National National definition of waste used for the purpose of transboundary Definition movements of waste exists in Iran (Islamic Republic of). Waste is a kind of material in each forms of solid, liquid and gas (expected for sewage), arisen from human activities and considered as residue by its generator.

National definition of hazardous waste used for the purpose of transboundary movements of waste exists in Iran (Islamic Republic of). The hazardous wastes are referred in the national waste management legislation as Particular Wastes. Particular wastes cover all kinds of wastes containing at least one hazardous characteristic such as toxic, pathogenic, explosive, flammable, corrosive and other similar characteristics which need special consideration in addition to the clinical wastes and the part of household, industrial and agricultural wastes which need special management.

There are no wastes defined as, or considered to be hazardous wastes by national legislation in accordance with Art. 1, para 1(b) of the Basel Convention. In Iran (Islamic Republic of) there are no wastes other than those pursuant to Art. 1 (1)a and/or Art. 1 (1)b of the Basel Convention that require special consideration when subjected to transboundary movement.

Restrictions on Amendment to the Basel Convention Transboundary The amendment to the Basel Convention (Decision III/1) has been Movement implemented in Iran (Islamic Republic of). Under terms of Basel Convention ratified in Islamic Republic of Iran Parliament (Majlis), the export of hazardous wastes and other wastes for final disposal will take place if the state of import has the capability of final disposal of the hazardous wastes in an environmentally sound manner.

The restriction covers the Islamic Republic of Iran.

Restrictions on export for recovery Iran (Islamic Republic of) restricts the export of hazardous wastes and other wastes for recovery.

Under terms of Basel Convention ratified in Islamic Republic of Iran Parliament (Majlis), the export of hazardous wastes and other wastes for final disposal will take place if the state of import has the capability of recovery of the hazardous wastes in an environmentally sound manner.

The restriction covers the Islamic Republic of Iran.

Restrictions on import for final disposal Iran (Islamic Republic of) restricts the import of hazardous wastes and other wastes for final disposal. Under terms of Basel Convention ratified in Islamic Republic of Iran Parliament (Majlis), the import of hazardous wastes and other wastes for final disposal will not take place because the country has not the adequate capability of final disposal of the imported hazardous wastes in an environmentally sound manner.

The restriction covers the Islamic Republic of Iran.

Restrictions on import for recovery Iran (Islamic Republic of) restricts the import of hazardous wastes and other wastes for recovery.

Under terms of Basel Convention ratified in Islamic Republic of Iran Parliament (Majlis), the import of hazardous wastes and other wastes for recovery will take place because the country has capability of recovery of some imported hazardous wastes in an environmentally sound manner.

The restriction covers the Islamic Republic of Iran.

Restrictions on transit Iran (Islamic Republic of) restricts the transit of hazardous wastes and other wastes.

Under terms of Basel Convention, Marpol Convention and Kuwait Convention, ratified in Islamic Republic of Iran Parliament (Majlis), the transit of hazardous wastes and other wastes take places across the country's frontiers in compliance with the above mentioned conventions.

The restriction covers the Islamic Republic of Iran.

Reduction National strategies/policies and/or -Waste Management Strategy which was developed in 2000 and Elimination of approved by the supreme Environment Council. -Elimination or decrease in the generation of hazardous wastes. Hazardous - Setting up the Committee of Recycling. Waste -Developing research and pilot projects on recovery and final disposal of Generation hazardous wastes in cooperation with industry and universities.

Legislation, regulations and guidelines -Ratification of national waste management legislation and its national implementation bylaw - Implementing of article 11 of the national waste management law. -Regulations and standards have been established to prevent, control and monitor environmental damage and pollution by industrial sector and health-care wastes or any other kind of hazardous waste generators. -Guidance for clinical waste management has been prepared by Department of Environment. -Guidelines for separation, collection and proper disposal of industrial hazardous waste is being prepared by Department of Environment. -Defining projects based on article 11 of the national waste management law in order to prepare regulations and guidelines on management of hazardous waste.

Economic instruments/ initiatives - Environmental penalty for the industries and other pollutant centers that violate the national hazardous waste laws on collection, transportation and disposal. Hazardous waste penalty is paid for a cleaner environment and environmental training (article 16 of Waste management bylaws) -financial support for companies that introduce an initiative regarding ESM by public banks and ministry of Industries & Mined

Measures taken by industries/waste generators -Industrial sectors and other waste generators try to minimize their wastes. -collection and disposal of waste in industries based on basis of waste management bylaws. - Industries are promoting to apply ISO systems. - Industrial sectors try to utilize clean production technologies and provide an atmosphere for green industries. - Environmental impact assessment is required prior to any industrial development projects.(Environmental impact assessment is carried out in accordance with the provisions stipulated in the Law "On Environmental impact assessment", passed on October 14, 1998)

Transboundary National strategies/policies Movement -Production and consumption of the materials with lower amount of Reduction hazardous waste generation. on based of article 4 of Waste management law. Measures -Facilitate the incoming productions within simple disposal and recycling and restriction the incoming productions within difficult disposal and recycling (article 4 waste management bylaw) -Planning for consumption of the recycled or recovered materials in production process.(article 4 waste management bylaw)

Legislation, regulations and guidelines -Waste management law has been approved in 2004. - Transboundary movements of hazardous wastes and their disposal shall be under Basel Convention regulations. (Article 14 of Waste management bylaw). -Penalty for industrial sectors or other pollutant centers which don’t observe environmental principals and norms regarding to collection, reserve, and movement and disposing of hazardous wastes. (article 16 of Waste management bylaws) - Guidance for hazardous waste export and import under Basel Convention contexts has been prepared by Department of Environment.

A National project on "Site Selection for hazardous waste disposal" have been studied recently for all 30 provinces of the country.
