3 On behalf of the Central Intercollegiate Athletic Association (CIAA®) Board of Directors, member institutions, student-athletes and the Charlotte local organizing committee and staff, welcome to the 2020 Men’s and Women’s Basketball tournament. I am thrilled to provide leadership in hosting the most amazing tournament and largest homecoming in the country and in the great city of Charlotte, North Carolina. This year marks the 75th tournament for the men, the 46th for the women and our 15th year in the Queen City. What a great time as this for us to come together as a community to celebrate one of the greatest events of the year that attracts over 150,000 people.

As I enter my 9th tournament, I am proud of the work and strategic partnerships the CIAA has been able to forge in executing an event that is more than just a basketball tournament. Our key focus continues to be centered on promoting the game and the talented student-athletes from the 12 member institutions that are core to our existence. We are blessed to execute official CIAA events that range from games, education, professional, career development, VIP events and hospitality, step-shows, the Fan Fest and more to engage the entire community. There is truly something for everyone who attends. Make sure you download the NEW CIAA App to stay connected and informed throughout the week.

I am reminded during this time, that the support of our fans and alumni, the investment of CIAA members schools, the support of the city and sponsors demonstrates what the CIAA means culturally, historically and most of all to our community. Thank you for making the investment to celebrate the present, reflect on the past and move towards the future for the next generation of CIAA supporters and students. It is intentional that we do not lose sight of celebrating the legacy of tradition, highlight the success of our leadership, while leaving a footprint in the community throughout the year.

The mission of the CIAA is to demand and support the highest standards of integrity and achievement among our member institutions, their athletic programs and the individual student-athlete, demonstrating a commitment to education, community, and competitive sportsmanship that honors both our tradition and our future as the nation’s first historically black collegiate athletic conference and most recognized conference in Division II.

The CIAA will continue to light the way forward for its member institutions and all Division II colleges and universities through a tradition of excellence, educational opportunity and community involvement; focused always on the personal growth and development of the student-athlete. The CIAA will assist members in maintaining the integrity of their athletics programs through the knowledge and enforcement of NCAA policies and conference regulations as an integral part of each institution’s efforts to provide sound educational and athletic opportunities for men and women.

LEADERSHIP

The CIAA encourages the ongoing development of supportive but challenging academic environments and an atmosphere of respectful competition, and the unwavering belief that the welfare of the student-athlete is most important. The CIAA recognizes full participation by all eligible institutions and student-athletes in conference championship programs. The CIAA proudly promotes and fosters a commitment to fair play, ethical conduct, sportsmanship, rivalry and tradition.

COMMUNITY

The CIAA will continue to seek and develop ways to increase exposure for member institutions through sponsorships, partnerships and innovative media programs. The CIAA will energize and encourage students, alumni, faculty, staff and the public at large to support a conference that has a proud and long-standing tradition of excellence, and an exciting future ahead.

CIAA CODE OF CONDUCT STATEMENT ___

The CIAA expects each championship to exhibit an experience that represents the highest level of fair play and good sportsmanship. The CIAA Championship Committee expects that student-athletes, coaches and administrators do their best to ensure participation in intercollegiate athletics promotes character development for all participants, enhances the integrity of higher education and promotes civility; therefore, championship events should adhere to such fundamental values as respect, fairness, civility, honesty, and responsibility. These values should be manifest not only in athletic participation, but also in the broad spectrum of activities associated with the championship event. Accordingly, strong action will be taken in response to any form of misconduct by student-athletes, coaches and/or administrators during the entire championship. This includes criticism of officials and a misconduct incident at the competition.

Individuals employed by (or associated with) a member institution to administer, conduct or coach intercollegiate athletics and all participating student-athletes shall act with honesty and sportsmanship at all times so that intercollegiate athletics as a whole, their institutions and they, as individuals, shall represent the honor and dignity of fair play and the generally recognized high standards associated with wholesome competitive sports.

MISCONDUCT MANAGEMENT ______

The CIAA manages misconduct in a similar fashion as the NCAA. NCAA Division II Manual Bylaw 31.02.3 defines misconduct as” …any act of dishonesty, unsportsmanlike conduct, unprofessional behavior or breach of law, occurring from the time the championship field is announced through the end of the championship that discredits the event or intercollegiate athletics.” Penalties will be applied in accordance with the CIAA Bylaws, Schedule of Penalties and CIAA Championship Misconduct Policy as approved by the Board of Directors.

