SPENT FOUNDRY MATERIAL CSBUD APPLICATION APPENDIX
Approved Spent Foundry Waste Material Streams for the CSBUD General Approach
Approved spent foundry materials that MPCA will consider for reuse under the Foundry Material Case Specific Beneficial Use Determination (CSBUD) General Approach are Spent Foundry Sands (SFS) produced by iron, steel and aluminum foundries and slag produced by Electric Furnaces, Basic Oxygen Furnaces, and Blast Furnaces. For purposes of this application SFS is defined as “molding and core sands and dusts that have been subjected to the metalcasting process to such an extent that they can no longer be used to manufacture mold or cores”. Foundry Slag is defined as “slag by-product from the foundry melting operation that have been processed for the separation of free metals.” These waste streams must be kept separate at the facility and analysis conducted on each waste stream unless prior approval from MPCA is granted. This includes the following materials and byproducts:
1. Green foundry sands from the casting process 2. Chemically bonded sand from the casting process 3. Sand dust from sand processing equipment dust collection (ie. Mullers, mixers, shake-out, conveyors, storage silos, attrition, thermal and mechanical reclaimers, etc.) 4. Thermally reclaimed foundry sand 5. Foundry slag processed for metal removed
Other Waste Streams which will not be considered for the foundry sand CSBUD General Approach:
1. Shot blast fines 2. Grinding dust 3. Unused cores 4. Used refractory materials 5. Floor sweepings 6. Scrubber sludge 7. Melting dust
Beneficial Use #1 : Approved SFS waste stream is not a Hazardous Waste according to Minnesota Statute 116.06, Subd. 11 and must meet the performance specifications for the proposed product or end use.
Beneficial Use #1 includes use as any of the following:
- Use as aggregate, road material, or building material that in ultimate use is or will be bonded or encapsulated by cement, limes, or asphalt. - Concrete block and brick - Used as a raw material in a manufactured product where the SFS is bonded to or encapsulated in the product
Beneficial Use #2: Approved SFS waste stream is not a Hazardous Waste and all constituents have concentrations less than Table 1
Beneficial Use #2 includes use as any of the following:
- Construction fill that meets all of the following requirements: 1 - Is placed at least 5 feet above the seasonal groundwater table. 2 - Does not come into contact with a surface water body. 3 - Is covered by concrete, asphalt pavement, or other material approved by the Agency. 4 - Does not exceed 4 feet in thickness, except for areas where exceedances are incidental to variations in the existing topography. This subparagraph does not apply to construction fill placed underneath a building or other structure.
- Road base or soil stabilizer that does not exceed 4 feet in thickness except for areas where exceedances are incidental to variations in existing topography, is placed at least 5 feet above the seasonal groundwater table, does not come into contact with a surface water body, and is covered by concrete, asphalt pavement, or other material approved by the Agency.
- Road shoulder material that does not exceed 4 feet in thickness except for areas where exceedances are incidental to variations in existing topography, is placed at least 5 feet above the seasonal groundwater table, does not come into contact with a surface water body, is sloped, and is covered by asphalt pavement, concrete, 6 inches of gravel, or other material approved by the Agency.
- Confined Geotechnical Fill Including: 1 - Commercial, industrial or institutional building subbase 2 - Paved lot base, subbase & subgrade fill 3 - Paved roadway base, subbase & subgrade fill 4 - Utility trench backfill 5 - Bridge abutment backfill 6 - Tank, vault or tunnel abandonment 7 - Slabjacking material 8 - Soil and pavement base stabilization for structural improvements listed in 1, 2, and 3 above 9 - Controlled low strength material (flowable fill) for structural improvements listed in 1, 4, 5, and 6 above

- Blended with inert materials or with compost and used to manufacture soil - Decorative stone - Cold weather abrasive - Applied to land as a soil amendment
