Guidelines on the Conduct of Safety Audits

APPLICATION GUIDELINES FOR APPROVAL AS WORKPLACE SAFETY AND HEALTH AUDITING ORGANISATIONS AND WORKPLACE SAFETY AND HEALTH AUDITORS

1 WORKPLACE SAFETY AND HEALTH AUDITING ORGANISATION

1.1 Approval Criteria Organisations that wish to provide audits of Safety and Health Management Systems (SHMSs) of factories required under the WSH (Safety and Health Management System and Auditing) Regulations must first apply to the Commissioner for Workplace Safety and Health for approval.

Approval may be granted to organisations that satisfy the following criteria: (i) The organisation has at least 3 approved Workplace Safety and Health (WSH) Auditors to carry out audits of the SHMS; (ii) The organisation has an established auditing methodology and comprehensive audit programme for conducting SHMS audits; and (iii) The organisation is a registered company in Singapore.

1.2 Required Documents Applications shall be accompanied by the following documents: (i) The curriculum vitae of each WSH Auditor applicant in accordance with the format in the Application for Approval as WSH Auditors; (ii) Copies of relevant training course certificates, academic and professional qualifications for each WSH Auditor applicant; (iii) Letter of Appointment for each WSH Auditor applicant from the applying Organisation; (iv) A summary of the SHMS audit methodology used; (v) Samples of questionnaires and checklists used for SHMS audits; and (vi) A sample/format of the SHMS audit report.

2 WORKPLACE SAFETY AND HEALTH (WSH) AUDITORS

2.1 Fresh Applicants Applicants who wish to be approved as WSH Auditors must satisfy the criteria as set out in the Summary of Approval Criteria for WSH Auditors. They are

Their curriculum vitae should be in the format as presented in the Application for Approval as WSH Auditors, accompanied by the relevant certificates and documents (The form will take you approximately 15 minutes to complete). You will need the following information to fill in the form: • Organisation’s particulars; • Personal particulars; and • Details of academic attainment, professional qualification, work experience and audit experience.

Working / practical At least 5 years of experience in the participation of auditing activities such as Safety, Quality experience in auditing Management System or Environment Management System audits or reviews. Employment Employed by an approved WSH auditing organisation Successfully completed the Graduate Certificate in WSH under the Singapore Workforce Training Skills Qualifications (WSQ) Framework for WSH Professionals (Level “D”).

1 A relevant university degree refers to one, acceptable to the Commissioner for Workplace Safety and Health, in engineering, physics, chemistry, biochemistry, ergonomics, occupational safety, occupational health or occupational hygiene.
