. Students learn to identify, evaluate, and utilize print reference resources enabling them to be more efficient, life-long learners. This course is offered as a weekend class through traditional delivery.

During the fall of 2008, the librarians developed a set of questions to ask students on the pretest and exam for LIS1001 (see LIS_1001_pretest.pdf). The questions were mapped to the two learning outcomes of the course:  Students will be able to identify relevant print reference resources;  Students will be able to retrieve information efficiently from print reference resources.

The results of these pre and post questions were compiled for the Fall 2008 and Spring 2009 terms (see assess_LIS1001.pdf). There were a total of 34 students assessed in the two

10 semesters. The posttest scores show clear improvement in the students, with 202 correct (74.26%), compared to the pretest score of 137 correct (50.37%).

Due to the lower scores on questions #2 and #3 on the posttest, the librarians have changed the exercises for the Statesman’s Yearbook and the World Almanac to better emphasize the specific uses of each.

Library faculty will meet again during the summer 2009 semester to reevaluate the pretest and posttest as it relates to the learning objectives of the course.

Assessment of LIS1002: 2007 – 2009 LIS1002, Access to Electronic Information, is a one credit hour course that provides an introduction to information retrieval using library-based electronic databases, accessible online through the SFC Library website and eSantaFe. This course is offered both online and through traditional delivery.

During the summer of 2007, the librarians developed a set of questions to ask students on the pretest and exam for LIS1002 (see document LIS_1002_pretest.doc). Each question was mapped to a learning outcome of the course (see document LIS1002_pre- post_objectives.DOC). The results of these pre and post questions were compiled for the Fall 2007 and Spring 2008 terms (see LIS1002_07-08_Pre-Post_results.xls).

Based on these results, the librarians decided to remove questions 1, 4, and 7 from the pretest, since students consistently showed progress in these areas. The librarians revised the remaining questions to reduce wording in an effort to make the questions clearer (see document LIS1002_pretest_sum08.DOC). The librarians also identified one learning outcome to focus on for class revisions: students should be able to effectively conduct an advanced search in an electronic database.

Of the 118 students who were assessed, 76 (64.4%) answered the question (#8) that was mapped to this objective correctly on the posttest.

Steps taken to improve student success for this learning outcome:  Revised pre and post question relating to this outcome to make question clearer.  Revised course content to reflect recent changes in Academic Search Complete’s Advanced Search.  Due to default screen in EBSCOHost databases changing from Basic Search to Advanced Search, increased emphasis on advanced search techniques.

Students were assessed in Fall 2008 and Spring 2009 classes using the revised content. The results of these pre and post questions were compiled for the Fall 2008 and Spring 2009 terms (see LIS1002_08-09_Pre-Post_results.xls). Of the 77 students who were assessed during this period, 49 (63.6%) answered the question (#5) that was mapped to the chosen objective correctly on the post test. The percent of students who answered the question mapped to this objective decreased 0.8%. Library faculty determined that “option c” for this question had been revised for the face-to-face class but not the online sections of the course and that this affected the results. Library faculty will meet again during the summer 2009 semester to reevaluate how to improve results for this learning objective.

11 Assessment of LIS2004: 2007 – 2009 LIS2004: Introduction to Internet Research, is a one credit hour course that focuses on methods of accessing information resources available through the Internet. Students learn how to design effective search strategies and how to retrieve, evaluate, and document Internet sources. This course is offered both online and through traditional delivery.

During the summer of 2007, library faculty determined a set of questions to ask students on the pretest and exam for LIS2004 (see LIS2004_pre-post_questions.doc). Each question was mapped to a learning outcome of the course (see LIS2004_LO_Assessment.xls). The results of these pre and post questions were compiled for the Fall 2007 and Spring 2008 terms (see LIS2004_07-08_Pre-Post_results.xls).

Based on these results, library faculty decided to remove questions 1, 4, 5, 7, 9, 10, 11, 13, 15, and 16 from the pretest, since students consistently showed progress in these areas. Library faculty revised some of the remaining questions in an effort to make the questions clearer (see LIS2004 pretest_sum08.DOC). Library faculty also identified one learning objective to focus on for class revisions: students should be able to explain how copyright law applies to the Internet.

Of the 82 students who were assessed, 38 (46.3%) answered the question (#14) that was mapped to this objective correctly on the posttest.