ARENA INFORMATION______

Arena Policies: Prohibited items include, but not limited to, the following:

Audio & video recorders Backpacks & briefcases Balloons (both air and helium filled) Explosives Glass or metal containers Illegal drugs The use of tobacco products within the arena (NCAA Bylaw 11.1.5) Knives or weapons Laser pointers Outside food & beverage (excluding guests with medical needs) Packages

Weapons: No weapons of any kind are permitted inside Bojangles’ Coliseum and Spectrum Center.

Signs and Banners: Signs and banners are allowed if they meet the following requirements: Non-flammable Small enough for one person to hold Do not block the view of other patrons Do not block signage Non-offensive to any person or group Meet the approval of Spectrum Center, Bojangles’ Coliseum, & CIAA.

Cameras: Other than each team’s videographers and approved, credentialed television entities, the use of video cameras during an event at Bojangles’ Coliseum or Spectrum Center is strictly prohibited. Digital and still- cameras will be permitted. Still cameras with lenses no longer than four inches are permissible.

Noisemakers: Artificial noisemakers, air horns, electronic instruments, cannons, etc., are not permissible.

Promotional Items: Items (i.e., cups, shakers, flags, etc.) with commercial slogans or identification are not allowed on the premises without the permission of the CIAA. Items such as newspapers, caps, t-shirts, etc., may not be distributed on the premises without the permission of the CIAA.

Security: To provide a safe and comfortable atmosphere for all participants and patrons, Charlotte Mecklenburg Police Department (CPMD), uniformed and plain clothed security personnel will be stationed and patrolling the arena throughout the tournament. Suspicious activity should be reported to the nearest police security officer. Non-CMPD personnel will not be permitted entry to Spectrum Center or Bojangles’ Coliseum while in possession of a firearm. Teams traveling with security should inform Mr. Eddie Weatherington at [email protected] immediately.

Spectator Entrances:

1. The Main Entrance to Bojangles’ Coliseum is located off Briar Creek Road. The elevator at Section 110 provides access to the lower concourse.

2. For Spectrum Center, spectators should use the 5th Street and Trade Street Entrances.

3. Special Seating: Seating for certain groups has been arranged as follows:

a. Institutional Administrators: Five courtside seats nearest the respective team’s bench will be reserved for institutional administrators when their teams are competing.

b. Basketball Tournament Committee: A table will be reserved in front of Section 110 for working committee members only. (Spectrum Center) A designated table will be available at Bojangles’ Coliseum.

c. Coaches’ Scouting Seats: Four (4) seats with a table will be provided in front of Section 117. This seating is for scouting purposes only and is not intended for fraternization. Seating access is bracket- driven (i.e. reserved for coaching staff members who will be competing in upcoming rounds against the winner of the current contest). Persons who do not serve as an official member of a coaching staff at CIAA institutions should not sit this area. (Spectrum Center) A designated table on the baseline will be available. (Bojangles’ Coliseum)

d. Non-Competing Teams Seating. & Spectrum Arena When not competing, teams will sit in the general admission areas.

e. All-Tournament Selection Committee: Spectrum Center: Seats will be reserved on press row located on the main level above Sections 109/110 for the four committee members. Bojangles’ Coliseum: A designated area on media row will be available.

f. On-Court Entertainment/Promotions: Most persons who will be waiting to perform/present during timeouts or halftime will do so in the Holding Area in the tunnel near Section 110. Special credentials will be provided by operational staff.

g. Student/Spirit Group section: The CIAA will provide fifty (50) student tickets for students to attend any session throughout the week. Students will be located within section during the contests and will be allowed to remain in the general seating when teams are not competing. University administrators are responsible for picking up and issuing student tickets. The names of designated university administrators must be submitted to the conference office (Jenell Howard [email protected]).

Ball Persons: Four (4) ball persons will be assigned to each contest throughout the tournament.

Merchandise: The merchandise booth is located near the arena’s main entrance. Participants are encouraged to stop by and see all the great CIAA branded items that are available for purchase. Credit cards and cash payments will be accepted. Additional CIAA merchandise is available for order online at shoptheciaa.com

Vendor Information: A select group of diverse vendors will be located throughout the main concourse. Participants are encouraged to visit each booth. 10 2020 Men’s & Women’s Basketball Tournament

Team Vehicle Parking: Parking identification for teams’ modes of transportation will be provided upon arrival for practices. Teams that choose not to use the assigned arena practice time or have a practice scheduled after the Tip-Off Awards Luncheon may retrieve their parking identification from a CIAA staff member prior to or after the Tip-Off Awards Luncheon.

