141st Meeting of State Level Bankers’ Committee (Punjab)

The 141st meeting of State Level Bankers’ Committee (Punjab) to review the performance of banks for the period ended June 2017 will be held on 10.08.2017 at 10.30 A.M. at Hotel Shivalik View, Sector 17, Chandigarh. The following issues shall be taken up for discussion in the meeting:-

Item No. 2 Pradhan Mantri Jan Dhan Yojana. Item No. 2(i) Issuance of Rupay Cards and its Activation in PMJDY accounts.

Activation of Rupay Debit Cards is necessary to get the insurance claim under the Rupay Card. All Rupay Card holders (valid for Physical or Virtual RuPay card holder) i.e Cards issued on an IIN assigned by RuPay are eligible for the benefit under the RuPay Insurance Program.

 Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or non- financial transaction at any Channel both Intra and Inter- bank i.e. on-us and off-us.  Transaction must be conducted within 45 days prior to date of accident including accident date for Premium Card holders and within 90 days prior to date of accident including accident date for Non Premium Card holders.

 All customer induced transactions at Branch will now be included as eligible transactions under the Rupay Insurance Program.

Member banks are requested to utilize the services of FLC Counselors and Bank Mitras for creating awareness amongst the customers about the above guidelines so that no person is deprived of the benefit of insurance claim of Rupay cards.

Item No. 2(ii) Monitoring of Zero Balance Accounts- in PMJDY

Out of total 6097988 accounts opened, 902109 accounts (14.79%) still show zero balance. During the deliberations in the 140th meeting of SLBC held on 30.05.2017, the progress of Zero balance accounts was reviewed and member banks were requested to take steps for reduction in accounts having Zero balance. It was suggested that the Bank Mitras

Item No. 3 Seeding of Aadhaar and Mobile in Savings bank accounts.

Department of Financial Services, Ministry of Finance, Government of India vide communication dated 06.03.2017 have informed that with a view to enable account holders for digital payments, banks have been asked to launch a drive in campaign mode in July 2017 for seeding of Aadhaar number in all operative, individual savings bank account and voluntary seeding of Aadhaar number in all such accounts.

Department of Institutional Finance and Banking has already informed all the Deputy Commissioners in the State of Punjab that, Government of India has desired to organize camps where banks would ensure arrangements for on-the-spot seeding after wide publicity and accountholder-specific outreach efforts. For other areas, account holder specific outreach efforts should be made through branch personnel and by mobilizing and incentivizing BCs and, additionally, through innovative strategies to enlist other agencies.

Agenda papers of 141st Meeting of SLBC-Punjab Page 3 Department of Institutional Finance and Banking has further requested Deputy Commissioners to provide requisite support of the district administration and field functionaries be provided for organizing the camps, reaching out to unseeded accountholders and ensure effective publicity.

Member banks are requested to take steps for maximizing the Aadhaar seeding in active saving fund accounts.

Item No. 3(i) Aadhaar Lookup –Facility.

National Automated Clearing House (NACH), has introduced Aadhaar lookup-facility for the benefit of banks. This facility would allow the banks to know the status of AADHAAR mapping in the NACH System and can be used for verification of the list of Aadhaar numbers through an upload process and response thereof. This would help the banks to process Direct Benefit Transfer (DBT) transactions more efficiently and help reduce returns.

This facility would be available for banks from 1.30 PM to 5.00 PM on daily basis form Monday to Friday and 1.00 PM to 2.30 PM on Saturday. For any queries/help banks can take up through e-mail at [email protected]. Convener bank has already e-mailed the procedure vide e-mail dated 14.06.2017.

Member banks are requested to use this facility for effective implementation of all the schemes of Govt. of India.

Agenda papers of 141st Meeting of SLBC-Punjab Page 4 Item No. 4 Debt-Waiver announced to farmers in the Govt. of Punjab.

Government of Punjab has recently made an announcement in Vidhan Sabha regarding Debt- Waiver for Small and marginal farmer’s upto Rs.2 lakhs. As a result the farmers in the state of Punjab have stopped making repayment of their crop loans and the recovery scenario is being adversely affected. Even other farmers are not making repayments in the hope of Debt waiver. However since no official communication has been made to the banks, they are also not in a position to clearly guide the farmers. Although the formal notification in this regard is yet to be issued by the state government, it is requested that state government should clarify the following points to the bankers:- i. Eligibility criteria for providing Debt Relief to the farmers. ii. Cut off date for calculating the outstanding amount. iii. Indicative date for final payment to the banks. The representative of the State Government is requested to deliberate and appraise the latest position in the matter.

Item No. 4(i) Web-Portal for submission of on line SLBC data .

The convener bank proposes to develop a Web-Portal for ON LINE submission of data which will ensure its hassle free submission and while entering the data for the relevany period, the user will be able to view and compare the data with the previous quarter, thereby eliminating the chances of errors.

Besides providing User manual, the SLBC would arrange for suitable training of the concerned officials.

In this system user Id and password will be issued to each user Bank/LDM/Department and data will have to be submitted online. Thus

Agenda papers of 141st Meeting of SLBC-Punjab Page 5 no hard copes would be submitted and the portal will help in quick transmission/flow of data and its meaningful compilation and interpretation. After submission, the data can be amended only with the permission of the administrator (SLBC).

Item No. 5 Appointment of Bank Mitras, Verification Calls by State Call Centers/ SLBC/ LDMs to Bank Mitras & providing Micro ATMs to them.

For universal access to banking facility and to provide various type of banking services to the customer under PMJDY, SLBC had approved deployment of 2322 Bank Mitras/BC Agents in areas allocated to banks.

To ascertain/verify the availability of Bank Mitras, executives of call centres and LDMs make verification calls to each Bank Mitras to gather information about working/non working of Bank Mitras on weekly basis. Besides Convener Bank is also making verification calls to Bank Mitras directly. The feedback received from all the three is collated on regular basis and shared with Banks for taking corrective action. Non working of Bank Mitras at locations allotted is depriving population of banking facilities and defeating the very purpose of Financial Inclusion.

Agenda papers of 141st Meeting of SLBC-Punjab Page 6 The details of non working Bank Mitras has been sent to respective banks and they have been advised to replace the Inactive/non working Bank Mitras on urgent basis. Member banks are requested to keep convener bank informed of changes in contact details of Bank Mitras and ensure that Bank Mitras are operational at all locations. The representative of the member banks who have not appointed the Bank Mitras yet are requested to apprise the latest position to the house.

As on 30.06.2017 out of the total 2322 Bank Mitras only 1646 have been provided with Micro ATMs. The Bankwise status of Micro ATM is given at Annexure-2.

