NAPA COUNTY BOARD OF EDUCATION May 10, 2011 A Regular Meeting of the Napa County Board of Education was called to order at Call to Order 5:03 p.m. on Tuesday, May 10, 2011, at the Napa County Office of Education, 2121 Imola Avenue, Napa, California, President Jennifer Kresge presiding. Members Present: Ann Cash, Don Huffman, Janna Waldinger, Ken Slavens, Larry Fredrickson, and Steve Orndorf.

The salute to the Flag was led by Brittany Barloggi of the Napa Chapter of the Flag Salute Future Farmers of America.

At the request of Jennifer Kresge, Item 2.A. (2010-2011 ROP Student Approval of Achievement Awards) and 2.B. (Presentation by John Tuteur) were moved to Agenda follow 1.D. (Approval of Agenda). The Agenda was approved as revised on a motion by Mr. Fredrickson and a second by Mrs. Cash.

Tammie Holloway, Regional Occupational Program/Career and Technical 2010-2011 ROP Education Director, acknowledged government and educational officials. Melissa Rodezno, Constituent Services Representative for Congressman Mike 2010-2011 ROP Thompson and Laurie Puzo, Field Representative for State Senator Noreen Evans Student Achievement and Assemblyman Michael Allen presented each student with a proclamation and Awards - Continued certificate. The ROP Department will be giving each student a copy of the video presentation.

The meeting was temporarily adjourned at 6:03 p.m. for a short reception to Reception honor the students and reconvened at 6:23 p.m. Meeting Reconvened

John Tuteur, Napa County Assessor-Recorder-County Clerk, presented a report Presentation by on how the Napa county’s Geographic Information Systems (GIS) staff is John Tuteur on studying current trustee area boundaries using new redistricting software to Preliminary analyze census numbers and provide new trustee area boundary proposals. The Redistricting Map next step will be to present one or more new trustee area proposals to the County Committee on School District Organization.

The Minutes of April 5, 2011 meeting were approved on a motion by Mr. Approval of Minutes Fredrickson and a second by Mrs. Cash.

1. Dr. Nemko reported on the “Values Project” which is a public art project that Correspondence, stimulates dialogue and thought by stenciling basic human values like Communications, integrity, honesty, and responsibility in parking spaces. The program is run and Reports by Peter Hassen who is a member of the Napa Valley Arts Council. He and students from Chamberlain and Liberty High Schools painted values on parking spaces at NCOE on Saturday, May 7.

2. Dr. Nemko noted that Dee Boya, ROP Fashion Design Teacher at Napa High School, was recently honored as one of California’s top Fashion Design teachers for her outstanding professional life achievements through her experience and industry accomplishments. To celebrate, Dr. Nemko and Mrs. Holloway surprised Ms. Boya and her class with a cake. A fashion show is scheduled for June 1 at Napa High School.

3. Dr. Nemko reported she, Tammie Holloway, Tony Apolloni, Josh Schultz, Patrick Sweeney, Barb Franco, Mark Morrison, Craig Lewis, and Janna Waldinger received a public records request asking for all documents and correspondence including emails and telephone conversations regarding the auto shop closure.

4. Dr. Nemko announced Napa Valley Unified School District has hired Wade Roche as their new chief business official who will be replacing the retiring Deborah Brenner.

5. Dr. Nemko noted the St. Helena Unified School District will be announcing Correspondence, their new superintendent. Communications, and Reports – 6. Dr. Nemko noted that Calistoga Jr/Sr High School will be honored at the Continued October board meeting for becoming a Distinguished School. The Board agreed to move the meeting to Calistoga.

7. Dr. Nemko reported that Jan Sabo, Assistant Superintendent of Curriculum and Instruction, is working with Sonoma State University on a summer Foundational Science Teaching Credential Preparation Institute the last two weeks in June at American Canyon High School.

8. Dr. Nemko announced three school-age child development centers will be closing as of July 1, 2011 due to budget cuts. Each site does have an after school program. The closure will affect four aides and three teachers.

9. Dr. Nemko discussed the concept of requiring cabinet-level directors to take two furlough days next school year in order to reduce the reductions to two secretarial positions required by state cuts in child care funding. The directors supported this action.

10. Dr. Nemko announced Napa teachers were going to rally on May 11 at the Veteran’s Park on the corner of Main and Third Streets.

11. Dr. Nemko distributed Napa County Schools’ “Fiscal Emergency” brochure.

12. Mrs. Waldinger noted that the If Given a Chance event was beautifully done.

13. Mrs. Cash announced Rotary will be honoring two students at their meeting on May 25, 2011 at noon.

14. Mr. Slavens distributed the California School Boards Association (CSBA) positions on legislation. He asked the Board members to take a look at the list and particularly AB 1075 and will discuss at the next meeting. Mr. Slavens had to leave for an appointment.

Consent Agenda Item 4.A. (Temporary County Certificates) and 4.C. (Resolution Consent Agenda for Declaration of Need for Fully Qualified Educators) were passed on a motion Items by Mr. Fredrickson and a second by Mrs. Cash.

Consent Agenda Item 4.B. (Board Member Compensation – None).

Backup information on the consent items was included in the Board packets and is on file in the Superintendent’s office.

The Board accepted the Personnel Activity Report as presented. Personnel Activity Report

Josh Schultz, Chief Business Official, discussed the child development cuts and is Budget Update not sure what a cut to county offices of education will look like if additional cuts come out of the Governor’s May Revise on May 16. NCOE is looking at a $200,000 to $300,000 unrestricted funds deficit or $600,000 deficit across the unrestricted and restricted funds.

Mr. Orndorf discussed the revisions to Board Policy 2121 (Salary of Napa County First Reading: Superintendent of Schools) and will be presented for a second reading and Revision of Board approval at the June 21, 2011 meeting. Policy 2121 – Salary of Napa County Superintendent of Schools

The Napa County Schools “Fiscal Emergency” brochure was distributed under Review 2011 State Correspondence, Communications, and Reports. Legislative Brochure and Upcoming Dr. Nemko discussed the upcoming Legislative Action Day being held in Legislative Action Sacramento on May 16-17, 2011. Mrs. Kresge, Mr. Slavens, Mrs. Waldinger and Day Dr. Nemko will be attending.