The parking identification should be placed in the windshield of the vehicle and be clearly visible as the vehicle approaches the arena loading dock and/or parking areas and when the vehicle is unoccupied.

GENERAL INFORMATION______

Bojangles Coliseum: All teams will enter at the Briar Creek entrance. Buses/vehicles will travel onto East Independence Blvd/US-74 toward Independence Blvd. Take Exit 244 for Briar Creek Blvd. The designated unloading area entrance will be the first left off the exit.

Only 3 buses/vehicles will be allowed in the unloading area at a time. If the unloading area is full then buses/vehicles will be directed to wait in the adjacent parking lot until they can enter and drop-off the team. Drivers please be mindful to check if the loading dock is full before turning into the designated area. If the unloading area is full please turn into the parking lot and wait to enter the designated area.

Buses/vehicles of teams not playing in the current session or teams that have been eliminated from the tournament will be permitted to enter through the same team entrance however you will go through the natural loop and drop-off team. If there is a line to drop-off teams’ buses will have to wait in the adjacent parking lot.

Spectrum: Beginning Thursday, buses/vehicles of teams playing in the current session will be admitted into the Spectrum Center loading dock. Loading dock parking will be available for one (1) hour after each team’s contest.

Buses/vehicles of teams not playing in the current session or teams that have been eliminated from the tournament will be permitted to drop-off at the curb of the arena Loading Dock only (Thursday-Saturday). These buses/vehicles must park on 5th Street as directed by the parking attendants who will be wearing yellow jackets. If 5th Street parking is unavailable, then the attendant will direct accordingly.

Band and Cheerleaders Vehicle Parking:

Bojangles’ Coliseum: All band and cheerleaders must drop-off at the Briar Creek entrance in the designated unloading area. Buses will be directed to park in the lot across the street. Drivers will park their vehicle and walk across the street enter through the designated area.

Spectrum Center: All band and cheerleader transportation identification will be provided by a CIAA representative upon arrival for their first scheduled contest. The identification placard should be placed in the windshield of the vehicle and must be clearly visible as the vehicle approaches the curb nearest the arena Loading Dock curb and parking areas. It should remain in place when the vehicle is unoccupied. o All band and cheerleader vehicles must drop-off at the curb of the Spectrum Center Loading Dock for entry into all sessions, whether their team is competing or not. After dropping-off the party, band and cheerleader vehicles must park on 5th Street as directed by parking attendants who will be wearing yellow jackets. If 5th Street parking is unavailable, then the attendant will direct accordingly.

TEAM INFORMATION______

Pairings: Pairings for the tournament shall be released on Saturday, February 22, 2020. Note: Regular season divisional champions are determined by the conference winning percentage in that division. In case of a tie the standings will be determined as follows: 1. Division Record a. Highest Divisional Winning Percentage 2. Head-to-Head Competition 3. Head-to-Head Point Spread 4. Coin Toss

Game Balls: Fifteen Under Armour branded balls will be available for all practices and contests. Refer to Appendix B for the practice schedules.

Tip-Off Awards Luncheon (invitation only): The Tip-Off Awards Luncheon will be held at the Charlotte Convention Center Crown Ballroom on Monday, February 24, 2020 beginning at 12:00pm. Doors will open promptly at 11:00am. Institutions will find their assigned tables via arrival at the check-in tables.

Attire: Business Two tables of 10 per team will be made available. Open seating will be available for the additional 2 travel party members for a total of 22 per team, including the bus driver if he/she attends. All members of the official travel party should be prepared to present a government or university issued photo ID, if requested. It is mandatory that an institution administrator accompany its teams. Photo opportunities will begin at 11:00 a.m. and conclude at 11: 45 a.m. The booth will reopen after the conclusion of the Tip-Off for a limited time.

Buses are to unload and load on the Caldwell Street side of the CCC at the Drop Off/Pick-up Sign. Attendees should enter through the double doors facing Caldwell St. The Ballroom is located to the left, signs and greeters will be present to direct you to the ballroom. CIAA staff, volunteers and members of the Basketball Tournament Committee will greet and direct teams as they enter. The buses should park along Martin Luther King, Jr. Dr. near the Metro School. Parking attendants will direct drivers.

