School District of Algoma Board of Education Meeting Monday, October 30, 2017 1715 Division St., Algoma, WI

The regular meeting of the Board of Education was called to order by President Rodgers at 6:30 P.M. Rodgers led the Pledge of Allegiance.

Secretary Melotte took roll call and noted all members present. A list of additional people present is available in the district office.

Student of the Month: Emmett Tassoul, Carmen Jorgenson, and Maria Iwen were Honored as students of the Month for September.

Special Presentations: None

Correspondent Report: Qualman gave an update on US Department of Education funding Charter Schools in the state of Wisconsin. Algoma received an equalized aid increase and sparsity aid in the state of Wisconsin will also increase for the 2017-18 school year. Teacher to Protect Act is being proposed and will allow teachers to suspend students without administrator approval.

Board CESA Report: Swoboda reported that the Higher Learning Council states teachers will now require a Master’s degree in the courses they teach to belong to this program.

Citizens Delegation to be Heard: No Report

Student Representative’s Report: Robertson gave a report that included Musical and Forensic updates, Student Council working with students, Fall Awards Banquet on 10/30/17, and Focus Friday speakers for students.

Board President Announcements: No Report

Superintendent/7-12 Principal Report: Cochart gave an update on celebration at the Wellness Center, presented a PAC Schedule, discussed positive addition of on-site mental health, and reported Algoma is the third Culture of Health Award winner from Wisconsin.

PK-6 Principal Report: Principal Servi welcomed new K-1 Special Education Teacher, Stanley Mrozinski and new hire Rosemary Clarke, presented elementary school October Newsletter, discussed Red Ribbon Week healthy choices and After School Club offering after school activities for students. Servi also reported on adaptive music class providing additional learning, Veteran’s Day Program on November 8th, and elementary playground upgrades.

Business Manager’s Finance Bulletin Report: Melotte presented the 2017-18 School Year Budget along with Fund 10 Levy, Fund 39, Fund 80, and Fund 46. Announced non-candidacy and candidacy deadlines for school board members, discussed 2018 WASB School Board Convention, and presented proposal from Nicolet Bank Wealth Management.

Special Ed Report & Pathfinder Update: Horn gave a report on obtaining supplies for a school food pantry and growth of Breakfast Club and after school program.

Live Algoma Update: VanLanen reported on Culture of Health Celebration, Live Algoma workshops for the community, creation of social video to support people in rural communities, and positive study on Algoma youth.

Committee Reports: Qualman gave a Finance Committee report from the 10/16/17 meeting and Wessel gave a Building and Grounds update from the meeting on 10/18/17. Wessel thanked custodial staff for the tour and for doing a good job.

Wessel made a motion, Wiesner seconded to approve Board Meeting Minutes of September 25, 2017, Finance Committee Meeting Minutes of October 16, 2017, and Building and Grounds Committee Meeting Minutes of October 18, 2017. All yes. Motion carried.

Qualman moved, Schmitz seconded to approve bills as presented. All yes. Motion carried.

Qualman moved, Wiesner seconded to approve Fund 46. All yes. Motion carried.

Pabich moved, Qualman seconded to approve Final 2017-18 School Year Budget. All yes. Motion carried.

Qualman moved, Pabich seconded to approve Tax Levy for Fund 10 in the amount of $2,630,347. Roll call vote. All yes. Motion carried.

Wiesner moved, Schmitz seconded to approve Tax Levy for Capital Project Sinking Fund 39 in the amount of $489,200. Roll call vote. All yes. Motion carried.

Qualman moved, Swoboda seconded to approve Tax Levy for Community Services Fund 80 in the amount of $160,000. Roll call vote. All yes. Motion carried.

Schmitz moved, Pabich seconded to approve Nicolet Bank Wealth Management as vehicle for School District Fund Balance. All yes. Motion carried.

Pabich moved, Wessel seconded to move into executive session pursuant to Statute 19.85 (1)(C)(E)(F)(I). Roll call vote. All yes. Motion carried at 7:32 P.M.

Schmitz moved, Wiesner seconded to return to open session. Roll call vote. All yes. Motion carried at 8:24 P.M.

Pabich moved, Schmitz seconded to approve authorizing Nick Cochart to represent the district in the EEOC Complaint. All Yes. Motion carried.

Qualman moved, Pabich seconded to approve Stanley Mrozinski, K-1 Special Education Teacher, 78% FTE, $27,477.00 for the 2017-18 school year. All yes. Motion carried.

Wiesner moved, Pabich seconded to approve the following extra-curricular contracts for the 2017-18 school year. All yes. Motion carried.

Wessel moved, Qualman seconded to accept resignation from Cheryl Delwiche, First Grade Teacher, effective 10/19/17 pending receipt of liquidating damages in the amount of $1500.00 by November 10, 2017. All yes. Motion carried.

Schmitz moved, Pabich seconded to approve Rosemary Clarke, Limited Term Teacher, at the rate of $224.11 per day, for the 2017-18 School Year. All yes. Motion carried.