Steps taken to improve student success for this learning objective include:  It was determined that the wording of the possible answers on the pretest and posttest could be misleading. The question reads: “Most information on the Internet is:” The first answer was: “in the public domain, anyone can use it without permission.” The correct answer was: “protected by copyright law, you must document or receive permission to use.” The librarians determined that students might be confused by the term “use.” The first answer to this question was changed to: “not owned by an individual or organization; you can incorporate it into your website or paper without permission or documentation.”  Additional content was added to “Lesson 5, Part 2: Multimedia Files” to address copyright issues in relation to audio/visual content.  Content in “Lesson 7, Part 4: Preventing Plagiarism” was revised to emphasize the need for proper documentation of sources to prevent violation of copyright law.  Two true/false questions related to copyright were added to Exercise #7.

Students were assessed in Fall 2008 and Spring 2009 classes using the revised content. The results of these pre and post questions were compiled for the Fall 2008 and Spring 2009 terms (see LIS2004_08-09_Pre-Post_results.xls). Of the 82 students who were assessed during this period, 68 (89.2%) answered the question (#5) that was mapped to the chosen objective correctly on the post test. The percent of students who answered the question mapped to this objective increased 42.9% from the original course content to the revised course content.

12 Feedback

Feedback - General

The Library seeks user feedback in various ways. A standing Survey Committee composed of representatives from every department of the organization meets to review survey results and to design subsequent surveys.

A user survey conducted in 2001, before the new Library building was completed and the current Director hired, had an overall 85% satisfaction rate. User comments specifically requested more open hours, Saturday hours, more computers, more full text databases, space to view films and listen to audio, more study areas, quiet study areas, study rooms, comfortable chairs, a place to drink and snack and study, bathrooms on each floor, lower late fees, a place where talking is permitted, more tables and chairs to use while studying.

The former Library Director moved to a new position, the new Library building was finished and another Library Director was hired in December 2001. A user survey conducted in April 2002 had satisfaction rates of 93% for staff, 89% for services and 92% with service areas. Once again users requested longer library hours and hours on Saturday. Since the move involved an actual relocation of the facility, users were also asked to rate the success of the move to the new quarters. The satisfaction with the success of the move was 94%.The 2003 survey had an overall satisfaction rate of 99%. Fines were eliminated (2002). The new facility addressed the environmental requests of users (2002). The Library increased staff and expanded hours of service to earlier in the morning, later in the evening and on Saturdays (2003). The Florida State legislature restored funding for community college electronic resources so more databases have been made available to users (2005).

Feedback - Reference

The Library has initiated a survey of users of the in-person reference service once a semester immediately following the point of service. The first survey conducted in Spring 2009 revealed satisfaction levels at 100%.

Feedback - Instruction

Students take a campus-wide online survey for the credit classes regularly on the schedule determined by the College. The librarians include the results in their individual self-evaluations. The director observes librarians as part of the evaluation process. Librarians observe each other conducting sessions and collaboratively discuss class content and instruction. Classes, information literacy sessions, scavenger hunts and orientations are revised on an ongoing basis based upon librarians’ input and instructors’ comments.

13 Collections

Library users have access to a collection that comprises 79,412 unique print titles, 89,023 print volumes, 280 online reference titles, a comprehensive selection of 431 print journals, 2,648 media titles, 6,552 media volumes and 97 online databases—84% of which are full-text. These databases are topical and include journals and newspapers as well as international resources. All physical collections are easily accessible on open shelves and cataloged using Library of Congress classification and subject headings. The Library also maintains a classroom collection of 3,216 films.

All 28 community colleges share the online catalog LINCCweb. It includes over 4 million books, eBooks, journals, CDs, DVDs, VHS, and audio books. Through LINCCweb, library users have access to over 29,000 electronic books (eBooks).

In their capacities as department and program liaisons, the reference librarians have ongoing communication with teaching faculty alerting them of new additions in their respective disciplines. Instructors may request additions to the collection by contacting their liaisons, or the reference desk, by email, phone, in person or by using the online request form.

The reference librarians routinely review the collection in their respective liaison areas for relevance, depth, currency, condition and usage. Librarians annually review and deselect items collaboratively with the teaching faculty in the respective discipline.

The library maintains a collection of 1,195 items in the Course Reserve collection to support current classes. These items are selected for inclusion by faculty and frequently include textbooks and media. This collection ensures the widest availability of critical items to the broadest range of students in these classes. The circulation staff manages this collection, interfacing with both teaching faculty and students.