Member banks who have not yet provided the Micro ATM to Bank Mitras are requested to provide the same immediately.

Item No. 6 Position of Claims lodged/Settled under PMJDY and Jan Suraksha Schemes.

In accidental claims under PMJDY, out of 86 claims lodged under PMJDY up to 30.06.2017, 59 Claims stands settled while 27 are pending.

In PMJDY in case of natural death, out of 62 claims lodged up to 30.06.2017 in the State , 49 Claims stand settled while 13 are pending.

In Pradhan Mantri Suraksha Beema Yojna out of 697 claims lodged 472 claim cases stands settled while 70 claims stands rejected. The number of pending cases are 155.

In Pradhan Mantri Jeevan Jyoti Beema Yojna out of 1069 claims lodged 964 claim cases stands settled while 13 cases stand rejected. The number of pending cases are 92.

Ministry of Finance pointed out that the ratio of claims to the total account holders in the state is very low thereby implying that the masses are not aware of the scheme and the claims are not being lodged due to the lack of knowledge.

Member Banks are again requested to involve the Local leaders, Sarpanches and official from the department of Registrar, Birth and Deaths in every awareness programme conducted by the banks for schemes launched by Central Government i.e. PMJDY, PMSBY, PMJJBY, PMMY, APY etc.

Item No.7 Opening of accounts of workers of organized and unorganized sectors.

Secretary, Ministry of Labour & Employment vide DO letter dated 25.11.2016 addressed to Chief Secretary, Government of Punjab has desired that in order to facilitate financial inclusion of workers and to ensure timely payment of their wages, a campaign to open bank accounts in respect of those workers of organized and unorganized sectors who do not have their own bank accounts even now. Camps for opening the accounts have to be conducted at each district and a committee comprising the collector cum District Magistrate, Lead District Manager of the bank, the Labour Officers of the Centre as well as the State Government representative which will decide the location of these camps and other relevant modalities.

Member Banks/LDMs are requested to extend full cooperation in holding of the camps for opening of accounts of workers of organized and unorganized sectors

Item No. 8 Pradhan Mantri Suraksha Bima Yojana (PMSBY)

As per the announcement in the Budget speech of 2015, two insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and a new pension scheme called Atal Pension Yojana (APY) were launched to move towards creating a universal social security system for all Indians especially the poor and the under-privileged.

In PMSBY, any person between the age of 18-70 years can subscribe to the scheme and the annual premium is `12/- whereas in PMJJBY, any person between the age of 18-50 years can subscribe to the scheme and annual premium is ` 330/-. The achievement under the schemes is as under:-

Item No. 9 Atal Pension Yojana (APY)

Agenda papers of 141st Meeting of SLBC-Punjab Page 9 Under the Atal Pension Yojna Scheme (APY), depending upon their contributions, the subscribers, under the age of 40, would receive the fixed monthly pension of `1000 to ` 5000 at the age of 60 years. Ministry of Finance has recently amended Atal Pension Yojana (APY) to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber. After the death of both, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the age of 60 years of the subscriber.

APY targets are allotted on yearly basis by Department of Financial Services on the basis of number of branches of each bank as per the category of the Banks as follows:- i) 70 Accounts per branch for PSB/Pvt. Sector Banks. ii) 50 Accounts per branch of RRBs. iii) 20 Accounts per branch of Coop. Bank.

Agenda papers of 141st Meeting of SLBC-Punjab Page 10 During the deliberations in the 140th meeting of SLBC held on 30.05.2017, the representative of Department of Institutional Finance and Banking informed the house that instructions to the concerned department have already been issued for facilitating employees/workers to join APY by directing them to respective banks where the salary accounts of such employees/workers are held.

Member banks are requested to utilize the services of FLC Centres and bank mitras for covering maximum persons under the ambit of Atal Pension Yojana Scheme. Further they should tap the unorganized workers for coverage under APY scheme.

Item No. 10 Pradhan Mantri MUDRA Yojana (PMMY)

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs etc., who are in the business of lending to smaller of the micro enterprises in manufacturing, trading and service sector.

This priority is essential to enable growth and income generation amongst the hitherto unfunded or underfunded segments of our economy. Lending under MUDRA will focus on the unfunded segments of the Micro enterprises by granting the loans under three categories:-

 Shishu : Loans up to `.50000  Kishore : Loans above `50,000 and upto `.5.0 lakh  Tarun : Loans above `. 5.0 lakh and upto `.10.0 lakh

Agenda papers of 141st Meeting of SLBC-Punjab Page 11 Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to `10.00 lakh on or after 8th April 2015 as MUDRA loans. The overdraft amount of `5000/- sanctioned under PMJDY is also to be classified as MUDRA loan under PMMY. (Amt. in crores)

Micro Units Development & Refinance Agency Limited has further informed that a loan portal by name www.udaymitra.in has been launched by SIDBI for facilitating sourcing of loan applications for various MSME programmes, including PMMY and Stand up India. Ministry has desired that branches should take maximum advantage of this facility in achieving the targets under these programmes.

Member banks are requested to for not only achieving the targets but to surpass them as done in previous year.

Item No. 11 DBT & Banker’s Right to Set Off.

In order to discuss the issues of bankers’ legal right to set-off and its implication in financial inclusion and implementation of DBT, RBI convened a meeting with select Public and Private sector banks and IBA on April 18, 2017. Further, IBA convened a meeting of senior executives from select Public Sector and Private Sector Banks on 23rd May, 2017, wherein the following consensus emerged amongst the group :-

Agenda papers of 141st Meeting of SLBC-Punjab Page 12 Banks are not agreeable to forgo their right to set off as a general rule. Banks will consider forgoing their right to set off in specific instances where the relief assistance is linked to natural calamities such as flood, cyclone, earthquake etc. and as a one-time measure based on the notifications issued by the Central/State Government.

Banks are not agreeable to extend the concession to all cases of distribution of Government subsidy including subsidy routed through DBT, on a regular basis.

Banks also don’t have any specific policy under which banks consider ceding their legal right to set off.

Member banks are requested to take a note of the above views.

Item No. 12 Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

In order to impart financial literacy to the participants in training programs under skill development at various Operational and Vocational Training centres and ITIs operating in the State of Punjab, Ministry of Finance has desired that all these centres be mapped with the Financial Literacy Centres operating in the State. Convener Bank has already got mapped all the 505 Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) with the FLCs and the bank wise list has been sent to the respective banks. Member banks having control in these FLCS were requested to ensure to organize financial literacy meetings in these vocational training centers/ITIs in coordination with the District Administration where a significant numbers of people can be covered for financial inputs as desired by Department of Financial Services, Ministry of Finance.

