Winchester, Fareham & Gosport (purple) LIG Church Hall, Free Street Bishops Waltham, SO32 1EE Times: 12.30 noon to 2.30 pm
Minutes of the Meeting Monday 20 April 2015
People who were there today: Florence Garland, Sally Eshraghi, Jenny Steeples, Soo Finnemore, Sam Davenport, Amanda Kent, Suzanne Strickland, Trish Sullivan, Lorraine Louth, Heather Waterton, Kris Mayer, Jane Richardson, Ros Davies, Andrew Malster, James Elsworthy, Bernadette Beresford, Stephen Hull and Janet Chierchia
Apologies: Mandy Ledger and Maria Bernard
Mistakes/corrections/updates from the last minutes: Page 5: should read “a carer” has not been appointed (nothing to do with the house). Sam asked if anything like this happens, this is discussed and escalated to the team manager first.
Matters arising:
Stephen said thank you for the card and he brought us some chocolates too.
Page 2: direct payment: Linda has asked for clarity over payment. We think that providers get paid around £14.20 per hour, individual around £12.50, sleepover rate to be confirmed. We are not sure still so we will confirm. We need more guidance and more transparency. If people are on direct payment, we are not sure their payments are updated. It has to be equitable to everyone.
Lynda French will be coming next month for Shared Lives.

1 Partnership Board matters
The next topic will be My Day. We will have a workshop on this. The link is: http://documents.hants.gov.uk/adultservices/learning- disabilities/LDPChapter5.pdf
We have discussed some transport issues.
******* Flo rang passenger transport and spoke to Rachel Webb on the 23 April and Rachel said the following things:
If you are an adult with a learning disability and you have a bus pass with an Orange strip (or a bus pass with an Orange strip and the letter “+C”), you qualify to use the buses in Hampshire free of charge any time of the day. This has not changed therefore you should be able to college without using a taxi. If you are using one of the new buses and the bus conductor says you cannot use the bus, please make a note and pass on to [email protected] or phone him on 01962 846923. Colin Wright is the public buses services manager in Winchester and Romsey area.*******
(the letter C means companion for a companion pass)
LIG elections (Winchester only) Fareham and Gosport to follow as soon as possible
James Elsworthy I have a good sense of humour Winchester I think a lot about things and have lots of good ideas I get on well with other people and listen to what they say I enjoy meeting new people I find the LIG meeting very interesting and I like to ask questions I know lots of people from the groups I go to and people from around Winchester I know Winchester city very well I am confident travelling to places, finding my way around and talking to people about things 2 I like to understand I have a part time paid job and get on with my boss, I understand how to behave and communicate well I like to speak up for other people and support them, some people don’t understand people with learning disabilities I try to get on with everyone
I would really like the opportunity to be a rep for the partnership board, gain more confidence, meet other people and join discussions. I have enjoyed this year being at the LIG and find it very interesting. I am committed to attending meetings in the future.
Andrew Malster It’s been a few years since I started going to Winchester the purple LIG meetings as a service user rep from Winchester and for the last couple of years I have been one our reps on the learning disability partnership board. I have achieved a lot since becoming a rep. I like helping people through all the changes that are happening and being part of making positive changes happen for people in Winchester and Hampshire. Being a rep has made me more confident in myself and helped me grow as a person. I’ve got to know more people and more things through my role. I feel I am more able to speak out now about the things that matter to me. I am committed to being a rep and would like to put myself forward again and also for the role of co-chair. I cannot always go to the purple LIG meetings at the moment as I am doing a course at college on a Monday but I go when I can. I attend all the meetings for the partnership board. I am a social person and go to college twice a week in Winchester and Origin two days a week. I am also a part of the Blue Apple Theatre Group and co-chair of their members’ council. I attend various groups and activities
3 with Winchester GoLD including ‘Hear Us’ (previously Speaking Out). I also go to Winchester Gateway and Causeway. I am part of Christ Church and the Baptist Church. I do sometimes feel like I need a deputy to help me in my role as I am a very busy person. I think I am very easy to talk to; I can listen to people when they have got an issue and make sure people are happy with things in their area and tell people about the changes that are going on. I like helping people, making things better and helping people like us make the most of their life and make a difference. Thank you for supporting me in my role so far
Trish and Flo counted the votes as both of them did not vote.
James becomes the new LIG rep for the Winchester area and Andrew becomes the co-worker if he wants to. Well done to the candidates.
Jenny remains the carer LIG rep and Sally carries on a deputy when Jenny cannot do meetings.
Information sharing
Sally said that Sam has had his health check. Sally is going to one of Sam’s best friends’ funeral. Things never happened for this young girl. She was let down by the services at Christmas and Sally is very disappointed by the system. Linda said that we need to learn from this and how to improve the system. On a good note, Sally will have a stall on the 10th May at the Ageas Ball for a “Vintage Make Do” Fayre. She always wanted to do this!
Jenny said that there are good horse facilities in Shedfield.
PACT “Care act” course available. Currently only one Makaton course available which is disappointing. Speaking Space runs this course if someone is desperate.
Jenny showed pictures of Claire in London with the boss of NHS England.
4 Sally and Jenny would like a “PA board”. Rachel Harrison was given some money two years ago and she wants to talk to people about this. She will be talking to Independent Lives (they have the contract for direct payment).
Jenny - I.P.C project happening but no news yet. Flo is chasing up Alison Froude.
Jenny - There was an event from the Challenging Behaviour Foundation in Crawley: only 10 people came because there was something else in Newbury.
Jenny - Winterbourne review is now finished. Awaiting for final report.
Soo said that they are working on adaptations on Francis’ house. She would like to find someone who is good at photography for her son. Do we know anyone? Locks Heath staff might be able to help or maybe Purlins (private day service Winchester) or some tutors at college in Gosport.
Amanda from Speakeasy Advocacy said that HARG have now the contract for advocacy. More people will be allowed advocacy which is good news.
Lorraine: making rights better and listening to people link to consultation. We discussed and Flo brought paperwork. Janet said that there are 14 questions. We can do a little workshop next time round.
Ros is touring in April and going on holiday in August.
James said that the Hear Us meeting is really good and they will discuss My day.
Bernadette said that they had an event in Havant last week. the mayor and the TV came. They talked about bullying and hate crime. They need to promote safer place in Havant. Bernadette is on TV again at 2.30 pm on Tuesday (Solent TV).