Arena Entrance: Team travel parties are to always enter the arena together through the loading dock entrance for practices and games.

Bojangles’ Coliseum: The travel party list (to include the bus driver) will be used at the checkpoint. An institution staff member should assist in this process. All members of the travel party MUST be prepared to present a government or university issued photo ID. A member of the institution’s administrative or coaching staff must accompany teams.

Spectrum Center: The travel party list (to include the bus driver) will be used at the checkpoint. An institution staff member should assist in this process. Upon check-in, team members should proceed as directed to their assigned locker rooms if arriving for a contest for which they will be competing in. Otherwise, teams should proceed to the non-participating teams seating.

Coaches’ Scouting Seats: For Bojangles’ Coliseum, seating will be located at a designated table on the baseline. For Spectrum Center, a table with four (4) seats will be provided in front of Section 117. This seating is for scouting purposes only and is not intended for fraternization. Seating access is bracket-driven (i.e. reserved for coaching staff members who will be competing in the next round against the winner of the current contest). Persons who do not serve as an official member of a coaching staff at CIAA institutions should not sit this area.

Locker Room Assignments: Teams will be assigned locker rooms on arrival for each contest. Each locker room will be equipped with a taping table and chalkboard. CIAA staff will determine locker room assignments based on the combination of seeding and game times.

Note: Opposing teams will not be assigned to locker rooms adjacent to each other.

The arena will provide 25 shower towels and small bars of soaps for each team per game during the tournament. It is the responsibility of each team to leave all towels in the locker room (stacked) at the end of each game. Teams will be invoiced for missing towels or damage to the locker room.

Team Benches: Facing the scorer’s table, the HOME team (higher seed) will use the bench to the left. The VISITING team (lower seed) will use the bench to the right. All teams must bring both light- and dark-colored uniforms.

The Basketball Tournament Committee will confirm uniform colors and bench assignments as soon as the pairings for advancing teams are realized. Coaches will be informed by a team liaison.

Team benches will be arranged to seat up to 20 persons (to include up to 15 eligible players). There will be additional seating available immediately behind each team bench for other university personnel.

Coca-Cola will provide coolers, bench towels and POWERADE for team benches throughout the tournament. Bench equipment displaying branding other than POWERADE or any other Coca-Cola product will not be permitted during the tournament.

Uniforms: The HOME team (higher seed) will wear its light-colored uniforms. The VISITING team (lower seed) will wear its dark uniforms. All uniforms must comply with NCAA Bylaw 12.5.4 and with the current NCAA Basketball Rules. Student- athletes are not to disrobe prior to entering their respective locker room.

Additionally, student-athletes are expected to wear Under Armour basketball shoes, preferably uniform in color. NIKE basketball shoes and Russell apparel are permissible during this transitional year.

Team Warm-up Schedule: Pre-game warm-ups for teams competing in the first game of a session shall not begin earlier than 60 minutes prior to the scheduled tip-off. This time may be lessened depending on the conclusion of the previous sessions. A minimum of 20 minutes will be provided for teams to warm-up prior to each contest.

Sportsmanship: All participants are expected to conduct themselves with civility, dignity and respect for their opponent, institution and conference. Each institution has a responsibility to ensure that its student-athletes and coaches adhere to a standard of quality sportsmanship and fair play. Fines and/or sanctions may be levied against institutions that do not comply.

Team Introductions: The introduction format will be as follows for all championship games:

The game announcer shall introduce the starting lineup by alternating from team to team beginning with the lower seeded team in the following order:

FORWARD | FORWARD | CENTER | GUARD | GUARD

When introduced, each starting student-athlete in the lineup should go to the free throw circle in front of his/her bench and remain there until the student-athlete of the opposing team is introduced. These two students- athletes should meet at center circle and shake hands, then shake the opposing coaches’ hands and proceed to the free- throw line in front of their respective bench. All subsequent starters will follow the same procedure until the final starter has been introduced.

Finally, the two head coaches will be introduced - lower seeded coach first. They will shake hands on the sideline at half court directly in front of the scorer’s table. Teams shall remain on the court free-throw line extended facing the flag when the national anthem is being performed. The national anthem will not be performed prior to all contests.