At the request of Department of Institutional Finance & Banking the Director, Technical Education and Industrial Training, Punjab has already issued instructions to all the skilling centres including those under private ownership to allow Financial Literacy Counselors to hold camps to educate the students studying in these institutes.

During the deliberations in the 140th meeting of SLBC held on 30.05.2017, member banks were requested to sensitize FLC counselors under their control for spreading financial literacy among the students of such centres. Controlling heads of banks having lead bank responsibilities in the state were requested to ensure that at least one camp must be held during the quarter in each skilling centre.

Member banks are requested to ensure that the FLCs of their bank are functioning as per the guidelines of RBI and are conducting camps in skilling centers as per the guidelines of Ministry of Finance.

Item No. 13 Stand-up India Programme of Ministry of Finance.

The objective of the Stand-Up India scheme is to facilitate bank loans between Rs.10 lakh and Rs.1 Crore to at least one SC/ST and one woman beneficiary per bank branch for setting up a green field enterprise. This enterprise may be in manufacturing, services or the trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.

Agenda papers of 141st Meeting of SLBC-Punjab Page 14 The scheme, which covers all branches of Scheduled Commercial Banks, will be accessed in three potential ways:-

o Directly at the branch or o Through SIDBI’s Stand-Up India portal (www.standupmitra.in) or o Through the Lead District Manager ((LDM)

SIDBI has informed about the updation of Stand Up Mitra portal with the following features:-

1. Applicants can submit additional documents through portal to bankers even after submission of loan applications.

2. Messaging module has been introduced in the portal by which Bank branches can interact with applicants/ LDMs/ SUCCs/respective ROs and Nodal Users through the Portal for follow up on loan application, seeking additional documents, if any, required for loan, responding to clarification requested, post sanction communication etc.

3. Logo of respective Banks would be visible once any user from the Bank logs in. We hope that this would inculcate a sense of participation amongst the Banking fraternity.

4. Credit Guarantee Scheme for Stand Up India (CGSSI) coverage rule engine has now been integrated on stand up mitra portal. Bankers can now search for potential loan applications which may be covered under CGSSI while perusing loan applications from e Marketplace.

Agenda papers of 141st Meeting of SLBC-Punjab Page 15 5. ‘ Ease of Access Kit’ for Bankers have been hosted in the Dashboard of all Bankers for ready reference. The same gets updated whenever any new feature is added.

6. A module to capture 'success stories' on portal has been provided by the SIDBI. Bankers may like continue to caputre appropriate cases on the module to show case the emerging entrepreneurs.

Member banks are again requested to sensitize the field functionaries about the updation of Stand up India Portal for effective implementation of the scheme.

Item No. 14 Pradhan Mantri Fasal Bima Yojana.

Agriculture employs nearly half of the employed people in the country. The security and well being of farmers is thus of prime importance to the progress of the country. It is with this in mind that the Pradhan Mantri Fasal Bima Yojana was launched on 13th January 2016.

Agenda papers of 141st Meeting of SLBC-Punjab Page 16 During the deliberations in the 140th meeting of SLBC held on 30.05.2017 the house was informed that the State Government has referred the matter to Government of India with certain amendments for implementation of Pradhan Mantri Fasal Bima Yojana. It was further informed that reply from the Government of India is awaited and Fasal Bima Yojana has not been implemented in the State till date.

The representative of Agriculture Department/IF&B is requested to apprise the house about the implementation of ‘Fasal Bima Yojana’ in the State of Punjab.

Item No. 15 Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The Mission, in order to expand institutional credit flow to the housing needs of urban poor implemented credit linked subsidy component as a demand side intervention. Credit linked subsidy will be provided on home loans taken by EWS/LIG for acquisition, construction of house.

 Beneficiaries of Economically Weaker section (EWS) and Low Income Group (LIG) would be eligible for an interest subsidy at the rate of 6.5 % for a tenure of 15 years or during tenure of loan whichever is lower.  The credit linked subsidy will be available only for loan amounts upto Rs. 6 lakhs and additional loans beyond Rs. 6 lakhs if any, will be at nonsubsidized rate.  Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing.

Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB) have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Under the Mission, beneficiaries can take advantage under one component only.

Agenda papers of 141st Meeting of SLBC-Punjab Page 17 Central Government has approved the extension of the loan tenure under the Credit Linked Subsidy Scheme component of Pradhan Mantri Awas Yojana – Urban from 15 years to 20 years, thereby reducing EMI’s for the home loan borrowers. During the deliberations in the 2nd Steering Committee meeting to SLBC held on 27.07.2017, the representative of PUDA informed that the issue for implementation of PMAY is pending for Cabinet approval and the decision will be informed to the convener bank shortly. In view of the pendency of these cases since last many months immediate decision in the matter is requested so that the issue is resolved.

The representative of the PUDA is requested to apprise the house latest position in the matter.

Item No. 15(i) Pradhan Mantri Awas Yojana 2017- for Middle Income Group

The government has also introduced a new CLSS loan scheme for the middle income group of the society. The basic ingredients of the CLSS loan scheme for the middle income group are as under:-

Beneficiary A beneficiary family will comprise of husband, wife, unmarried sons and/or unmarried daughters. An adult earning member (irrespective of marital status) can be treated as a separate household; Provided that he / she does not own a pucca

Provided also that in the case of a married couple, either of the spouses or both together in joint ownership will be eligible for a single house, subject to income eligibility of the household under the Scheme.

Central Nodal Agencies Nodal Agencies identified by Ministry earlier for EWS/LIG scheme. Middle Income Group MIG - I households are defined as households (MIG) - I: having an annual income between Rs.6,00,001 (Rupees Six Lakh One) up to Rs.12,00,000 (Rupees Twelve Lakh). Middle Income Group MIG - II households are defined as (MIG) - II: households having an annual income between Rs.12,00,001 (Rupees Twelve Lakh One) up to Rs.18,00,000 (Rupees Eighteen Lakh). Interest Subsidy 4% per annum on MIG-I and 3% on MIG-II

Primary Lending Institutions Scheduled Commercial Banks, Housing (PLIs) Finance Companies, Regional Rural Banks (RRBs), State Cooperative Banks, Urban Cooperative Banks, Small Finance Banks, Non Banking Financial Company – Micro Finance Institutions (NBFC-MFIs) or any other institutions as may be identified by the Ministry.

