3 Key developments that have occurred over the past six weeks within the following areas:

Key Developments Project

The BBC Trust confirmed plans to move to Salford Quays, following the announcement of the licence fee settlement on 18/01/07. mediacity:uk Pre planning application discussions are on-going regarding phase 1 reserve matters application, to be submitted shortly.

Outline planning permission granted for Oasis City Academy, Walkden BSF High school and Irlam & Cadished community high school at Planning Panel on 01/02/07.

A draft Salford West SRF futures report was produced in January 2007. Salford West The second round of consultation has been scheduled for early March SRF 2007.

The preliminary masterplan was presented to members of the ICP Board Irwell City Park 22/01/07.

Agecroft PZ Cussons have been granted planning permission to construct a £15m Commerce factory which will be their UK headquarters for manufacturing. This will Park take up the largest plot of land on Agecroft Phase III.

The consultation phase commenced with discussions at both Political Executives and both Community Committees. A57 Strategy Urban Vision outlined draft ideas for options at the joint management / project team meeting (19/01/07).

Consultation on preferred options is deferred until May 2007, due to feedback from GONW, the options being redrafted and the delay in the Pendleton PFI announcement. Area Action Plan DCLG announced PFI 5th round placements on 21/12/06. Pendleton will share £200million with North Tyneside. The exact figures are not yet known.

It is understood that Granada's landholdings on either side of the River Irwell are being marketed, based on a masterplan prepared on behalf of the landowners. This excludes the Granada land within the Middlewood Granada Irwell area, for which a separate planning application has been received. It is Lands understood that the mix of uses proposed is commercial/office (on the Manchester side, an extension of Spinningfields south) and residential (including on the Salford side). There has been no formal consultation with the City Council thus far.

Croal Irwell Discussions are scheduled with NWDA regarding Croal Irwell Regional Regional Park Park. Eccles new Road Renewal The General Vesting Declaration for the 2 CPO’s on Bridson Street and

4 Key Developments Project Nelson Street were both sealed on 17/11/06. It is expected that the Council will have taken legal possession of any outstanding properties by Area February 2007, enabling demolition to proceed.

The decision around the CPO of the Top Streets area is still expected to be received in the early months of 2007.

The new houses on Vincent Street for homeswap have now been handed over and families have moved in. A positive press article recently Higher appeared in the MEN. Broughton Work has started on site for the next affordable housing development of 52 units at Devonshire Square. The development agreement is now in place. The units are expected to be ready for occupation in about 12 months.

Broughton Green - Around 30 properties are now occupied on the Broughton Green site and around 80 houses have been completed. A further 90 are under construction.

Six parks in Salford West have been identified, in the Parks for People strategy, as requiring improvement works to bring the parks up to the required standards by 2011: - Cadished Park masterplan is to go before Cabinet for adoption in April 2007. - Eccles Recreation Ground masterplan is to go before Cabinet for Parks For adoption in April 2007. People - Parr Fold Park contractors on site. A revenue bid has been submitted to Council to secure a ranger post. - Peel Park masterplan to go before Cabinet for adoption in April 2007. - Prince's Park contractors are on site and will achieve the District Park standard by March 31st 2007. - Victoria Park achieved the District Park standard and has gained the nationally recognized Green Flag standard.

Ordsall & Langworthy The consultation work carried out by TPAS, as independent community advisors, has been completed for Seedley South. TPAS have produced their final report, which was presented to a briefing session of the Seedley & Langworthy Partnership Board on 22/01/07 (it will be formally presented to the Board on 05/03/07). A newsletter confirming the outcomes of the consultation has been drafted by TPAS with input from the Leader and the HMR team. Whilst there is agreement within the community for the need to provide greater choice of homes in the area, the scale of demolition emerging from the consultation is considerably less than originally anticipated. There is an overriding need for the council to demonstrate that it has listened to the community whilst exploring ways of achieving a careful balance between the needs to secure transformation and a more robust redevelopment opportunity for the private sector and the need to retain and invest in more existing homes. The HMR team is currently examining the case to extend the scale of demolition in the area from that put forward by the community through the neighbourhood planning process. Consultation with members took place on 02/02/07. A draft report will go 5 Key Developments Project to informal Lead Member briefing confirming the recommendations for investments in housing in Seedley South on 15/03/07.

