Re: Subsidy Information for the 6th Triennial Atlantic Regional Convention

The Atlantic Regional Council is pleased to announce that the 6th Triennial Atlantic Regional Convention will be held June 20-22, 2014 at the Saint John Trade & Convention Centre, Saint John, NB.

A Convention Call letter will be released in the early fall of 2013 and posted on the Atlantic Website. In the meantime, the Finance Committee has prepared the following document to assist locals in planning delegate entitlement and travel.

As per Section 8 Sub-Section (1) of the By-Laws, delegate entitlement will be based on the following: Each Local or Branch shall be entitled to one delegate up to the first 200 members and one additional delegate for each additional 100 members or any part thereof. Sending bodies (Locals) shall provide a copy of the monthly report confirming their membership numbers in any one of the twelve (12) months preceding the call-out to the PSAC Atlantic Regional Triennial Convention in order to determine their delegate entitlement. note: A monthly report confirming membership numbers is only required to the REVPs office should the local’s membership number be highest in any one of the months preceding December 2013 which is the listing month that the REVPs office utilizes when determining delegate status. i.e. If a local has a membership check off list in March 2013 of 402 members, this local is entitled to four (4) delegates;

If the same local has a membership check off list in December 2013 of 398 members, this local is entitled to three (3) delegates;

Based on the above example, this particular local would utilize the highest monthly membership check-off list when determining delegate seats available to Convention; which would entitle them to four (4) delegates. Rands are not considered members for the purposes of calculating delegate entitlement.

Delegate Subsidies

The Finance Committee of the Atlantic Council met in July 2013 to prepare the Convention budget. A sum of $188,441.31 is available to subsidize delegate costs. Please see attached sheet for details based on the locals’ location.

Locals must apply by April 11, 2014 if they intend to use their delegate subsidy. Only one subsidy is available for each delegate entitlement. To be clear, while a local may be entitled to four delegate seats, should that local chose to use only two of those seats, that local is then only entitled to two delegate subsidies. An application form will be included with the Convention Call letter in the early fall of 2013.

After April 11, 2014 the Finance Committee of the Atlantic Council will review the subsidy applications. Any funds from unused local subsidies will then be reallocated to further increase the subsidies available to local delegates.
