Subject: Katrina Disaster Procedures

As a result of the recent hurricane disaster in Louisiana, Mississippi and Alabama, we are implementing the following policies. If a taxpayer either purchased a car recently from an individual or dealer in one of these areas or was temporarily living in these areas when the hurricane struck. Please find listed below the type of problem we have identified and how the problem is going to be addressed.

Identified problem: registration renewal mailers undelivered to the Kansas vehicle owner temporally residing in one of the three disaster state areas. Below are listed the zip codes that have been eliminated or temporarily removed from US Postal Service delivery schedules.

Effective immediately, the Postal Service is not accepting any Standard Mail (Letters and Flats) or Periodicals Mail — from any source — addressed for delivery within the following three-digit ZIP Code ranges: 369, 393, 394, 395, 396, 700, 701 and 704.

If you receive a call from anyone temporarily residing in one of these areas reporting they did not receive their renewal notice, obtain the address where the renewal can be mailed. Send them a new renewal notice or advise Titles & Registration to forward a renewal notice and provide us their temporary address.

Resolution: Try to confirm that decal was mailed to an address in the disaster area prior to or near the date of the hurricane. Once confirmed, you may issue a replacement decal without a police report. Take each call on a case by case basis and if you feel it is warranted, issue a decal free of charge. If you decide to issue a decal free of charge, use corrected registration to take the decal out of inventory, which will update the record with the new decal information. Try to verify that the person you are conversing with is in fact the owner of the vehicle before issuing the replacement decal.

Identified problem: Person was temporarily living in one of the disaster areas and their title has been destroyed.

Resolution: Please determine if the title record has a lien on it. If lien, advise person they will not be able to make application for duplicate title until the lien has been satisfied. If there is no lien on the vehicle, please have the person call 785-296-2242. It will be determined which of the three managers (Mathew Moser, Ray Wilk or Peggy Stalcup) are available to take the call. The duplicate will be issued from our office after the applicant has provided proof of eligibility and completed a signed duplicate application.

Identified problem: Vehicle was purchased by a Kansas resident from a dealer or an individual residing in one of the disaster areas and a title cannot be produced.

Resolution: These will be assessed on a case by case basis. A member of upper management in Titles & Registration will provide the direction to be taken in each case. Please validate the person(s) are eligible for special handling prior to forwarding the call by asking them to provide some proof of ownership and that the vehicle was purchased in the disaster area. The address on a bill of sale or other address documentation in the paperwork should suffice. After obtaining this information, you may provide the number to call. 785-296-2242. The upper management person will than call the county of residence with directions on what paperwork to accept or how the transaction will be satisfied.

We do not expect a large volume of these problems and it should be a short-term problem. Thanks for your co-operation as we work through these problems.