74 residents received a provisional offer on 20/12/06. 38 residents accepted their offer of a new property in the first phase of the Lower redevelopment. An all day drop-in session was held on 21/12/06 at the Broughton Information Centre to give residents the opportunity to provisionally accept the offer and discuss any issues they may have regarding the new properties. Initial discussions are commencing regarding future phases.

Port Salford - The Highways Agency holding direction now extends until Barton 21st May 2007, allowing them more time to assess the highway modelling Strategic Site and implications.

The final Exchange Greengate Planning Guidance was adopted by Council on 17/01/07. Three major planning applications are due at Planning Panel in early Greengate March 2007. An application for the public realm submitted to Manchester City Council has still to be registered. It is anticipated that the application will be registered in February/ March and determined by April 2007.

Weaste Phase 5 block improvement scheme commenced on site Weaste 08/01/07. The anticipated completion date is the end of August 2007. Renewal Area 12 recent alleygate schemes along Weaste Lane and Tootal Road are now complete and awaiting completion of snagging inspections.

NDC Lower Kersal Health Centre launched, January 2007.

The final design is complete and British Waterways have issued tenders Manchester for the main engineering works with a return date in Jan 2007. The start Bury Bolton on site is delayed pending land acquisition from Granada. All partners Canal are now working to achieve the completion of the land agreement. Outputs however are still at risk.

GMPTE are in the process of putting a programme of works together Irlam Railway focussing on improving security and real time information. This should be Station completed by April 2007, with works expected to start late 2007/ early 2008.

A shops review has been completed by Urban Vision. A report on the Shops Review shops review findings is due to go to Housing Lead Member late March/ early April 2007.

6 Claremont and Weaste

Claremont Weaste Neigbourhood Plan

 Areas of change and opportunity were discussed at the advisory group meeting held on 22/01/07.  Initial key issues findings were discussed at the advisory group meeting held on 30/11/06.

Weaste Renewal Area

 Weaste Phase 5 block improvement scheme commenced on site on 08/01/07. The scheme, which is being delivered by Seddons, incorporates 52 properties and will continue the improvement works along the Weaste Lane and Tootal Road corridors. The anticipated completion date is the end of August 2007.  12 recent alleygate schemes along Weaste Lane and Tootal Road are now complete and awaiting completion of snagging inspections.

Buile Hill Hall

 Wilkinson Corporation was named as the preferred development partner for the Buile Hill Mansion site in November 2006.  The mansion will be developed into a hotel, conference and function venue.  Proposals are now being worked up to be submitted as a planning application. If successful this will enable the sale of the site to Wilkinson Corporation.

Eccles New Road Renewal Area

 The General Vesting Declaration for the 2 CPO’s on Bridson Street and Nelson Street were both sealed on 17/11/06. It is expected that the Council will have taken legal possession of any outstanding properties by February 2007, enabling demolition to proceed.  The former Weaste bus depot is currently being redeveloped by private developers into apartments for private sale.

Building Schools for the Future

 An information roadshow was held at Buile Hill Park Hall 09/10/06.  A proposal for closing All Hallows High and replacing it with a brand new school closer to the inner city and closure of Hope High School and replacement by an Academy in Salford Quays were announced.

7 CLAREMONT VILLAGE

10 Project: Building Schools for the Future (BSF) Pledge: Pledge: A learning and creative City/ A city where children and young people are valued

Area Covered Seedley Lead Officer Mike Hall, Assistant Director (Resources), Children's Services The BSF vision is to create buildings for the 21st century and to provide choice and a greater range of services at each secondary Summary school. Supporting the vision is an investment of up to £110 million from Government's BSF programme. Priorities and Milestones Timescales Submission of the outline business case. February 2007

Progress Date The strategic Business Case was approved by Salford City Council and submitted to DfES in November 2006. December 2006

11 East Salford Higher Broughton Broughton Green

 Around 30 properties are now occupied on the Broughton Green site and around 80 houses have been completed. A further 90 are under construction. Homeswap to new build

 The first families have now moved out of the Top Streets CPO area into their new homes on Vincent Street. It is expected that most of the remaining houses will be occupied by the end of January 2007. So far residents have been very happy with their new homes and it is hoped that some positive publicity will be possible during the early months of 2007 in local papers and in the housing press.