Student-athletes and coaches are required to shake hands on the sideline at the conclusion of each contest.

Student-Athlete Hospitality: Light snacks and POWERADE products will be provided for each team in their respective locker rooms upon arrival for games.

Game Film/Upload to Synergy: The CIAA will record and upload all contests to Synergy subsequent to each contest.

Team Escort/Security: Teams advancing to the championship game will be assigned a police escort from their respective hotels to the arena on game day. The winning teams will be escorted back to their hotels. It is imperative that all teams submit their hotel information to the CIAA Office immediately if it has not been submitted previously. This information will be shared with the Charlotte-Mecklenburg Police Department for the purposes of scheduling team escorts on championship game day and to increase security presence at team hotels.

Post-Championship Awards Ceremony: Immediately following the championship games, the trophy presentations will commence.

Both teams should remain on the floor at the conclusion of the men’s and women’s championship games. Teams will be asked to return to their benches by the assigned tournament committee member. Only the President, Director of Athletics, Senior Woman Administrator, Faculty Athletics Representative, Tournament Committee members and those individuals listed on the official travel party roster will be permitted on the floor during the awards ceremony.

Staffing: The CIAA will provide medical staff to assist during all contests and practices. A physician will be available during all contests. The training areas will be located within the proximity to team locker rooms.

Each institution should provide its own athletic trainer as its primary contact. In the unlikely event that an institution does not have an athletic trainer available on-site, then the CIAA Medical Coordinator, David Mills, should be advised immediately.

Institutions will be responsible for transporting student-athletes to medical appointments unless medical emergencies warrant alternative modes. An ambulance and EMT personnel will be on-site during all sessions of the tournament.

Medical Supplies/Equipment: Teams are responsible for supplying all routine medical supplies (i.e. Tape, wraps, etc.) and student-athletes’ medical information including insurance in the event medical care is required outside of games and scheduled practices. Expenses incurred for medical care will be the responsibility of the institution or student-athlete.

Coca-Cola will provide coolers, bench towels and POWERADE for team benches throughout the tournament. Bench equipment displaying branding other than POWERADE or any other Coca-Cola product will not be permitted during the tournament.

Complimentary Tickets: The CIAA will not provide complimentary tickets for this event.

Member-Institution Requirements: On or before Friday, February 21st, each member-institution is required to provide the following information to Jenell Howard ([email protected]):

• an electronic spreadsheet listing each ticket in its allocation and the name of the individuals to whom each ticket has been sold/assigned. The institution is required to provide updated spreadsheets anytime there are changes to the list. • IF ANY are sold after the 21st, a revised list must be resubmitted. • Contact name and number for institutional ticket inquiries

Member-institution ticket office contacts are expected to be available to the box office or Jenell Howard at any time during the week of the tournament to answer patron questions or complaints.

Ticket Distribution: Each institution is required to distribute its ticket allocation prior to arrival in Charlotte and/or from its team hotel.

Student-Athletes’ Guests Will Call: Institutions that would like to distribute student-athletes’ guests will call tickets only (during their contests) should contact Jenell Howard ([email protected]) by 5 p.m., Friday, February 21st.

PEP BAND______

Band Size: During all tournament sessions, bands in attendance shall be limited to 29 members, 1 band director, 1 assistant band director, and 1 bus driver – a total party of 32.

Arena Entrance: Band members, in uniform, shall be admitted to the arena via a pass gate list at the loading dock entrance. The pass gate list is to be submitted to the CIAA office prior to the tournament. A credential will be provided for the band director. For Bojangles Coliseum, participants will enter in the designated area near the Briar Creek entrance.

Due to the high level of traffic at the loading dock entrance, all members of the travel party are to enter the facility as a group. The bus driver will be admitted at this entrance separately. All members of the travel party MUST be prepared to present a government or university issued photo ID. The band director must be present during the check-in process.

Non-participating bands will be admitted as a group once per session. The band director must be present during the check- in process. Seating for non-participating bands will be located at the upper level.

For the first game of a session, participating bands may enter the arena up to one hour prior to the scheduled tip- off. Bands participating in subsequent sessions are to remain in the holding area (no playing) until escorted into the arena by a tournament operation representative. All bands are encouraged to arrive at the arena at least 30 minutes prior to tip-off.

