MINUTES

1. Opening

The meeting was opened at 19:41 by the Chairman of the CEOrt, Mr. Ali Mufuruki. All present were welcomed.

The following were introduced to the members by the Chairman:

The Chairman extended an invitation to the Heads of the Foreign Business groups and Foreign Private Sector Representatives to become members of the CEO Roundtable. The obvious advantage being that the CEOrt will then act as a central point from where ideas from all PSOs are pooled together and discussed/debated with an aim at eventually having ONE STRONG VOICE.

The Chairman went on to urge all present to do their part in changing the negative image that the Government and people of Tanzania have of the Private Sector. This was pertinent in the Private Sector’s journey to achieving a more harmonious business climate.

Stories of impactful support to communities be it environment based, infrastructure based or job creation need to be documented in the Annual Reports. People are unaware that companies often go over and above their CSR requirements in an effort to provide support to Tanzania and Tanzanians.

The Chairman requested that all Businesses make an effort to include such stories in their Annual reports this year in an effort to make steps towards changing the Private Sector image.

On a lighter note the Chairman requested all present to Save the Date November 24th 2012.

This is the day the Annual CEOrt Gala dinner is to take place and Members and Guests from the Private and Public Sector, Diplomatic Corps and other get to share an evening of relaxation, good food and a lot of dancing together along with their spouses.

At the Gala dinners, the CEOrt annually recognize Public Sector Partners that have shown exemplary leadership in facilitating Public Private Partnerships.

3. Q&A

3.1 The Key Drivers of the On-Going Global Change

Singled out as crucial components of the 5 Drivers of the On-Going Global change were the following:

1. Liberalization

It was recognized that there was an obvious distrust between Kenya and Tanzania that rose to the highest level.

The need to resolve this must be put high on the agenda of Private Business men/women as it serves their interest for this underlying tension to be banished.

The potentials for regional business are astounding as proven by the results from a recent study done by UNIDO. The survey was on African businesses and they found that the fastest growing businesses were those that were locally based, that had local supply chains and worked across East African country borders.

This alone makes the case that a more structured and united EAC can only enhance the businesses in the country and beyond.

2. Human Resource/Education

Regardless of what steps are taken to improve the Business/Political climate, if the level of education in Tanzania remains poor, there is not much hope for the future.

Thus far the Private Sector has played a commendable role in its efforts to ameliorate the education sector with exemplary Private Schools spread around the country. More still needs to be done on a Public level and the Private Sector must continue highlighting this need to the Government.

The plight of Education in Tanzania was well summarized as follows: “The New World of Globalization Does Not Tolerate Ignorance”

An effort needs to be made to reach out to the educated Tanzanians in the Diaspora. Their skill sets could prove crucial to the country.

3.2 The Future of Private Sector Engagement With Government

The need for an effective umbrella group to engage with Government in an effective was recognized by all.

TPSF prior to the reform process was the body through which PSOs relied upon for such engagements.

Due to its lack of effectiveness over the years this has seized to be the case.

Present day, the CEOrt and CTI are part of a committee charged with reforming the TPSF and hope to soon re launch a new TPSF that is more representative of the different sectors as well as regional and International bodies.

A heated debate on whether the source of funding for the TPSF should include Govt/Donor support was had.

The general consensus among the members and Heads of Foreign Business forums was that the New TPSF should be 100% owned and funded by the TPSF.

In so doing the New TPSF remains wholly Independent and fully Representative of the Private Sector and finally the Private Sector will be engaging the Government with One Voice!

3.3 CEOrt Influence

Over the years, the CEOrt has gained immense respect from the Government and is today being sought out to participate in many a think tank in different sectors of the Government. The CEOrt has come up with serious policy suggestions for the Government which they have appreciated and utilized where they saw fit.

Their influence is great and members should continue to pool their support/ideas and continue enforcing its stance as the best policy dialogue forum in the country.