Provision of New Playing Fields

 Work is on-going relocating the sports pitches to the new site. These are completed in December 2006 and ready for grass seeding spring 2007. They will be available for use from spring 2008.

Top Streets CPO Area

 A decision regarding the outcome of the Top Streets CPO is still expected to be received in the early months of 2007. In the meantime the Council continues to acquire properties where possible by agreement. Devonshire/Bond Square

 Work on this new development of 52 units has started on site and all development agreements are in place between the Partnership, Contour Housing and the Council. Work is expected to take about 12 months. 11 units will be available to the Council for the purposes of relocation from the Top Streets clearance area. Community Hub

 A partner contractor was appointed in November 2006. A planning application will be submitted shortly. A costing exercise has been undertaken by Urban Vision. Revisions to the scheme and revised costs, along with capital and revenue implications have been reported to and approved by Lead Member.  Further local consultation needs to be undertaken with specific community groups. Lower Broughton

 74 residents received a provisional offer on 20/12/06. 38 residents accepted their offer of a new property in the first phase of the redevelopment. An all day drop-in session was held on 21/12/06 at the Information Centre to give residents the opportunity to provisionally accept the offer and discuss any issues they may have regarding the new properties. Initial discussions are commencing regarding future phases.  Invitations were sent to households to attend a all day session on 16/12/06 to encourage the outstanding 36 households to provisionally sign up for their property. As at 19/12/06 approximately 90% of the offers have been accepted by residents.  5 private sales have been achieved prior to marketing commencing.  Officers undertook home visits to allow elderly and housebound residents the opportunity to sign up.  Consultation workshops for the Charter of Commitments for tenants living in Lower Broughton are on-going. A workshop was held on 09/01/06 to consult and inform residents about Contour rents and service charges.  The Lower Broughton Partnership Steering Group meeting was held on 29/01/07.

12 Chapel Street Adelphi Media Quarter

 The sale and acquisition of sites between Salford University and Salford City Council for Adelphi Street, Meadow Road and the Irwell Valley campus is complete.

Springfield Lane

 Urban Splash have advised that due to the need to undertake further design amendments/ refinements, the planning application will not now be submitted until late March 2007.

Charlestown and Lower Kersal

New Deal for Communities (NDC)

 Lower Kersal Health Centre launched, January 2007.  19 Business Improvements Grants have been awarded since commencement of scheme.  Salford Sports Village received the 'Sports and Leisure Project of the Year' award at 2006 Building and Engineering Awards.

Salford Science and Innovation Park

 Early work has been undertaken to link Salford Science and Innovation Park with the Arc of Opportunity.  NWDA have advised that the Northern Way bid ought to encompass other areas of expenditure and not exclusively spend on ICT/Digital infrastructure.  Merger discussions between SCC, University of Salford and MSP are underway.

Claremont Village

Duchy and Pendlebury Renewal Area.

 Duchy Bank housing development by SPACE ongoing (37 properties). These are due to be completed October 2007.  February 2007 – Information update pack to be circulated to clearance area residents.  February 2007 – Second phase GVD to be executed on remaining 20 properties; residents have been allocated new homes on the development site.  February 2007 – Selective demolition programme due to start in CPO area (on Minden Street).

13 BROUGHTON

Project: Higher Broughton Regeneration Initiative – Homeswap to new build

Pledge: Enhancing life in Salford

Area Covered Higher Broughton Partnership area Lead Officer Kevin Scarlett, Housing and Planning Directorate This will provide access to new properties in the redevelopment for Summary owners living in the clearance area. Priorities and Milestones Timescales Progress Date Devonshire Street works complete. January 2007 The first 10 families have now moved out of the Top Streets CPO area into their new homes on Vincent Street. It is expected that most of the January 2007 remaining houses will be occupied by the end of January 2007.