The government is inviting online applications for PMAY-U through two modes, first is assessment application through pmaymis.gov.in and second is through the common service centers across the country.

Member Banks are requested to take steps and ensure to cover maximum beneficiaries under PMAY scheme for MIG.

Item No.16 Roadmap for opening brick and mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank.

For increasing banking penetration and financial inclusion, brick and mortar branches are an integral component. As per earlier guidelines of RBI, 54 such villages were got identified by LDMs and allocated to banks for opening of Brick and Mortar branches in villages with population above 5000 without a bank branch of a scheduled commercial bank. At 5 centres Brick and Mortar branches have already been opened i.e. 3 by Punjab National Bank & 2 by Punjab Gramin Bank.

Now in the first Bi-monthly Monetary Policy Statement 2016-17, it was inter alia, proposed to redefine branches and permissible methods of outreach keeping in mind the various attributes of the banks and the types of services that are sought to be provided. Taking into account the suggestions/feedback received from the Government of India and other stakeholders, final guidelines on ‘Banking Outlets’ are issued vide RBI circular no DBR.No.BAPD.BC.69/22.01.001/2016-17 dated 18.05.2017 which was circulated amongst all the member banks by the convener bank on 21.06.2017.

Agenda papers of 141st Meeting of SLBC-Punjab Page 20 As per revised guidelines of RBI, in place of branch, a banking outlet (which includes a branch as well as BC outlet, amongst others) has been defined as under:-

- Banking outlet: A ‘Banking Outlet’ for a DSCB, a payment Bank or a SFB is a fixed point service delivery unit, manned by either bank’s staff or its business Correspondent where services of acceptance of deposits, encashment of cheques/cash withdrawals or lending of money are provided for a minimum of 4 hours per day for at least five days a week.

- Part time banking outlets: Any fixed point service delivery unit of the bank which does not comply with the prescription regarding minimum working hours/days will be considered as a ‘Part-time Banking Outlet’. - Unbanked rural centre redefined: An unbanked rural centre (URC) is defined as a rural (Tier 5 i.e population as per 2011 census 5000 to 9,999 and Tier 6 having less than 5000 population) centre that does not have a CBS-enabled ‘Banking Outlet’ of a Scheduled Commercial Bank, a Payment Bank or a SFB pr a Regional Rural Bank nor a branch of a Local Area Bank for carrying out customer based banking transaction.

Convener bank has already requested the banks to revisit the allocated villages and submit the information as per the above revised guidelines of Reserve Bank of India. All the banks have confirmed that no banking services have been provided in the allocated villages.

The list of remaining 49 allocated villages is attached as per Annexure-10 (Page 104-106).

Banks have to provide the banking services in these allocated villages as per the revised guidelines of Reserve bank of India by December 2017.

As first quarter of the current year already lapsed, we propose to cover the allocated villages 50% in the September quarter, 50% in

The banks will have to coordinate with the SLBC Convener Bank to earmark the centre identified by them. If a bank fails to open the banking outlet in the prescribed period of 1 year as per para 4.2 (f) of the said circular, the SLBC Convenor Bank may indicate the Centre as available for other banks to open a banking outlet. The non member banks of the SLBC, may also refer to the website and keep the SLBC Convenor bank informed of the centres identified by them.

Item No. 16(i) Expansion of BC network.

Department of Financial Services, Ministry of Finance, Govt. of India, in a video conference held on 21.06.2017 on Financial Inclusion has desired to collect data in respect of the area which have an average number of households served per branch/BC ratio of more than 1500 households in order to deploy BC agents in non SSA areas wherever required.

Convener Bank vide their e-mail dated 07.07.2017 has requested Lead District Managers to assess the requirement of BC network in area being served by branch/BC having more than 1500 households. After the identification of additional BC required to be deployed in non-SSA areas wherever required, the data is required to be uploaded on DFS portal by the banks. Path of the report is FIPLAN banklogin>PMJDY Banking data> no. of accounts & additional BCs.

Member banks having Lead Bank responsibilities in the State are requested to instruct the LDMs under their control for identification of additional BC required to be deployed in non- SSA areas and send the information to Convener Bank.

Agenda papers of 141st Meeting of SLBC-Punjab Page 22 Item No. 17 Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitators.

“ Jeevan Praman” (Digital Life Certificate Portal) developed by Department of Electronics and IT, Ministry of communications and I.T. Government of India uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number.

Department of Electronics and IT, Government of India has appointed banks for facilitating Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) at any of their branches and Bank Mitra locations. Now banks can work as Facilitation Centre on the lines of around 40000 citizen service centres (CSCs) presently run by UIDAI for collecting and receiving Aadhaar Based Jeevan Praman Patra from Pensioners of Central Civil, Defence, Railways, Postal, EPFO etx. and other pension sanction authorities including State Government Pensioners.

The State Government has already issued amendment to procedure of pension payment regarding acceptance of Aadhar Bio-Metric authenticated life certificate recorded on Jeevan Parman website (www.jeevanparman.gov.in).

Member banks are requested to ensure displaying of banners in all the branches of their bank and pensioners be sensitized through SMS, phone calls or print media for popularizing the enrolment for submission of Digital Life Certificates.

Agenda papers of 141st Meeting of SLBC-Punjab Page 23 As per the information received from Ministry of Personnel Pension & grievences, 82946 pensioners have submitted digital life certificates upto 30.06.2017. Banks which are not compliant of submitting Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) are again requested to take steps for ensuring that the system of submitting Digital Life Certificate is operative in their bank.

The Bank-wise position is as per Annexure-11. (Page 107)

Banks whose Digital Life Certificates are pending are requested to take steps to rectify the same, all the member banks are requested to sensitize the pensioners for submitting the Aadhaar Based Jeevan Praman Patra (Digital Life Certificate).

Item No. 17(i) Jeevan Praman Patra (Digital Life Certificate) Implementation in the State of Punjab.

Directorate of Pensions and Welfare of Pensioners, Govt. of Punjab has desired to implement and monitor Jeevan Praman Patra ( Digital Life Certificate) in the State of Punjab.

The representative of the department is requested to apprise the house about the methodology to be adopted for successful implementation of the Jeevan Praman Patra (Digital Life

Certificate) scheme for pensioners of Punjab Government as Aadhar seeding of their accounts will have to be first ensured for submission of Digital Life Certificates.

