The Maryland Society of the Sons of the American Revolution War Minutes of the Semiannual Meeting Fish Whistle Restaurant, Chestertown, Maryland October 22, 2016

The 2016 Semiannual Meeting of the Maryland Society was held in the Fish Whistle Restaurant, 98 Cannon Street, Chestertown, Maryland on Saturday, October 22, 2016. A buffet continental breakfast was served to members and guests. In accordance with the MDSSAR Bylaws, the planning for this meeting was the responsibility of MDSSAR Second Vice President James A. Adkins.

The meeting was called to order at 9:09 a.m. by President William P. Smithson. There was a quorum. Chaplain George Satterthwaite gave the Invocation. First Vice President Donald Deering led the members in the Pledge of Allegiance to the Flag of the United States. National Trustee James F. Engler, Sr. led the Pledge to the Sons of the American Revolution, and Past President W. King Barnes, Jr. led The American’s Creed.

President William Smithson welcomed the members and guests to the 2016 Semiannual Meeting of the Board of Officers and Managers of the Maryland Society. He also introduced Chris StJohn, a new member and first time attendee.

In addition to President William P. Smithson, there were 29 members in attendance including: G. Neal, B. McKown, K. Barnes, Jr., E. Moyer, A. Petruccelli, J. Engler, Sr., C. Christou, M. Irish, R. Jackson, D. Stuart, S. Leitzel, C. May, J. Perry, C. Raborg, L. Raborg, Jr., G. Satterthwaite, C. Smithson, D. Deering, W. Coryell, J. Schaub, D. Embrey, R. Caples, T. Mallory, D. Hoover, C. StJohn, J. Urbach, J. Adkins, C. Harbaugh, and P. Warner. The following twelve chapters of the Maryland Society were represented by at least one member:: Sgt Lawrence Everhart, General William Smallwood, Col. John Eager Howard, Col. Nicholas Ruxton Moore, John Paul Jones, Col. Henry Hollingsworth, Col. Tench Tilghman, Col. Aquila Hall, Charles Carroll of Carrollton, John Hanson, Capt. John Smoot, and Westminster. Prior to the meeting, a written report had been received from the Christian Ardinger Chapter and Little Meadows Chapter. However, neither a representative was present from nor a written report received from the Thomas Stone Chapter. OFFICER REPORTS President William Smithson’s report had been posted on the MDSSAR website prior to this meeting. He recognized and thanked Second Vice President James Adkins for planning this meeting. He thanked the chapters that he visited for their hospitality. He also mentioned his recent participation on behalf of our State Society at the annual Yorktown celebration and the French Monument ceremony in Annapolis. President Smithson announced the next meeting of the MDSSAR Board of Officers and Managers is scheduled for January 7th at the Maryland Club in Baltimore, and the 2017 Atlantic Middle States meeting will be held from August 11th to 13th at the Wyndham Gettysburg Hotel in Gettysburg, Pennsylvania. Flyers have been sent to the membership regarding both events. 1 st Vice President Donald Deering’s report had been posted on the MDSSAR website prior to this meeting. 2 nd Vice President James Adkins’s report had been posted on the MDSSAR website prior to this meeting. He complimented the Captain John Smoot Chapter for the recent historic tour of the “Battle of Kedges Strait” and boat trip. It had been organized by Mark Tyler, a member of the Captain John Smoot Chapter. 3 rd Vice President Timothy Mallory’s report had been posted on the MDSSAR website prior to this meeting. Secretary Patrick Warner’s report had been posted on the MDSSAR website prior to this meeting. \ Assistant Secretary Art Petruccelli mentioned his upcoming move to Germany for business reasons. He will be gone for two years. Treasurer Gary Neal’s report had been posted on the MDSSAR website prior to this meeting. He announced that $25,000 has been received from the Ramsey Estate. Registrar Christos Christou, Jr.’s report had been posted on the MDSSAR website prior to this meeting. MD Mil n/a n/a Supp Registrar Christos Christou, Jr. made a motion to accept the candidates for membership pending final approval by National, and this motion was seconded by David Hoover. The motion passed by unanimous voice vote. Registrar Christou reported that the processing of memberships at National is taking longer because the department is understaffed by one researcher. A search is underway for that full time employee. Assistant Registrar James “Ed” Smith was absent and sent no report. Historian James Perry’s report had been posted on the MDSSAR website prior to this meeting. He thanked Treasurer Gary Neal for his assistance with the budget. Organizing Secretary C. Louis Raborg Jr.’s report had been posted on the MDSSAR website prior to this meeting. He announced that he will be speaking at the November meeting of the Col Tench Tilghman Chapter. Genealogist Christopher Smithson reported that National is in the process of developing an online membership application and will be eliminating paper membership applications. He offered to work with all chapter registrars regarding using the new electronic membership applications. Genealogist Emeritus Henry Peden, Jr. was absent and no report was received. Chancellor Christopher May reported that a bequest to the Maryland Society in the amount of $25,000 has been received from the attorney representing the Ramsey Estate and more money may be forthcoming. He also stressed that a release be obtained from a parent of a minor child where a photograph of the child is used and his/her name is mentioned. The C.A.R. has a model release form. Chaplain George Satterthwaite reported that he has been notified of nine MDSSAR member deaths so far this year. He asked to be informed of all member deaths so he can send condolences. Surgeon Lee Park, M.D., was absent and no report was received. National Trustee James F. Engler, Sr.’s report had been posted on the MDSSAR website prior to this meeting. He reported (from the NSSAR Fall Leadership meeting) on the policy at National to have special training and a certificate of completion if you are working with youths. The Boy Scouts of American have a model for this. Discussion ensued. He also announced the new Mentor NDSSAR Program to begin in 2017. Alternate National Trustee Douglas Stuart was present but had nothing to report.. Webmaster Christopher Raborg’s report had been posted on the MDSSAR website prior to this meeting. Assistant Webmaster Dustin Hedrick was absent and no report was received.