Planning approval granted for the new scheme on Devonshire Street and work started on site in January 2007, subject to service diversions and costs. January 2007

 Housing Market Renewal Programme.  Housing Capital Programme Funding sources  Higher Broughton Community Hub to be funded by unsupported borrowing and receipts from the Partnership.

14 Project: Higher Broughton – Broughton Green Development and Related issues

Pledge: Enhancing life in Salford

Area Covered Higher Broughton Partnership area Lead Officer Kevin Scarlett, Housing and Planning Directorate Maintain and support existing communities whilst seeking Summary opportunities for new development through a range of interventions. Priorities and Milestones Timescales Decision on the CPO still outstanding. Early 2007 Progress Date Devonshire Street started on site. January 2007 Further sales are being generated on the Broughton Green development following the Higher Broughton Partnership’s recent January 2007 success at the M.E.N. Residential Property awards. Around 30 properties are occupied on the Broughton Green site. January 2007 The results of the Council’s formal review of the CPO strategy for the Top Streets were approved by Lead Members for Housing and Planning. The report indicates that residents are still broadly supportive of the CPO action whilst landlords are opposed. Some refurbishment options have also been developed, these went to the Lead Members for January 2007 comment during the same meeting. Residents have now been made aware of the outcome of the Lead Member meetings and it is likely that further detailed discussions will be held with residents looking for a refurbished property. This will follow the outcome of the CPO public inquiry decision being made known. Higher Broughton - Community Hub A partner contractor was appointed in November 2006. A planning application will be submitted shortly. A costing exercise has been undertaken by Urban Vision. Revisions to the scheme and revised December 2006 costs, along with capital and revenue implications have been reported to and approved by Lead Member. Further local consultation needs to be undertaken with specific December 2006 community groups. Community Hub report approved by Lead Member for Customer 02/10/06 Services. Design plans with service users are progressing. A consultation/information leaflet has been issued across Broughton with October 2006 minimal response. Further discussions have been held with the local Jewish Orthodox community. Some consultation has been undertaken with potential service users October 2006 and the community. More consultation will follow as appropriate. Housing Market Renewal Fund 2006/07 Programme and Housing Funding sources Capital Programme. Positive publicity is being lined up to maximise this opportunity at the Publicity to date appropriate time.

15 Project: Higher Broughton – Broughton Renewal Area Pledge: Enhancing life in Salford

Area Covered Broughton Lead Officer Jackie Crook, Housing & Planning To develop and implement an action plan, in consultation with residents and stakeholders, for the Broughton Renewal Area. Renewal Summary Area is bounded by Camp St to the South, the River Irwell to the West, Bury New Road to the East and the Kersal border to the North. Priorities and Milestones Timescales Delivery of block improvements. Nov 06 – April 07 Develop and implement alleygating scheme. March 2007 Assemble Back Hamilton St site/ MSCA on Douglas St/ MSCA in March 2007 conjunction with Contour Housing in Rock and Hill St Area. Draft renewal action plan complete October 2007 Progress Date Block improvements have been identified. Schedules for improvements are under progress. Lead member approval received 15/12/06. January 2007 Developer partner has been appointed. Hamilton Street: January 2007 Planning approval received Oct 2006. Developer now on site. Site Assembly Hamilton Street: Lead member approval to make CPO received 15/12/06. Pioneer January 2007 works acquired by voluntary agreement Dec 2006. CPO to acquire remainder of site made on 15/01/07. Yew Street: Planning application now approved and currently awaiting confirmation January 2007 of funding. MSCA Douglas Street: January 2007 Draft action plan presented to officer working group 27/11/07.

