Assistant Director, Program Operations

The Fund for Public Health in New York City, (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The Primary Care Information Project (PCIP), a bureau within the NYC Department of Health and Mental Hygiene (DOHMH), is devoted to improving population health by supporting and promoting primary care for all New Yorkers. PCIP also operates the New York City Regional Electronic Adoption Center for Health (NYC REACH) by assisting providers in New York City through practice transformation, quality improvement initiatives and other support services, such as Meaningful Use support, revenue cycle management, and data security. POSITION OVERVIEW Work closely with the Director of Program Operations to support operational needs of PCIP’s programs. The ideal candidate must have strong critical thinking and project management skills and be able to digest and interpret information quickly in this highly visible role. Programs include assisting primary care practices integrate behavioral health services (Mental Health Service Corps –ThriveNYC), achievement of standards for Meaningful Use incentives, and translating Medicare or Medicaid incentive programs for adoption by primary care or other ambulatory care settings. RESPONSIBILITIES  Develop working knowledge of programs and grant requirements  Develop and maintain project plans, track deliverables (by internal resources as well as external), and communicate with manager on project progress o proactively manage issues and risks, o Create contingency plans to bring deliverables back on track if they deviate from the expected timeframes o Identify strategies and develop metrics and processes to monitor and track progress of the program, establishing clear deliverables and project timelines. o Work with program managers to oversee and implement modifications to Salesforce CRM workflow,  Manage a variety of staffing that specialize in provider outreach, communications, technical assistance, or change management of clinical workflow. Oversee and manage the operations of highly visible program(s) to ensure services and deliverables are met o Create resource plans to ensure that program is properly staffed and budgeted o Analyze programs and projects to identify and optimize opportunities for programmatic overlaps across teams o Facilitate implementation of programs within priority areas across teams  Liaise with senior leaders, lead physicians, or other senior management from organizations participating in programs (e.g., Medical Directors, Office Manager, State or Federal representatives)  Communicate and coordinate activities across partners, internal teams, and external stakeholders to meet deliverables o Coordinate cross team activities to complement the timely achievement of program deliverables o Provide progress reports to all stakeholders and work closely with program teams o Work with legal teams and additional partners to ensure timely contract execution and management  Perform other administrative duties as needed

QUALIFICATIONS  Master’s degree - MPH, MBA, MPA, or other health care related field  4+ years of project management experience (preferable PMP or similar project management certificate and (or) related experience)  4+ years managing complex collaborations/partnerships  4+ years’ experience with grants management or executing government contracts  2+ years of staff management experience  2+ years working with health care delivery settings or with clinicians (e.g., FQHCs, Hospital, primary care clinic)  Excellent time management, attention to detail, organizational, written and oral communication skills  Knowledge of Electronic Health Records, population management, quality improvement, meaningful use and patient-centered medical home  Strong computer skills, with proficiency using Microsoft Office, Microsoft Project and CRM experience