Access

The Library holdings are accessible through the Florida Library Information Network for Community Colleges Library Online Catalog known as LINCCweb. This online catalog is available 24/7 from any computer that has access to the Internet. Databases are available to users 24/7 through SFC’s portal eSantaFe or through LINCCweb, and via the Library database webpage. Students, faculty and staff may access databases and request items through Interlibrary Loan using their 8 digit SFC ID number. Loan periods are generous and vary by type of user. Individuals may renew items online, by phone, email, in person or using their My Account feature from the library catalog. Users at the Centers may access all online resources, have items sent to them at their Center location and ask for reference assistance through online chat or by phoning the reference desk.

14 Interlibrary Loan

SFC students enjoy reciprocal borrowing from the collections of all 28 Colleges and 11 Universities in Florida through the agreement signed in 1998. In addition, the Library has agreements with the two local county libraries in its service district, Alachua County Library District and the Bradford County Public Library. The Library has excellent relationships with colleagues in other libraries and traditionally has been a net lender, loaning about twice as many items as it borrows. The Library uses the Online Computer Library Center (OCLC) system to borrow from national and international libraries. All costs for ILL service are borne by the Library and provided free of charge to all SFC students, faculty and staff.

SFC users may request ILL items by using the LINCCweb online catalog or by email, phone, in person or using the online form. Users at the Centers may use the online form to request books and articles to be sent to their Center location. Other libraries may submit ILL requests electronically using OCLC, Aleph, email, facsimile or the submission form on the website.

The library contracts for daily delivery to the Northwest campus using the DLLI statewide ground delivery system to exchange items among Florida Libraries. The Library pays for this service from its budget and ILL is provided free of charge to SFC students, faculty and staff. Campus mail is used to deliver items to the 6 Centers. The campus delivers mail to the Centers three times a week. Items from the Northwest campus are usually delivered to the Center campus in the next’s day’s mail.

BAS Library Support

The director and individual librarians met with the respective Chairs and faculty in the Clinical Laboratory Science (CLS) and Health Services Administration (HSA) areas to discuss the respective programs and identify specific reference, print and online resources to support these programs. The Library has expanded holdings so that SFC students in both BAS programs have access to appropriate resources for these upper-division programs. The Library acquired these items using its existing 2008-2009 budget.

Comparable college and university libraries were identified and used as benchmarks. The libraries’ websites and catalog were reviewed. In addition professional selection tools were used to identify titles in these areas. These tools include: Library Journal, Choice, American Libraries, Resources for College Libraries, Reference Sources for Small and Medium Sized Libraries, Book Review Digest, Best Books for Academic Libraries, Ulrich’s Periodical Directory, Encyclopedia of Business Information Sources, Magazines for Libraries (Katz) Book Review Index, Introduction to Reference Sources in the Health Sciences, JAMA, the American Society for Clinical Pathology’s website, electronic databases with review and evaluation features, and trusted health sciences publishers including Lippincott, Saunders, and Mosby. We also reviewed professional association websites in the respective programs for specific publication and journal recommendations.

The two liaison librarians created BAS resource pages for the CLS and HSA programs. Reference librarians will provide all the services previously enumerated, and two individual librarians have been assigned the liaison responsibility for these areas. The budget plan for the initiation of BAS degrees includes funding for hiring one new full-time librarian who will have specific responsibility for collaborating with the baccalaureate programs.

15 Clinical Laboratory Science

To ensure that the Clinical Laboratory Science program will have access to bibliographic holdings equivalent to those supporting similar state university programs, SFC’s library faculty engaged in a benchmarking assessment process. The Clinical Laboratory Science program at University of West Florida (UWF) was found to be the most similar program in demographics, so UWF was selected as a benchmark. The UWF library shares the same catalog software with SFC, facilitating parallel comparisons of book collection, journal collection, and database support. Other sources used to gather recommended Clinical Laboratory Science resources for the library included Resources for College Libraries (2007), Introduction to Reference Sources in the Health Sciences (2008), JAMA, the American Society for Clinical Pathology’s website, electronic databases with review and evaluation features, and trusted health sciences publishers including Lippincott, Saunders, and Mosby.