16 Project: Lower Broughton Regeneration Pledge: Enhancing life in Salford

Area Covered Lower Broughton Lead Officer Richard Wynne, Urban Vision Regeneration of large area (150 acres) of public and private Summary residential and commercial / mixed use property. Priorities and Milestones Timescales The first handover of properties is expected in March 2007. March 2007 Demolition of Moss Street CPO houses to be completed by March March 2007 2007. Contour and HMR consultation workshops to begin. The ongoing workshops will inform and also consult with residents on issues such as April 2007 rent levels, tenancy agreements and anti social behaviour. Progress Date 5 private sales have been achieved prior to marketing commencing. January 2007 74 residents received a provisional offer on 20/12/06. An all day drop-in session was held on 21/12/06 at the Information Centre to give residents the opportunity to provisionally accept the offer and discuss January 2007 any issues they may have regarding the new properties. 38 residents accepted their offer of a new property in the first phase of the redevelopment. Confirmation received that the company are in discussions with planning colleagues and amending the planning application approved for the site. 34 Little Hulton & Walkden

Ashton Fields Site

 This project aims to develop a Film Village on the reclaimed site at Ashton Fields.  Assistant Director of Economic Development SCC briefed SCC leader on current situation regarding Web Lighting and the Ashton Field site.  Discussions are ongoing with Web Lighting regarding the retention of their current operation in Little Hulton.

Cutacre Site

 This project will see a coal washing operation opening.  Discussions are on-going between UK Coal and Bolton MBC regarding the employment potential of the site.  Archaeological works will begin at Wharton Hall during spring 2007.  During summer 2007 approximately 2ha of soil stripping will take place south of Cutacre tip.

Roe Green Loop

 Phase 1 work on the 1km walkway between Spa Crescent and Mount Skip Lane commenced at the end of September 2006. Work is expected to last 20 weeks. The cost of the first phase is £250,000 and will be met by block 3 capital funding. The loop line will form part of the national cycleway.

Walkden Town Centre

 SCC have written to the owners of the former Kwik Save site to request plans for redevelopment. The new owners replied in November formalising proposals and requesting further discussions with SCC.  Building work on Walkden LIFT centre commenced November 2006.  Permission has been granted for residential development on the former cuemasters site on Harriet Street.

39 Ordsall & Langworthy

Salford Central Station  Improvements to the station and approaches will provide a major transport interchange for surrounding developments in Chapel Street and Manchester City Centre  Repair and restoration of the historic railway bridges was completed in November 2006.  The final Phase 1 design has been agreed and the various statutory approvals received. Phase 1 commenced on site on 04/12/06 and will be completed by September 2007.

Central Chapel Street

 English Cities Fund (ECF) is developing a masterplan for the area as part of their evaluation of development potential around the station. The masterplan will cover the area around the station, extending West to Oldfield Road/Adelphi Street and North and South of Chapel street. ECF keen that the masterplan be translated into informal planning guidance.

Manchester Bury and Bolton Canal

 This project will restore the canal to navigation, instigating regeneration and development along its length.  The final design is complete and British Waterways have issued tenders for the main engineering works with a return date in Jan 2007. The start on site is delayed pending land acquisition from Granada. All partners are now working to achieve the completion of the land agreement. Outputs however are still at risk. Ordsall Riverside

 Ordsall Riverside area is facing significant development pressure, primarily for residential led high density apartment schemes. This is at odds with both adopted planning policy and community aspirations. In order to address these concerns the URC, working with the City Council, are commissioning a masterplan to look at regeneration options for the Ordsall Riverside area. This will include ongoing involvement of stakeholders in the area, including the community forum and land owning stakeholders. Work on the masterplan should be complete by April 2007 and will form the basis for the production of informal planning guidance for the area. Crescent  Working with the City Council and other public sector / land owning stakeholders, the URC have commissioned a masterplan to look at regeneration options for the Crescent area.  The masterplan will be complete by April 2007 and will also look at calming of the A6, at the Crescent, potential for the creation of a new ‘University Square’ and restoration of the Manchester Bolton Bury Canal through the area.