Seating: The two bands participating in each game will be assigned baseline seating on the opposite ends of the playing floor.

Bands must wait in the holding area until tournament operations staff representatives escort them to their sections. Band directors should ensure that their band members do not expand seating beyond what is allotted.

Storage: A secured area will not be available at the arena for band instruments/equipment. Band directors are encouraged to arrange other accommodations. The CIAA, Bojangles’ Coliseum and Spectrum Center will not be responsible for lost, damaged or stolen instruments/equipment.

National Anthem: The national anthem may be sung live by a performer or played by the highest seeded band as requested by the talent coordinator.

Guidelines/Protocols: Artificial noisemakers, air horns, vuvuzelas, etc., are not permissible. The band director must adhere to NCAA guidelines as it relates to playing during competition. A representative of the production team will be assigned to each band to communicate times of playing. Please note that inasmuch as a band playing while the game is in progress is a violation of basketball rules, the game officials, CIAA staff or committee staff shall handle such incidents if they occur.

Band members are not permitted to exit their designated seating area to play at the end of the court during halftime or pregame warm-up periods.

Due to time constraints, only the winning team’s band will be permitted to play its alma mater at the end of the game. The losing team’s band will be escorted out of the arena to allow the next band to enter.

The losing team band will be permitted to play their alma mater after the championship games immediately after the winning team band has finished playing its celebratory number.

Band directors are to follow the direction of the on-court talent coordinator throughout the tournament. Bands are to cease playing when requested.

Band directors are responsible for ensuring that their band members display good sportsmanship throughout the tournament. Fines and/or sanctions may be levied against institutions that do not comply.

CHEERLEADERS/MASCOT______

Squad Size: During all tournament sessions, cheer squads shall be limited to 14 cheerleaders (only 12 may perform on the floor), 1 head coach, 1 assistant coach, 1 mascot, and 1 bus/van driver – a total party of 17.

Arena Entrance: For Bojangles’ Coliseum, squad members (in uniform) will enter through the designated area for teams near the Briar Creek entrance. For Spectrum Center, squad members, in uniform, shall be admitted to the arena via a pass gate list at the loading dock entrance. The pass gate list is submitted to the CIAA office prior to the tournament. Credentials will be provided for the head coach and one assistant coach. Squads will be escorted to dressing areas by tournament operations representatives. Approximately 5 minutes will be allowed for squads to use this area. Squads will be permitted to stretch/warm-up in a designated area. They may remain in a holding area to lead their teams onto the playing floor for the teams’ pregame warm- ups. For Bojangles’ Coliseum, there will be no designated dressing area for squad members. Squads are encouraged to arrive in uniform. Restrooms will be available for use, but not exclusive to any cheer squad.

Non-participating squads will be admitted as a group once per session. The cheer coach must be present during the check-in process. Seating for non-participating cheer squads will be located within general admission seating.

Seating: The HOME team squad shall be positioned in front of its respective band. The VISITING team squad shall be positioned diagonally to its respective band. Seating for cheer coaches will be located within proximity to their respective cheer squad’s area.

Storage: A secured area will not be available at the arena to store any personal belongings and/or equipment. The CIAA, Bojangles’ Coliseum, and Spectrum Center will not be responsible for lost, damaged or stolen belongings and/or equipment.

Guidelines/Protocols: Squads must conform to the guidelines set by the American Association of Cheerleading Coaches and Advisors (AACCA). This includes all guidelines and prohibitions pertaining to partner stunts indoor facilities. Participating institutions shall ensure that squads have enough training, supervision and equipment for any and all routines they perform.

Cheerleaders may not use megaphones as a distraction by pounding them on the floor, hitting them with their hands or other objects or waving them in manner. Institutional flags of any size are permitted for the purpose of leading the team onto the court prior to tip-off. Flags may be permitted on the court during halftime if permitted by on-court talent coordinators. Note: Depending on other programming, this opportunity may not be permitted during all contests. Flags will not be permitted on the court during timeouts.

Cheer coaches are to follow the direction of the on-court talent coordinator throughout the tournament. In order to prevent delay of game violations, squads are to begin leaving the playing floor after the first horn sounds. As a rule of thumb, squads are not permitted to perform on the court during 30-second timeouts.