The results of the benchmarking analysis are summarized in a comparison chart below. A number of the titles related to more than one Library of Congress subject heading. For each of these books, library staff chose the subject heading that seemed to be the primary focus of the work and counted it in that category only. Government Documents and titles from UWF’s Curriculum Library, which contains materials suitable for K-12 students, were not tallied.

In addition to SFC’s current holdings, this chart includes a column for materials that will be added to the collection when funds become available during the 2009 – 2010 budget year. Although the SFC Library is primarily interested in selecting titles that have published in the last five years, the comparison spans eleven years to give a better idea of UWF’s overall holdings.

As this chart illustrates, students within SFC’s baccalaureate program will have access to text holdings comparable to those accessed by their university peers. A full list of the additional books that have been purchased for the BAS in CLS is included in Appendix A. To date, the library has purchased 86 book titles for a total of $6,057.09 to support this program. A list of books that will be purchased during the 2009 - 2010 fiscal year is included in Appendix B. This list includes 46 titles for a total of $3,230.75.

In addition to print books, the library provides access to electronic books. Students are able to access these eBooks 24/7 from any computer that has access to the Internet. Databases are available to users 24/7 through SFC’s portal eSanta Fe, through LINCCweb, or via the Library webpage.

The following table summarizes the library’s e-book holdings for the CLS BAS program.

Library staff also assessed student access to journals and databases. Since the CLS baccalaureate program will be hosted at the new Charles R. and Nancy Perry Emerging Technologies Center in Alachua, Florida, no additional print journal sources will be purchased. Rather, full text articles available from the library’s databases and electronic journals will be the primary journal source for students in this program. The Library subscribes to many databases that include full-text articles from journals and magazines in the field of Clinical Laboratory Science. Of these databases, five were selected that best support this program. The table below summarizes the numbers of full text journals within these databases that relate to Clinical Laboratory Science. Both the number of peer-reviewed sources and the total number of sources are given. Across all the relevant databases, students would have access to 382 unique journals of which 344 are peer-reviewed for scientific and research rigor, as shown below.

In addition the library obtained subscriptions to two electronic journals to support the CLS baccalaureate program: American Journal of Clinical Pathology and Laboratory Medicine. Costs for these subscriptions are $669.50 and $118.45 respectively. Students are able to access these e-journals 24/7 from any computer that has access to the Internet. Databases are available to users 24/7 through SFC’s portal eSanta Fe, through LINCCweb, or via the Library webpage.

The library faculty examined the collection for strength in the specific areas of study by Health Services Administration (HSA) students. Librarians then analyzed the collection at St. Petersburg College (SPC), which has an established HSA program, on a subject-by-subject basis to compare the number of titles in each category and to discover titles that would be

18 appropriate additions to the SFC collection. Library faculty also used the library collections at UCF and UNF as reference sources to determine bachelor’s level material on HSA subjects.

The courses in the HSA program at SFC are a mixture of pure business, pure health science and the business of health care. The Library has a solid business collection in accounting, bookkeeping, economics, management, marketing, human resources, selling, public relations, advertising, business history and mathematics. These subjects are already part of the business program curriculum and have been kept up to date and at suitable levels. Some basic medical, insurance, biotechnological and public health materials have been collected for the Health Information Management program, Biotechnology programs and Nursing programs.

The Library realizes that AA, AS, and AAS level programs are foundational to a Bachelor’s program and that works suitable for students in associate degree programs must be supplemented and expanded by higher level works that are theoretical and conceptual in basis, as are required by four year degree programs. The Library has deepened its collection and updated existing areas such as business, economics, finance, and human resources to support baccalaureate programs. In the past year, the Tyree Library has vigorously selected works that are specific to the HSA program where business and health merge.

The following section deals with the additions the library has made to the collection by subject area, to support the HSA program

Using a mixture of Library of Congress subject headings, subject-sensitive keywords, authors and publishing houses, library faculty formulated the best search strategies for examining the library’s existing collection and the target benchmark collections. The librarians also relied on input from the following professional selection tools: Resources for College Libraries 2007 (print and database), Encyclopedia of Business Information Sources 2006, Best Books for Academic Libraries 2002, Choice Current Reviews for Academic Libraries (print and online), along with other subject-related electronic databases with review and evaluation features. Once the analysis was complete, the Library dedicated its efforts and budget to upgrading the weaker areas of the collection and adding new materials to subject areas not needed until the introduction of the BAS programs.

The results of the benchmarking analysis are summarized in a comparison chart below.