Greengate

 The final Exchange Greengate Planning Guidance was adopted by Council on 17/01/07.  Three planning applications for Exchange Greengate were submitted in September 2006 – these include two applications for mixed use development submitted by ASK and ASK/Network Rail and an application for the primary public realm submitted by Central Salford. These applications are currently being considered with a decision likely in March 2007.  An application for the public realm submitted to Manchester City Council has still to be registered. It is anticipated that the application will be registered in February/ March and determined by April 2007. 40 Crescent Railway Station  Work has started with GMPTE, Network Rail, the University and Central Salford URC on options for the future of Salford Crescent station. The station is currently working beyond its design capacity and there are safety concerns at peak hours due to overcrowding of platforms.  The work will look at short term measures and longer term solutions (which could include relocation of the station to a less constrained site.  Of more urgent concern is the introduction of new rolling stock by certain train operators – from December 2006 and more significantly from May 2007. The net effect is that instead of 2 x 5 car trains stopping per hour on one route, that will change to 1 x 3 car train per hour from December 2006. Further changes seem likely from May 2007.  This is a concern because it will result in fewer / smaller trains stopping at Salford Crescent (which is already overcrowded). A mix of 3 and 6 car train sets will replace existing 5 car sets. Salford Crescent Station can currently accept trains of up to 5 cars only. Lengthening platforms is not possible without significant track relaying / signal changes, which cannot be implemented in the immediate future.

Middlewood  Planning permission was granted in December 2006. The completion of 1st phase of the MBBC is important for the delivery of Middlewood.

Pendleton  Enabling works for LIFT in progress ,October 2006. Pendleton Area Action Plan  Consultation on preferred options deferred until May 2007, due to feedback from GONW, the options being redrafted, and the delay in the PFI announcement.  DCLG announced PFI 5th round placements on 21/12/06. Pendleton will share £200million with North Tyneside. The exact figures are not yet known. Proposed TESCO adjacent to Shopping City  A steering meeting between Tesco /Prime Commercial Properties and SCC/URC/GMPTE took place on 17/01/07. Further monthly meetings are scheduled.  A response from Tesco/ Gubbay to the action plan is expected shortly. A planning application is expected to be submitted in May 2007. Many items are still to be resolved, but good progress is being made on a number of fronts. In addition to the steering group a development approach team is to be established to drive resolution of practical issues.  The timescales for delivery of the foodstore are being hampered by the school site swap (LEA - RC Diocese), with potential vacant possession of the foodstore site now likely to be summer 2010. Options to see if this date can be brought forward are being looked at but the outlook is not positive. A note for the Leader of Council and Lead Members is to be produced for definitive guidance.

Northern Housing Challenge Fund Proposal  Great Places and SCC submitted a proposal to the Northern Housing Challenge Fund on the 15/09/06.  A decision by the Project Board on priorities is anticipated in the spring of 2007, although it is possible this may be delayed until the summer. Successful proposals will then be worked up in more detail . If successful spend would start in 2008/2009.

41 Seedley Village  Block improvements for West of Seedley Park Road phases 3 and 4 and Seedley West phase 3 have been completed. 183 homes were improved.  The Langworthy Hotel and adjacent land is currently being marketed with a deadline for receipt of expressions of interest set for 26/01/07. The Seedley and Langworthy Partnership Board and the Council consider this to be a good opportunity for a high quality mixed-use scheme in a particularly prominent location along Langworthy Road. A selection panel including key partners and stakeholders will review and shortlist submissions in January 2007.  Renovation works are currently on-going to improve 10 properties for Homeswap purposes on Cooperative St.  Current scheme on site to improve 13 shops on Langworthy Road (195 -219), due for completion May 2007.  Work has commenced on site on the refurbishment of Chimney Pot Park. Completion is scheduled for April 2007. A celebration event is being planned for July 2007.  Construction of a mixed use scheme including a church (Emmanuel Church) community facilities and 22 apartments is due to commence on site in spring 2007.

Salford Quays

Clippers Quay  Outline planning application approved by Planning Panel on 01/02/07 for the demolition of the former cinema and erection of 654 residential units and 7,212m2 of commercial floor space. Michigan Avenue  Planning Panel granted planning permission on 01/02/07 for the erection of four 26-storey buildings comprising of 1036 apartments and 58,475 sq.ft. of commercial space. mediacity:uk  Considerable progress is being made on bringing the development forward.  Informal planning guidance approved January 2007.  Pre planning application discussions are on-going regarding phase 1 reserve matters application, to be submitted in February 2007.  Letter from BBC Director General offering £200K towards next design phase has been received.  A strategic agreement is under negotiation between all partners. Development of an Academy  Outline planning permission granted for Oasis City Academy at Planning Panel on 01/02/07.  Proposal to move Hope High to Salford Quays as an Academy were announced July 2006.

