COLORADO ASSOCIATION OF SKI TOWNS MEMBERSHIP SURVEY—SENIOR HOUSING September 5, 2005

1. Does your municipality (financially) support senior citizen housing?

Aspen YES, APCHA supports housing for all current or retired employees of Pitkin County. "Retired" means they've worked 4 consecutive years full time prior to retirement at age 65. Qualified senior citizens may apply for rentals or sales units in our inventory and do so at many of our projects.

Avon We don't financially support senior citizen housing.

Breckenridge We do not.

Crested Butte The Town of Crested Butte has no Senior Housing program at this time. We supply a Senior van through the Mountain Express system and we participate in the Gunnison Housing Authority which is run by the county and does have a Senior Housing program. Our financial contribution is minimal.

Dillon We do not financially support senior housing.

Durango has supported a number of "affordable" housing projects in the community by providing subsidies, fee waivers and financial assistance. To date, only one project can be characterized as a stand alone senior project and on that one the City provided fee waivers and leased the property on which it was built to the developer for $1 a year for 40 years.

Fraser . We fund the our county housing authority to the tune of about $12,000 in 2005, though in previous years we've spent plenty more. The authority owns and manages three senior housing projects in the county.

Grand Lake The Town of Grand Lake does help fund the Grand County Housing Authority, which supports Senior Housing in Kremmling (as one of its functions). We contributed $8,507 to the Housing Authority in 2005, which was based on a formula of 1/3 assessed valuation, 1/3 sales tax revenues and 1/3 population for the different entities in Grand County, including the Town, Kremmling, Fraser, Winter Park, Granby, and Grand County; Winter Park Ski Resort also contributed $25,000. From what I understand, those dollars support the administrative functions of the Housing Authority and aren't used directly for the senior housing, which is self- sufficient (federal dollars + resident rent). Thus, while the Town supports the Authority that administrates the senior housing, we technically don't spend any monies directly towards it. Jackson The town of jackson provides about $60,000 annunally to support our senior center.

Minturn No

Mt. Crested Butte does not financially support senior housing. However when it comes to renting and purchasing community housing here are two statements in our “Eligibility” section:

“In order to be eligible to purchase or rent a dwelling under this program, the household must include at least one person who is: -A retired person who has been a full-time employee in the area for a minimum of two years immediately prior to his or her retirement; In addition, the applicant’s household: -Must earn 80% of its income in Gunnison County through wages, salaries or distribution of profits from business operations within Gunnison County unless headed by a person age 65 or older;”

Park City No, but we're starting to talk about it.

Silverthorne Our senior housing is indirectly handled by the Summit Housing Authority.

Snowmass Village No we do not support senior housing per se. We do allow employees to remain in employee housing when they retire however.

Steamboat Springs Steamboat does not support senior housing at this time.

Vail We do not support senior housing in Vail. As our populations we should consider it or we should work more closely with Eagle County who is involved in Senior housing. Rod Slifer

2. If, “yes,” how much does your town spend to support senior Housing?

Aspen APCHA only has one rental complex with a specific"senior priority" which is Aspen Country Inn. ACI was built as a low income housing tax credit project. The City of Aspen donated the land and did not provide a specific subsidy otherwise. Other than ACI, the City and/or County do not subsidize senior specific housing projects.

Durango City financial support would depend on the project. 3. Is it direct (a Town department), or indirect (funding to another entity such as a Housing Authority, non-profit or other government entity)?

Durango With respect to the one senior project on which we have assisted, our assistance was provided to the developer who was also funded by the State and USDA Rural Development Program.

Fraser Authority is funded by IGAs with the county and towns, each funder has a seat on the Board of Directors