Cheer squads are approved to toss institutional t-shirts to fans that do not include any sponsor, commercial markings, insignias, etc. Items other than t-shirts that meet the requirement will need to be approved by the conference office. However, cheer squads are permitted to toss official CIAA sponsor items that include markings as requested by the talent coordinator. Cheer coaches should communicate with the talent coordinator regarding the best time to conduct tosses.

Cheerleaders and mascots are not to converse with or approach game officials. Mascots are encouraged to engage spectators in a positive manner as often as possible.

Due to time constraints, only the winning team’s band will be permitted to play its alma mater. The winning team’s cheer squad may remain until after the playing of its alma mater. However, the losing team’s squad is to exit as directed immediately following the game.

MEDIA & COMMUNICATIONS______

Credentials: At Bojangles Coliseum, media will enter through the lower level plaza side door, near their designated parking lot. Pre-approved media personnel are to pick up credentials and enter/exit Spectrum Center via the Employee Entrance located on 5th Street. The credential must always be worn and is non- transferable. No credential is to be copied, scanned or otherwise reproduced. Lending or issuing a credential to any person is a violation of CIAA Tournament policy and may result in harsh penalties for violators.

Media credentials do not grant access to team locker room areas. All interviews are to be conducted in the CIAA interview room. Refer to the Interview Policy for additional information.

Statistical Services: Complete halftime and final statistics will be provided for each contest during the tournament. Live stats will be available online at www.ciaatournament.org.

Phone/Wireless Access: A limited number of telephones will be available in the Working Media Area of the Press Room. Individuals are responsible for providing their own long-distance access methods. Spectrum Center is a wireless venue. Contact a Communications Staff Member for wireless access codes.

Radio/Internet Broadcast Rights: Seating has been reserved for campus and commercial stations that have contacted the CIAA in advance. Any live or delayed broadcasts from the arena must be cleared in advance by the CIAA Media Relations. Each participating institution’s official radio outlet will be assigned up to 3 working spaces on the Radio Row Level. A signed contract and the required payment must be received by the CIAA prior to permission to broadcast will be granted.

Interview Policy/Protocol: All coaches and student-athletes must be available for interviews. An official post-game press conference with coaches and student-athletes will be conducted in the CIAA interview room after each contest. There will be a 10-minute cooling-off period once the team and coaches enter the locker room.

a. For all contests except the championship game: The WINNING coach and a minimum of two requested student- athletes will report to the interview room first; followed by the LOSING coach and a minimum of two requested student-athletes. Sports information directors will escort their teams to the interview area accordingly.

b. After the championship game: The LOSING coach and requested student-athletes will be interviewed first followed by the WINNING coach and requested student-athletes. The 10-minute cooling-off period process will apply.

Regardless of personal regular season radio and/or television arrangements or agreements, all coaches are obligated to the media entities staffing the tournament and must report to the interview room immediately following the 10-minute cooling- off period. Coaches are not permitted to delay a post-game interview with CIAA media in order to conduct an interview or program for a single newspaper, radio or television reporter, unless requested to grant a short interview (not to exceed 4 minutes) with the CIAA television entity. After fulfilling their obligations to the media entities staffing the tournament, coaches may participate in their regular post-game interviews.

Television and radio stations that are “on deadline” may be granted interview priority with a coach (not to exceed 4 minutes) with prior approval from the CIAA Media Relations Office. Media requesting “special interviews” other than the scheduled post-game interviews must do so through the respective coach or student-athletes’ Sports Information Director or the CIAA Media Relations Office will inform respective SID’s of such requests.

Seating: Seating will be reserved on Press Row located on the main level above Sections 109 and 110. Due to limited space, all media holding credentials will not have an assigned seat. Seating charts will be posted in the Media Work Room daily. Media personnel not adhering to the seating assignments may be subject to immediate dismissal for the duration of the tournament.

Seating for media runners will be reserved as follows: Section 104 | Row A | Seats 3-4|11-14

Televised Contests: Refer to the Schedule of Events on Appendix A for information pertaining to televised contests.

Media/Team Timeouts

Women’s Games - The CIAA will utilize media timeouts for the entire tournament. For all games (including the televised championship game), there will be one electronic-media timeout (75 seconds) in each period that occurs at the first dead ball at or below the 5-minute mark. When a team is granted a timeout above the media mark, it becomes the media timeout. The first team-called timeout of the second half will become the length an electronic-media timeout (75 seconds). When a team calls a timeout before the electronic-media timeout for that period or calls a timeout which creates the first stoppage in play at or below the mark, the timeout shall be charged to the team and it will become that period’s electronic- media timeout.