Ordsall

 Start on site on the first phase development (31 houses and 3 apartments on Taylorson Street) commenced on 04/12/06. Completion is expected late 2007.  Proposals are being prepared for development of 260 dwellings at Hulton Street. A planning application was submitted in February 2007.  Ordsall Hall lottery assessment visits are being carried out over Jan/Feb 2007. Agecroft Commerce Park

 This is a 16.5 hectares site, is owned by the Northwest Development Agency (NWDA) and marketed by DTZ (Manchester Office).  PZ Cussons have been granted planning permission to construct a £15m factory which will be their UK headquarters for manufacturing. This will take up the largest plot of land on Agecroft Phase III.

Building Schools for the Future (BSF)

 Information roadshow held at Swinton Civic Centre 02/10/06.  Proposal for closing the Swinton and Moorside High Schools and replacement with one new school of 1,500 pupils announced September 2006.  Proposal to expand St Ambrose - Barlow to 900 places, to be refurbished on its existing site, announced September 2006.

54 Project: Newlands - Lower Irwell Valley Improvement Area (LIVIA) Pledge: Enhancing life in Salford

Area Covered LIVIA area in Pendlebury Lead Officer Tim Jones, Housing and Planning Directorate Over 200 hectares identified for reclamation in the Irwell Valley. The Forestry Commission approved a 99-year lease on Council land. It was originally expected that they would enter in to a 20 year lease, as Newlands funding secures management and maintenance funding for 09/10/06 20 years. However, the FC is prepared to enter in to the additional period on an ‘at risk’ basis.

The Single Programme Proposal Form (SPPF) for £4.75 million has been approved by the NWDA and up to £365,000 was released for September 2006 2006/07.

Coalfield Community Funding of £225k has been secured for the Clifton area, directly linked to the Newlands work on the LIVIA site. Groundwork Salford, Manchester and Trafford have taken lead responsibility for the delivery of this programme on behalf of the On-going Council. Phase I of works at Queensmere Dam to support the work of Swinton and Pendlebury Angling Club has been completed. Progress being made on entrance features at Silverdale.

£4.75m approved over a 5 year period, Approximately £1.5m of this will provide at least 15 years management and maintenance. Approximately £0.5 m has already been spent on site investigation work, planning, design, legal issues, consultation work etc.

Match funding has been secured from a number of sources including: Funding sources - Coalfield Communities fund, Environment Agency landfill tax credits, S106 agreements, council capital receipts, Home Office ‘Gate-It’ funding.

Currently the site is cleared and made up of development plots serviced by an access road constructed in 2005 by NWDA. Priorities and Milestones Timescales Encourage investment and developer interest in Phase III, which will mean that all phases are up to full occupancy and maximum economic End 2007 capacity.

 A second planning application for an international race course/equestrian centre/forest park visitors centre/hotel/golf course/eco village submitted (July 2004). Urban Vision is in the process of undertaking a detailed assessment of the proposed development.  The Highways Agency now has a holding direction in place until the 24th May 2007. This directs that the Local Authority cannot grant planning permission. All technical matters will need to be resolved before the application can be taken to the Planning and Transportation Regulatory Panel with a recommendation.  Peel's consultants submitted Green Belt supporting evidence in October 2006. A difference of view still exists but the application will proceed.

Area Covered Ordsall / Irwell Riverside Lead Officer Malcolm Sykes, Strategic Director of Housing and Planning Preparation of stage 2 Living Landmarks BIG Lottery submission. The submission is being prepared through a collaboration of Salford City Council, Manchester City Council, Central Salford URC and Trafford Summary metropolitan Borough Council. The vision of Irwell City Park is to restore the river Irwell as an important urban waterway and create a new and exciting city park at the heart of the regional centre.
