MONTICELLO CITY COUNCIL MEETING MINUTES Tuesday ▪ July 9, 2013 ▪ 7:00 p.m. 17 North 100 East, Monticello, UT

1. Call to Order - The regularly scheduled meeting of the Monticello City Council was called to Order by Mayor Douglas Allen at 7:00 p.m. The following persons were present for all, or portions of the meeting. 2. Invocation/Opening Remarks - Mayor Allen invited anyone in the audience or the governing body to offer a prayer or opening remarks. A prayer was given by Tim Young.

3. Minutes Review/Approval - The minutes were mailed with the agendas.

MOTION was made by Councilman Brad Randall to approve the minutes of the June 25, 2013, City Council Meeting. The motion was seconded by Councilman Tim Young and passed unanimously.

4. Public Comment

None

5. Payment of Bills - Questions and answers were directed to the following bills:

#38820 – San Juan Record seems like a high price #Empire Electric bill for Industrial Park well. Pizzas to the pool – lifeguard pool party.

MOTION was made by Councilman Craig Leavitt to approve the bills as paid. The motion was seconded by Councilman Brad Randall and passed unanimously.

6. Consider Drought Emergency Declaration

Drought conditions have caused San Juan County to declare a state of emergency.

MOTION was made by Councilman Scott Frost to Declare a Drought Emergency as presented. The motion was seconded by Councilman Tim Young and opened for discussion.

The motion passed unanimously.

7. Jones & DeMille Water Presentation Engineer, Ryan Jolley, discussed the current culinary water which is collected from runoff from the mountain. Peak day usage is 600 gallons per minute which covers all culinary connections even when irrigating. The low spring flow corresponds with this amount. The City has the capacity to pump 1,000 gallons per minute from Loyds Lake which currently only has 1,000 acre feet. As part of the emergency, other sources of water must be found. Ground water must be obtained through wells. Jolley suggested a CIB request for some emergency water wells. John Files is a hydrologist who discussed the geology of the area. The aquifer in the Navajo sandstone is very deep and most likely not very good water. Current city wells are rated with an inferior rating and will not produce the amount of water needed to sustain the City’s needs. Drilling possibilities at the golf course would be targeting the Dakota Sandstone Aquifer. Some of the site possibilities were indicated on a map. Ryan Jolley said locations were chosen due to proximity to the existing water systems. There is an abandoned well at the golf course which was drilled at about 400 ft. It tested at 90 gallons per minute. One of the Ball Park wells can be drilled deeper. The target depth for new wells would be around 500 ft deep. There was discussion about different options for pumping the water into the system. If the well water is potable, it will go directly into the culinary system for drinking. If the water is not potable, it could be pumped into the secondary system. Two wells have been suggested and a possible reconstruction on a third. Councilman Randall asked if the new well being drilled at the airport would be feasible as a target for city water. Jolley said the biggest obstacle

with a well at the airport is piping the water all the way to the culinary system. It costs $25 per foot with a distance of about 15,000 feet. A ten inch well will allow for deeper drilling. The cost estimate for a 1,000 foot well is about $100,000. Mayor Allen asked if the new wells produce good water, what the pumping cost would be. Ryan Jolly said it should cost the same as running water through the treatment plant. Councilman Frost said if we do get good water, it will save a lot of pumping costs from pumping water from Loyds Lake. Mayor Allen is concerned that if the drought ends, the new wells will be abandoned rather than maintained. There was discussion about increasing the capacity of the ponds in the future. The ponds can store 130 acre feet and 30 acre feet for secondary water. John Files said some cities pump excess water back into the aquifer for storage and it actually dilutes the well water so it is more aesthetically pleasing.

8. Consider CIB Emergency Application for Water Project Applications for emergency funding have been drawn and will be presented to the Community Impact Fund Board in August. A public hearing will need to be held during the next City Council meeting.

9. Consider Appointment to the Monticello Golf Board MOTION was made by Councilman Craig Leavitt to appoint Michael Northern as an official member of the Monticello Golf Board. The motion was seconded by Councilman Tim Young and opened for discussion.

10. Governing Body/Administrative Communications 10.1 Chriss Leavitt said the Rainbird system lease for the golf course has expired. It will cost around $8,000. He is also asking for a sand rake purchase of $4,000 for a used one.

10.2 ISO Auditor will be at the fire station at noon. The City of Monticello ranked 7 in 1996 for fire protection.