PAST PRESIDENTS’ REPORTS Past Presidents Barnes, McKown, Stuart, Christou, Hoover, Raborg, Warner, and Engler brought greetings and some made comments for the good of the Maryland Society.

CHAPTER REPORTS #1 Sgt Lawrence Everhart Chapter - Report had been posted on the MDSSAR website prior to this meeting. #2 General William Smallwood Chapter - Report had been distributed electronically prior to the meeting. #3 Christian Ardinger Chapter - Report had been posted on the MDSSAR website prior to this meeting. #4 Col. John Eager Howard Chapter - Report had been posted on the MDSSAR website prior to this meeting. #5 Col. Nicholas Ruxton Moore Chapter – Verbal report was made by Treasurer Christos Christou, Jr in the absence of President Jean Fugett, Jr. #6 John Paul Jones Chapter – A verbal report was given by Secretary Barry McKown in the absence of President John Harvey, Jr. A chapter meeting is scheduled for December 4th at the Rising Sun Tavern in Anne Arundel County. #7 Col. Henry Hollingsworth Chapter – A verbal report was given by Secretary Christopher Smithson in the absence of President James Dearworth. A meeting will be held on November 13th at the Col Henry Hollingsworth House in Cecil County. #8 Col. Tench Tilghman Chapter – President Walter Coryell welcomed everyone to Chestertown and gave a verbal report. Six members of the Col Tench Tilghman Chapter are participating as instructors in the Adult Education program at Washington College program on the American Revolution. #9 Col. Aquila Hall Chapter – A verbal report was made by President Christopher Smithson. A chapter meeting will be held on November 19th. #10 Charles Carroll of Carrollton - Report had been posted on the MDSSAR website prior to this meeting. #11 John Hanson Chapter – A verbal report was given by President Douglas Stuart. #12 Capt. John Smoot Chapter - Report had been posted on the MDSSAR website prior to this meeting. President Jackson commented on the recent water excursion and historic tour. #13 Westminster Chapter - Report had been posted on the MDSSAR website prior to this meeting. . Thomas Stone Chapter – No member of the chapter was present and no report was received. #15 Little Meadows Chapter – Report had been posted on the MDSSAR website prior to this meeting. Louis Raborg reported a chapter meeting is scheduled for December 10th.