Convener bank vide their letter dated 12.05.2017 had requested Director Pensions Govt of Punjab to intimate the bankwise number of Punjab Government pensioners for monitoring. Further, the necessary MIS in respect of Digital Life Certificate can be generated on NIC portal for which Convener Bank as well as the State Government has taken up

B. e-Aadhaar as valid document for Aadhaar seeding. Aadhaar generation in the State is 103% whereas the seeding of Aadhaar in bank account is very less as compared to the Aadhaar generation. As the linking of bank accounts with the Aadhaar is to be completed in a time bound manner. It is intimated that e-Aadhaar is a valid document and no bank/institution should deny the validity of the e- Aadhaar. Aadhaar number of a person should not be published or disclosed on any document. If the same is required to be published , masking of Aadhaar should be done i.e. only last four digits of Aadhaar should be displayed. Member banks are again requested to ensure meticulous compliance of the UIDAI of Aadhaar Act.

C. Linking and authentication of Bank accounts with the Aadhaar The Prevention of Money Laundering (Maintenance of Records) Rules, 2005 has been amended and as per the amendment every bank account is to be Aadhaar authenticated before 31st December 2017, failing to which it will become inoperative. In a meeting convened by Principal Secretary

Agenda papers of 141st Meeting of SLBC-Punjab Page 26 to Prime Minister on linking bank accounts with Aadhaar on 15.07.2017 all the Aadhaar which are linked with the bank accounts and are demographic authenticated should also be authenticated by biometric mode or OTP mode by a date decided by RBI ( say June 2018). Regarding Monitoring of the authentication of the bank accounts it was decided that DFS will monitor the Public and Private sector banks , NABARD will monitor the Rural Cooperative banks and RRB and RBI will monitor the Urban Cooperative banks and Foreign banks.

D. Opening of Aadhaar Enrolment and Updation centres in the Bank Branches by 30th August 2017: Gazette notification issued vide notification No.13012/79/2017/Legal- UIADI dated 14.07.2017 ( copy enclosed ) have directed that every Scheduled Commercial Bank shall provide Aadhaar enrolment and update facilities to its customers at selected locations by 30th August 2017 in the following manner:

i. Every Scheduled Commercial bank shall set up Aadhaar enrolment and update facility inside its bank premises at a minimum of 1 out of their every 10 branches by 30th August, 2017. ii. The selection of branches for enrolment and update facility shall be such that it covers all the district headquarters where it is present, and that there is maximum coverage of Talukas/Block in every district. iii. The Scheduled Commercial Bank shall notify to its customers, the general public, and UIDAI of the locations of branches where Aadhaar enrolment and update facilities will be provided by them. The list of such branches shall be displayed on its websites. Any changes in locations shall be notified at the earliest in the aforesaid manner. iv. The Banks may at its discretion provide the Aadhaar Enrolment and Update facility to customers of other banks.

Agenda papers of 141st Meeting of SLBC-Punjab Page 27 v. The Bank may charge the customers for the Aadhaar enrolment and update services at the rate prescribed by UIDAI. vi. The Scheduled Commercial Bank shall, if not already done so, become Registrar of UIDAI for providing enrolment and update facilities.

In order to ensure that account holders should not face any difficulties in obtaining Aadhaar number and linking the same to Bank accounts, Govt. of India, UIDAI has directed the banks to provide enrolment and updation facilities inside the Bank premises.

In a meeting convened by Principal Secretary to Prime Minister on linking bank accounts with Aadhaar on 15.07.2017, it was decided that Lead District Managers in the District Level Bankers’ Committee will deliberate on the issue of opening of Aadhaar Enrolment Centre in select bank branches as per UIDAI regulation for providing Aadhaar Enrolment Facility accordingly.

Most of the Banks are already empaneled as the Registrars for carrying out the enrolment and updation activities. The enrolment activities are being carried out through UIDAI empaneled Enrolment agencies. In view of the huge updation requests expected due to the linking of bank accounts with the Aadhaar Numbers, Linking of Mobile connections with Aadhaar and linking of various schemes. All the banks are requested to allot space in the bank premises for carrying out the Aadhaar updation and enrolment facilities.

E. Training & Certification for carrying out Aadhaar Enrollment /updation work:

Agenda papers of 141st Meeting of SLBC-Punjab Page 28 To carry out Aadhaar enrollment / updation work, one need to be certified for this. UIDAI conducts regular training programs. All the Banks are requested to get the list of officials finalized to whom training & certification is to be provided. The list of officials along with venue detail may be shared to this office on mail id: [email protected] so that we may schedule dates accordingly. For online certification there is a fee of Rs 365 per head to be deposited either by individual challan or through bulk challan to NSeiT.

F. Aadhaar Enrolment in the Government Premises:

In view of the Supreme Court Observations in the judgement given in Aadhaar –PAN linking case and to avoid any chance of unauthorized leakage of data , It has been decided that the Aadhaar Enrolment and Updation will be carried out in more secure environment under the close supervision of the State Government . It has been decided to shift the Enrolment centres from the Private premises to the Government Premises from 1st September 2017 onward. Approximately 600 Centres working in the Private Premises has been closed. Aadhaar enrolment facility has been extended at 450 Govt owned Sewa Kendras. It will be increased to 600 Sewa Kendras. G. Adhaar Updation facility at the Post Offices: Aadhaar updation facility has already been started at the Post offices. In a Progressive manner the facility will be extended to 766 Post offices

Agenda papers of 141st Meeting of SLBC-Punjab Page 30 Item No.18(i) MGNREGS-Camps for seeding of Aadhaar in the accounts of MGNREGS workers for Direct Benefit Transfer(DBT)

Ministry of Rural Development, Govt. of India has instructed that accounts of MGNREGS workers should be seeded with their Aadhaar number, with their consent latest by 31.12.2017. MoRD has suggested that a round of camps should be planned from 25.07.2017 till 10.09.2017 for seeding Aadhaar numbers of MGNREGS workers.

Lead District Managers of respective districts are requested to provide necessary support in Aadhaar Seeding under MGNREGA in camps to be organized by the State Govt.

Item No.19 Unrecognized Clusters of MSME and availability of banking outlets and credit flow in such clusters.

Reserve Bank of India has conducted study to find out unidentified/Unrecognized Clusters of MSMEs in India and has identified 1161 such clusters in India. It has further been observed in the study that 74% of these MSMEs clusters are not linked to banking system for providing credit flow to these clusters.

4 such clusters have been identified in the State of Punjab i.e 1 each at Ludhiana and Moga and 2 at Patiala. The Detail of these clusters and progress is as per Annexure-12. {Page 108}

Controlling heads of member banks are again requested to consider extending banking facilities to such clusters either through Brick and Mortar Branch or through BC, wherever feasible and send the report to Convener Bank.