Each team receives three 30-second timeouts and one full timeout (60 seconds). Each team receives one 30-second timeout for each extra period, in addition to any unused second half timeouts.

Men’s Games - The CIAA will utilize media timeouts for the entire tournament. For all non-televised games, three media timeouts, the length of 75 seconds, will be utilized. The electronic-media timeouts shall occur after the 15-, 10- and 5- minute marks.

For televised games, four media timeouts, the length of 2:00 minutes, will be utilized. These timeouts shall occur at the first dead ball after the 16-, 12-, 8- and 4-minute marks. The first 30-second timeout called by either team in the second half shall be 75 seconds long or a media timeout (2:00).

Teams will be allotted three 30-second timeouts per regulation game, two of which may be carried over to the second half. Each team has one 60-second timeout, which may be utilized at any time during the game. The first 30-second timeout requested by either team in the second half becomes the media timeout. When a timeout is granted and creates a dead ball with 30 seconds or less before any of the media marks or creates the first dead ball after one of the media marks, that timeout will become the scheduled electronic media timeout. In addition to carrying over any unused timeouts into any period, teams will be allotted one extra 30-second timeout per extra period but not until the period begins.

Immediately upon notification of a pending or ongoing emergency, the Building Manager-on-Duty will be notified and summoned, if possible, to the Command Post.

It is important that all parties involved in an emergency understand that the Director of Security and Public Safety is in command of all arena operations. Only the Director of Public Safety or his / her designee, after gathering the necessary information and meeting with the appropriate officials, can order an evacuation. In an emergency, police and fire personnel may also order an emergency evacuation. Evacuation is mandatory if an alarm sounds.

If the Director of Security and Public Safety becomes incapacitated, or is required to leave the facility, the next person in the chain of command becomes the Building Manager-on-Duty. The Building Manager-on-Duty will continue to command until the emergency is entirely over or until the arrival of a higher-ranking person, as listed in the chain of command.

Evacuation During Events

Once an evacuation is necessary, the command post is established and communication with the staff is using two-way radios. At this point all non-essential radio communications shall cease. Once the staff is notified, the public will be informed of the decision using the Public Address system. If in the case that lighting and noise level does not allow patrons to hear and see the evacuation announcement, then instructions shall be given over the PA system, and portable PA devices as located in the appendix and located in the fire control room.

If the decision is made to evacuate the arena, the following information will act as basic guidelines for directing patrons to the nearest and safest exit.

When directing patrons in an evacuation, employees should keep in mind that there may be conditions (i.e. falling debris, blocked exits, etc.) that may prohibit them from following these guidelines. When this occurs, employees should use their best judgment in guiding patrons to the nearest alternate safe exit.

In the event of an emergency during a contest or anytime teams, staffs, cheer squads, partners or participants are on court, individuals are to adhere to the direction of the Public Safety or arena staff nearest you. Eddie Weatherington or a CIAA office staff designee will join the team(s) as soon as possible. In most cases, those on the court at the time of an emergency will be directed to exit the arena through the loading dock exit.

Event Level Evacuation Routes:

All guests and staff depending on where you are located on the Event level have 5 areas of exit. You can use the 2 Loading Dock doors. The door by the mail room and the door by the command console. C1, B4 or B1 stairwell can also be accessed on the Event Level. Public Safety or arena staff will be on site to direct traffic.

Main Concourse Evacuation Routes:

All guests exiting from the main concourse of the arena should exit through the nearest exit doors or stairwells to get to the exterior of the building.

Plaza Level Evacuation Routes:

Guests will exit out of stairwells B1, B4 or C1. Also, guests may use exterior doors which exit to Trade Street. This includes the Team Store and Executive Entrance II.

Founders Level Evacuation Routes:

Guests will move to the corridors and proceed down the nearest fire safety stairwell to exit the building. Public Safety and arena staff will assist with directing traffic.

Suite Level Evacuation Routes:

Guests will move to the corridors and proceed down the nearest fire safety stairwell and exit the building. Public Safety and arena staff will assist with directing traffic.

Upper Concourse Evacuation Routes:

Guests will exit upper level seats and move to the nearest fire safety stairwell and exit out of the building. Public Safety and arena staff will assist with directing traffic.