COMMITTEE REPORTS Americanism Committee: Chairman James Engler repeated the new NSSAR policy on the protection of youths. He elaborated about the new NDSSAR Mentor Program and discussion ensued on both topics. James Engler also announced he is sending a draft for review of the procedures and duties of the State officers. Annual Meeting: Chairman Donald Deering announced the plans are being finalized to hold the 2017 Annual Meeting in Annapolis. It may be possible to have Governor Hogan as our speaker. Budget/Audit/Finance Committee: – Chairman James Perry has nothing to report. CAR/DAR/SAR Liaison – Chairman Patrick Warner’s report had been posted on the MDSSAR website prior to this meeting. Color Guard Report – Commander David Embrey’s report had been posted on the MDSSAR website prior to this meeting. He announced a new member meeting and workshop will take place on November 5th. He also announced several Color Guard events during 2016 and 2017. Discussion ensued about getting our unused donation from the city of Hagerstown for the statue of George Washington because the statue was never erected. Eagle Scout Committee: Chairman Jon Streett was absent but Committee Member J. D, Urbach gave a report and announced that we have a point of contact in each of the BSA districts in the state of Maryland. Educational Efforts Committee: Chairman Louis Raborg reported on the success of the Brochure, Essay, Orations, and Poster contests. He urged all chapters to attempt to get involvement of students in these contests. Chairman Raborg and National Trustee Engler announced that National is requesting each State society to contribute $1,000 to the NDSSAR for our youth programs. They mentioned that President General Thomas Lawrence and his wife have pledged up to $10,000 to the youth programs. Timothy Mallory made a motion, which was seconded by Eugene Moyer, for the Budget/Finance Committee to approve the donation of $1,000 to the NDSSAR and, if it is approved, to vote on the matter at the January 2017 Board of Officers and Managers meeting. This motion was approved by unanimous voice vote. Louis Raborg promised to personally donate $100 and Douglas Stuart promised to donate $500 to the $1,000 fund. After hearing about the personal donations totaling $600 from Compatriots Raborg and Stuart, David Hoover made a motion for this assembly of State managers to approve the remaining $400 needed to raise the $1,000 gift. This motion was seconded by Christos Christou, Jr and passed unanimously by voice vote. This second motion supersedes the earlier motion made by Timothy Mallory Executive Committee: Chairman William Smithson reported the committee has been meeting. Flag Awards Committee: Chairman Eugene Moyer - Report has been posted on the MDSSAR website. He urged all chapters to present a Flag Award before December 31st. Fundraising Committee: Chairman Bill Batton was absent and did not submit a report. George Washington Luncheon Committee: Chairman Timothy Mallory reported on the 2017 luncheon. MD 400 Board of Trustees: Chairman Timothy Mallory reported the MD400 Committee will be meeting to finalize the merging of the old and new givers program. Membership Committee Chairman Chris Smithson reported that, because of the new NSSAR website, membership inquiries have greatly increased. Retention Subcommittee Chairman Paul Banister was absent and sent no report. Nominating Committee: Chairman James F. Engler, Jr. urged that anyone seeking to serve as a MDSSAR officer or on a committee should see him. He announced that he has appointed Dr. James Schaub of the Charles Carroll of Carrollton Chapter and Eugene Moyer of the Sergeant Lawrence Everhart Chapter to serve on the 2017 Nominating Committee. Operation Ancestry Search Committee: Chairman Duane Tackitt was absent and sent no report. Patriots’ Ball Committee: Chairman David Hoover reported on the 2016 MDSSAR Patriots’ Ball. Program Committee: Chairman James Adkins – See the program information below. PR Committee: Chairman Donald Deering had nothing to report. ROTC/Outstanding Citizenship Awards Committee: Chairman George Satterthwaite’ s report had been posted on the MDSSAR website prior to this meeting. The University of Maryland’s Baltimore Campus has established a new Naval ROTH Unit. Semi-Annual Meeting Committee : Chairman James Adkins had no report. Webmaster and Yearbook Committees Chairman Christopher Raborg’s report had been posted on the MDSSAR website prior to this meeting.

At 10:33 a.m., President Smithson suspended the meeting for the scheduled program and luncheon.

PROGRAM Second Vice President James Adkins introduced Professor Adam Goodheart, director of the C.V. Starr Center for the Advancement of the American Experience at Washington College who discussed the colonial history of the college and the town of Chestertown and the role of the “Maryland 400” soldiers at the Battle of Brooklyn. He thanked our State Society for donating the funds to conduct the research on the soldiers at the battle.

LUNCHEON President William Smithson presented to those who were announced to receive them at the 2016 National Congress. Our luncheon included our guests from the Maryland Society of the DAR and Washington College. Following the luncheon, President Smithson resumed the meeting.

NEW BUSINESS AND COMMENTS FOR THE GOOD OF THE SOCIETY Brochure Contest Subcommittee Chairman Art Petruccelli made a motion to increase the amount donated for prizes beginning in 2017 to: 1st Place $150.00 2nd Place $75.00 3rd Place $50.00 Christopher Smithson seconded the motion and it passed by unanimous voice vote.

There being no further business and at the request of President Smithson, Chaplain George Satterthwaite gave the Benediction and President William Smithson adjourned the meeting.

HISTORIC HOME TOUR At 12:30 p.m., Professor Adam Goodheart led a tour of the historic Colonel Benjamin Chambers House, Old Customs House, and the Patrick Henry House in Chestertown. All of the houses are owned by Washington College.