Reserve Bank of India vide their circular. No. FIDD.FLC. BC. No. 18/ 12.01.018/2015-16 dated 14.01.2016 has issued revised guidelines of Financial Literacy Centres and convener bank has already circulated the said guidelines to all the member banks/LDMs.

The information in respect of the camps held by FLCs during the quarter ended June 2017 is as under:-  1268 special target group camps have been conducted by FLCs in the State of Punjab.  1048 special target camps have been conducted by FLCs for people newly inducted into the Financial System in the State of Punjab.  3142 number of rural branches have conducted 2358 special camps during the quarter and number of target specific camps conducted during the quarter are 3745.

Detail of holding the camps by Rural Branches and the data of FLCs is as per Annexure-13 (i) (Page 109). The house may deliberate.

Item No.20 (i) Financial Literacy Project in Schools

Ministry of Finance has directed all banks to organize financial literacy programs in schools on Pan India basis. Lead District Managers have already mapped the 100 schools per district with bank branches operating in the district and Convener Bank has sent the mapped list to controlling heads of all the banks. Further Ministry of Finance has desired that controlling heads of banks should take the specified Actions for successful implementation of Financial Literacy project in schools.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 27.07.2017, it has been decided that each branch/FLC will conduct minimum one camp in each school mapped.

As Financial Literacy is an ongoing process, it should be conducted by banks on a regular basis and not be viewed as a one-time activity. Banks are directed to conduct Financial Literacy sessions for the financial year 2017-18 as per the guidelines of Ministry of Finance.

NABARD is providing financial assistance for organizing ‘Go Digital’ camps with the objective of creating awareness for digitization among the masses. The Banks can claim financial assistance to the extent of 60% of the cost incurred on these camps subject to a maximum of Rs.5000/-. NABARD is also providing financial assistance for purchase of Hand held Projectors and portable PA system to the extent of 50% of their cost subject to a maximum of Rs. 5000/-.

Member banks are requested to send the proposals for conducting of camps to NABARD and ensure that in each school mapped, minimum one FLC camps must be conducted by the Branch/FLC during the quarter.

Agenda papers of 141st Meeting of SLBC-Punjab Page 33 Item No.20(ii) Opening of Financial Literacy Centres (FLCs) at block level.

This important pillar focuses on preparing the people for financial planning and availment of credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that, before availing credit, people need to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban areas. The present plan of Ministry of Finance is to expand the FLCCs to the block level.

In the State of Punjab, 99 FLCs are functioning at District and block level of Commercial Banks and 30 FLCs of Cooperative Banks are functioning at Block Level in the blocks allocated to different banks. 129 FLCs are functioning against the target of 143.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 27.07.2017, the issue of functioning of FLCs from Branch or LDM office against the RBI directives was deliberated upon. It was resolved that the matter regarding providing of Space at BDO office/Tehsil/Municipal office be continued to pursued with the State Government as District Administration have better control for functioning of FLCs . The representative of DIF&B was requested to pursue with the concerned department for providing space at BDO office/Tehsil/Municipal office.

It is again requested that State Govt. should make available space for FLCs so that the normal people who are not under the Banking fold have unrestricted access to these centres. However for opening of New FLCs, non providing of suitable space by State Government should not be

Member banks are again requested to ensure to open the FLCs at left out blocks immediately. The representative of DIF&B is again requested to pursue with the concerned department for providing space at BDO office/Tehsil/Municipal office for enabling functioning of FLC as per RBI guidelines.

Item No.21 Rural Self Employment Training Institutes

19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank.  RSETIs are not operating at following centres. Gurdaspur, Pathankot, SBS Nagar, Tarn Taran & Fazilka.  Adequate Land has not been allotted at Tarn Taran. During the deliberations in the 2nd Steering Committee meeting to SLBC held on 27.07.2017, the following issues were discussed.

 At Taran Tarn District ½ acre land has been allotted whereas as per MoRD guidelines minimum 1 acre land is required for opening of RSETI. The lease rent of `25000/- per year for ½ acre was also on higher side.

 The issue of 10% annual increase in rent of RSETIs.

Agenda papers of 141st Meeting of SLBC-Punjab Page 35  Charging of commercial electricity charges instead of domestic charges as RSETIs should not be treated as commercial establishments as per Govt. of India guidelines hence charges as applicable to domestic rates need only be collected.

The representative of Rural Development Department assured the house that all the above issues will be resolved within next 15 days well before the next SLBC which is scheduled to be held on 10.08.2017. The representative of Department of Rural Development may apprise the house of the latest developments in the matter.

(Performance of the RSETIs functioning in the State up to June 2017 & status of land allotment is given on Annexure-14 & 14(i). (Page 111-113) From the data on progress of RSETIs up to June 2017, it has been observed that:-

 2188 training programmes of skill development were organized wherein 56534 trainees participated.  8435 trainees were financed by the banks to start their Enterprises and 21681 trainees set up their enterprises through owned funds.  Out of total 56534 trainees, 34612 were from SC/ST category, 8246 from OBC, 594 from minority and 13082were from other categories.  41078 Women and 280 Handicapped persons were also provided training for self-employment.

State Director, RSETI again informed the housel that due weightage to credit linkage of RSETI trainees is not being given. He requested the banks to issue the instructions for delegating the powers for rejection of application sponsored by RSETIs trainees be vested with the next higher authority as decided in the 140th meeting of SLBC. Action taken report in respect of the decision taken in the last SLBC meeting is still awaited from almost all the Banks.

Observations

 During the review period, there is a increase in number of branches in rural areas of Punjab of the order of 17.

 This is followed by Semi-urban areas, which registered an increase of branches to the tune of 129.

 Increase in number of branches in urban areas was 164.

The aggregate deposits of the Banks in Punjab increased by ` 36018 crore from `305154 crore as at June 2016 to ` 341172 crore as at June 2017, thus posting a growth of 11.80% as against an increase of 11.20% during the corresponding period last year. The area wise growth as given below:-

Gross credit in the State increased by ` 11184 crore, from ` 212486 crore as at June-2016 to `223570 crore as at June 2017, thus exhibiting a growth of 5.26 % as against 4.33 % during the same period last year.

Observations

 During the review period, the overall growth in advances is 5.21% .In urban and Semi urban areas the growth is 10.47% & 1.71% respectively whereas in rural areas there is a decline of 2.44% .

Item No.23(v) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y. S. P. Thorat, a Special Sub- Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

Observations:-

 The CD Ratio (including NRI deposits) has increased in kapurthala district and has decreased in all the other 3 districts i.e Jalandhar, Nawanshahr & Hoshiarpur. The CD ratio net of NRI deposits has also increased in Kapurthala district and has decreased in all other 3 districts i.e Jalandhar, Nawanshahr & Hoshiarpur.

