TERMS OF REFERENCE

TITLE: PROVISION OF CANTEEN AND CAFETERIA SERVICES

1.0 BACKGROUND

The Caribbean Community (CARICOM) Secretariat has over 300 staff housed in two buildings (Headquarters and Annexe), located at Turkeyen, Greater Georgetown. In addition, the CARICOM Secretariat hosts a number of meetings regularly, with both local and foreign participants. Suitable entities are contracted annually to provide canteen and cafeteria services to Secretariat.

2.0 PURPOSE/OBJECTIVE OF THE ASSIGNMENT

The purpose of this service is to provide canteen and cafeteria services to the staff of the CARICOM Secretariat through granting a concession and giving the Caterer permission for the use of such accommodation to operate a canteen.

3.0 SCOPE OF WORK

A. The Caterer will be required to undertake the following activities:

(i) To provide cold drinks, snacks, fresh food, ice cream and other desserts that are wholesome and of good quality and fit for human consumption

(ii) Meals would be provided between the hours of 9:00 hours and conclude at 15:00 hours daily Monday to Friday unless otherwise indicated by the Secretariat.

(iii) To provide food warmers, hot and cold dispensers and storage for a selection of frozen items.

(iv) The Caterer shall abide by the health laws and regulations relating to the preparation and sale of food and maintain the necessary licenses and food handler’s certificates from the Public Health Department and City Council.

1 (v) The Caterer shall keep the canteen clean and in a hygienic condition using only environmentally safe products.

(vi) The Caterer shall not do or cause to be done anything that will damage the facilities, premises, nor make any structural alterations without the prior approval of the Secretary General or his designate. The Caterer shall be responsible for all damage or losses to the said facilities or premises and shall be liable to make good any such loss or damage excepting those due to reasonable use and wear and tear or caused by natural disasters.

(vii) The Caterer shall provide required staff for the proper carrying out of the operations at its own expense and such staff will be experienced and shall at all times be properly and neatly dressed

(viii) The dealings of the Caterer with the CARICOM Secretariat Staff and its guests shall be courteous at all times.

(ix) The Caterer shall at all times have general liability insurance coverage.

B. The Community will be required to provide the following facilities which the Caterer will maintain in good condition:

(i) Areas designated for meal preparation and service in the Annexe Servery

(ii) Three (3) Folding tables: (a) Two (2) at 8’ x 3’ (b) One (1) at 6’ x 3’

(iii) Refrigerator: (a) Brand – Frigidaire (b) Model – FRT 18G67W (c) Serial No. – BA 83407038 (d) Size – 12 cubic feet (e) Voltage – 110

2 4.0 Timing The services will be required for a period of one year with a possible extension to two years after which time a new tender process will be conducted.

5.0 Project management The CARICOM Secretariat Administrative Services Sub-Programme will be responsible for management and coordination of this service. Overall supervision will be provided by the Programme Manager, Administrative Services

6.0 Requirements The prospective service provided shall have the necessary licenses and food handler’s certificates from the Public Health Department and City Council. Staff provided by the Caterer must also have the necessary food handler’s certificates from the Public Health Department and City Council.