 The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC.

The House may review the CD Ratio vis-a-vis MAP to improve CD Ratio of these identified districts.

While calculating the overall CD ratio, all the member banks are requested to adhere to the instructions of Reserve Bank of India contained in their circular No. RPCDLDS.BC No.47/02.13.03/2005-06 dated 09.11.2005 which inter alia states that the CD ratio to be calculated with credit at the place of utilization.

The comparative position of overall CD Ratio of Commercial Banks is as below:-

Observations:-

However there is a increase of 2.61 PPs over the previous quarter i.e. ias on March-17 CD Ratio was 63.80 PPs whereas in June 2017 the CD ratio is 66.41PPs.

The House may review the overall CD Ratio.

Item No. 23 v (v) CD Ratio on the basis of credit as per utilization and Resource support under

NABARD has provided resource support of ` 2495.33 crores up to June- 2017 to Punjab Government under RIDF for development of infrastructure. When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to be 67.10%.

Item No. 23 v (vi) Credit plus Investment to Deposit Ratio

Investments made in the State Govt. bonds by the banks to the tune of ` 3871.48 crore when added to the credit provided by banking system in the State and the flow of credit has gone up to ` 240334 crore. For the period ended June-2017 the “Credit plus Investment to Deposit Ratio” is as follows:-

Item No. 23 (vi) Priority Sector Advances

During the period under review, Priority Sector Advances in Punjab grew by ` 3254 crore, from `122834 crore as at June-2016 to `126088 crore as at June-2017 thus showing a growth of 2.64% as against an increase of ` 8173crore or 7.12% during the corresponding period previous year.

The share of incremental PS advances to incremental advances during the period under review is 29.35%.

Item No. 23 (vii) Agriculture Advances

The Agriculture Advances in the State during the period under review witnessed an increase of `2804 crore, from ` 67956 crore as at June- 2016 to ` 70760 crore as at June-2017 thus showing a growth of 4.12% as against an increase of `8230 crore or 13.77% during the same period last year. The share of incremental agriculture advances to incremental advances during the period under review is 25.29 %.

Item No. 23 (viii) Advances to Micro, Small & Medium Enterprises (MSMEs) in Priority Sector.

The Advances to Micro & Small Enterprises (MSEs) in the State during the period under review witnessed an increase of `2622 crore, from `44149 crore as at June-2016 to `46771 crore as at June-2017 thus showing a growth of 5.93 % as against an increase of ` 1047crore or 2.42% during the same period last year.

Item No.23 (ix) Advances to Weaker Sector

During the period under review, advances to Weaker Sector increased by `5562 crore, from `39908 crore as at June-2016 to `45470 crore as at June-2017, thus registering a growth of 13.93% as against an increase of ` 3636 crore or 10.02% during the same period last year.

Item No. 24 Review of National Goals

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non SLR bonds under HTM category. It may be difficult for banks to arrive

Observations:

 The ratio of Priority Sector Advances to Net Bank Credit as at June.2017 stands at 61.22% as against National Goal of 40%.  The share of Agriculture Advances to Net Bank Credit, as at June.2017 is 36.16% against the National Goal of 18%.  The share of Small and Marginal Farmers to Net Bank Credit, as at June.2017 is 14.93% against the National Goal of 7%.  The share of Micro Enterprises to Net Bank Credit, as at June.2017 is 8.95% against the National Goal of 7%.  The share of Export credit to Net Bank Credit, as at June.2017 is 0.34% against the National Goal of 2%.  The advances to Weaker Sector are 22.11% of Net Bank Credit, as against National Goal of 10%.  The CD Ratio of Rural area is 55.21% against the national goal of 60%.

Observations:

 A sum of ` 548.15 lakhs has been disbursed as margin money in the 231 cases disbursed upto 30.06.2017. 1841 unemployed youth have been provided employment.

District wise Targets for the financial year 2017-18 has been allocated by the KVIC and the same is provided at Annexure-24 (Page 133). Lead District Managers are requested to allocate bank wise targets and ensure to review the progress in each DCC/BLBC meeting.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 27.07.2017, the representative of the department requested the banks to dispose of the applications within the time frame fixed by RBI. State Director, RSETI pointed out that in the portal inspite of imparting training to the applicant the portal shows that the case are pending for training. The representative of the department assured to look into the matter for making necessary changes in the portal.

The representative of KVIC/KVIB/DIC may inform the House latest position.

As per directives, all the applications received under PMEGP must be entered in the e-portal and only those applications will be entertained which will be entered in the e-portal. The procedure for entering the applications is as under:- 1. Open the website "www.kvic.org.in" 2. On home screen click on "PMEGP" 3. On PMEGP e-portal, Click on "bank login" link given on right corner. 4. Enter IFSC Code of branch as USER ID. 5. Enter email ID of the branch as PASS WORD. 6. SUBMIT

Branch will receive the one time pass word within one day and after that all applications received under PMEGP must be entered in this portal. Convener bank has already conveyed these instructions to all the member banks and have requested to reiterate the same among the branches of their bank and instruct them for meticulous compliance of the same.

Item No.27(vi) National Urban Livelihoods Mission (NULM)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group). The Bank-wise/District-wise targets are as per Annexure-25. (Page 134-135)

Item No.28 Prime Minister’s 15 Point Programme for Minorities-Fixing of Physical targets under DAY (NULM)

Ministry of Housing & Urban Poverty Alleviations vide their communication dated 12.06.2017 has informed that Deen dayal Antyodaya Yojana-National Urban Livelihoods mission ( DAY-NULM) is one of the schemes covered under Prime Minister’s 15 Point Programme for Minorities. As per the guidelines of Prime Minister’s 15 Point Programme for minorities, a minimum of 15% of the physical targets have to be earmarked for minorities in every financial year.

The achievement of physical targets for minorities is at least to the extent of their population in the State. However, it must be ensured that at least 15% of achievements are of minorities. The Physical target during 2017-18 under DAY-NULM for the State of Punjab is as under:-

Observations:

Up to 30.06.2017, 39444 Self Help Groups were formed out of which 27342 Groups have been credit linked since inception of the scheme.

The gap between the SHGs formed & linked with bank credit is 12102. During the current financial year 423 groups have been formed up to June 2017.

The pace of formation & credit linkage of SHGs needs to be accelerated. The House may deliberate.

 Banks disbursed loans amounting to `9209 crore against the target of `8910 crore set forth for NFS (MSME). The achievement comes to 103%.

 Banks disbursed loans to the tune of `3019 crore under Other Priority Sector against the target of`9301 crore. The achievement comes to 32%.

District wise Analysis

The perusal of district-wise progress up to June-2017 under ACP 2017-18 is given at Annexure-29(i) {Page 146} which reveals as under:-

 The overall targets have been exceeded in 6 districts i.e. Ferozepur, Gurdaspur, Kapurthala, Muktsar, Pathankot & Tarn Taran and missed by varying margins in other districts.

 The targets under Agriculture Sector have been achieved in 8 districts i.e. Barnala, Faridkot, Ferozepur, Gurdaspur, Kapurthala, Pathankot, Patiala & Taran Tarn and missed by varying margins in other districts.

 The targets under MSME Sector have been exceeded in 9 Districts i.e. Bathinda, Fatehgarh Sahib, Ferozepur, Gurdaspur, Hoshiarpur, Muktsar, Kapurthala, Ludhiana & Pathankot and missed by varying margins in remaining districts.

 As against target of ` 4008 crore under agriculture sector, Private Sector Banks, have disbursed loans amounting to ` 4157 crore. The achievement works out to 104%.

 As against target of ` 1565 crore under agriculture sector, RRBs have disbursed loans amounting to `2206 crore, thus showing achievements of 141%.

 As against target of `7253 crore under agriculture sector, Cooperative Banks have disbursed loans amounting to `4983 crore, thus showing achievements of 69%.

MSME Sector

 As against target of ` 7198 crore under this sector, Commercial Banks have disbursed loans amounting to `5627 crore. The achievement comes to 78%.

Other Priority Sector

 As against target of `6967 crore under this sector, Commercial Banks have disbursed loans amounting to `2289 crore, the achievement comes to 33%.  As against target of ` 1723 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 347 crore, the achievement comes to 20%.

 As against target of ` 8767 crore under this sector, RRBs have disbursed loans amounting to ` 2669 crore, the achievement comes to 30%.  As against target of ` 2100 crore under this sector, Cooperative Banks have disbursed loans amounting to ` 1444 crore, the achievement comes to 65%. Item No. 33 Approval of Crop Season for the State of Punjab.

The Crop Season for the State of Punjab was last approved in the 89th meeting of SLBC, held on 22.09.2004. The crop season for each crop which means the period up to which harvesting of the crops raised takes place, would be as determined by State Level Bankers Committee in each state.

We propose the following crop duration for the approval of the house which has been prepared in due consultation of the State Agriculture Department:-

Item No. 37(i) Credit to Micro, Small & Medium Enterprises (MSME)

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:-

40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto `10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

 Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,  The allocation of 60% of MSE advances to the micro enterprises  Achieve a 10% annual growth in number of micro enterprise accounts. It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Each Lead Bank of a district may adopt at least one MSE cluster.

Observations

 In the State of Punjab, banks have provided credit to the tune of ` 40571 crore to 635647Micro & Small units up to June-2017 as against ` 40966 crore to 514920 units as at June-2016. The annual growth in number of micro enterprises accounts is 25.36 % against the target of 10%.

 The share of advances to micro enterprises to total MSE as at June-2017 is 49.58% against stipulated level of 60%.

The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

Item No. 38 Standing Advisory Committee on MSME- Rationalization of Mortgage Registration Charges.

The 21st meeting of Standing Advisory Committee on MSME held on March 3, 2017 at RBI, Chennai and at action point no. 11 of the said meeting, it has been decided that "IBA to prepare a compendium of mortgage registration charges prevailing in all States and provide it to the SLBC convenor banks so that the committee may take up the matter with their respective State Government for rationalisation of charges."

Convener Bank vide their e-mail dated 18.04.2017 sent the compendium of mortgage registration charges prevailing in all the States/UTs to Director, Institutional Finance & Banking and have requested to take up the matter with concerned department to know the view point of the State Government for rationalization of Mortgage Registration charges in the State of Punjab.

The representative of the Department of Institution Finance & Banking is requested to apprise the latest position in the matter.

Observations

The pendency in respect of RCs for more than One year is mainly in respect of Districts of Amritsar, Bathinda, Fazilka, Ludhiana, Muktsar & Tarn Taran and mainly of PNB, SBI, & Punjab Gramin Bank.

Lead District Managers are requested to attend the revenue officers meetings and discuss the pending cases and take steps for settlement of pending recovery cases.

Directorate of Institutional Finance & Banking has already requested all the District Magistrates in the State of Punjab to accord due priority to these cases and if required Revenue Officer may be authorized for taking help of the police wherever necessary for the purpose. However, police may not investigate the matter at their level as there is no such provision in the said Act. In such cases, police is mainly to assist the District Magistrate or the officer authorized as aforesaid to take possession of the secured assets.

Member Banks/LDMs are requested to take note of the above instruction of the department and take steps for settlement of pending cases under SARFAESI Act.

Observations

 Banks during the quarter ended June-2017 have opened 727254“Basic Banking Accounts” having balance of ` 30215 lakh.

 Banks during the quarter ended June-2017, banks have issued 19072 GCCs amounting to ` 24637 Lakh.

In view of the importance of “Financial Inclusion” the Controlling Heads of banks are requested to issue instructions to the concerned quarters for bringing the underserved section of the society to the bank’s fold by opening of “Basic Banking Accounts” and/or issuing of cards under GCC scheme.

Department of Financial Services, Ministry of Finance, Govt. of India advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

From 1st April 2017 to 30th June 2017, the Commercial Banks have sanctioned 79305 Kisan Credit Cards amounting to `3289.17 crores and disbursement has been completed in 79163 cases to the extent of `3216.73 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 546 Kisan Credit Cards amounting to `2.72 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 4330967 farmers amounting to ` 128178.31 crores in the State, out of which disbursement has been made to farmers to the tune of ` 125636.49 crores. On cumulative basis, there are 2148936 outstanding KCCs amounting to `61320.39 crores as at 30.06.2017.

Item No. 49 Implementation of Nayak Committee Recommendations

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Highlights

During the quarter ended June-2017, banks have sanctioned loans amounting to ` 405.37 crore to 8474 SSI units. Out of these, loans amounting to ` 390.98 crore have been sanctioned to 8393 SSI units as per Nayak Committee Norms which constitutes 96% cases. In remaining cases, the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.

Item No. 50 Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled "Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.

Director, Agriculture Department Government of Punjab have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

The representative of Department of Agriculture/IF&B is requested to apprise the house latest position in the matter.

Item No. 51 National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.
