"Rhode Island would like to revise/supplement its current foster care review process to include some key principles and practice issues related to the CFSR as well as the state's new System of Care approach. The goal of this effort is to focus more consistently on key outcomes and principles across various QA and review processes, and through resulting data reports distributed to local managers and supervisors.
Have any of you tried something similar or related in your agencies? If so, do you have any advice, sample instruments and/or resulting data reports your Rhode Island colleagues could review as they develop ideas for revising their foster care review process in this way?” Respondent State Response James Novell Michigan In Michigan we model our reviews on the three areas reviewed in the CFSR - Safety, well being and permanency. (attached) We generate data from the reports as requested by our state Department of Human Services regarding items being addressed in the state CFSR PIP, such as number of moves children have had, parent participation in developing the case plan etc. Kathy Morris Idaho Are they using the OSRI for their reviews? It is hard to just use pieces and parts of the CFSR tool. Is there data that they are currently collecting through their current process that they would miss if they went totally to using the OSRI? Frankly, since that is the measurement tool and the PIP outcomes measures are built around that and it is the way that the feds monitor...it doesn't make much sense to use a different data collection (case review instrument) in addition.
It actually all works better and better. We have FOCUS (our SACWIS system) reports (ie. when monthly contacts with the child are missing); the results of the CQI via the OSRI; Outcome reports from the Children's Bureau; and always, some hand counting. We have different types of data (each with their own strengths and weaknesses) to keep us focused on improving outcomes.
We don't actually have the time and resources to run additional formal case reviews (except for those routinely done by the supervisor). This is the Citizen’s Foster Care Review Board (where foster care cases are periodically reviewed by volunteer citizens, who provide their recommendations back to DHS, as well as the Court).
2 In Linn County (Cedar Rapids), CFCRB partnered with DHS to modify their review process to include a significant number of CFSR indicators so they could assess (and report back) CFSR performance as part of their review process. This was done to both help improve outcomes for children, as well as to further assist DHS with their focus on complying with CFSR expectations. The person I worked with in developing the CFSR-style Foster Care Review Board model used in Linn County was Dave Zimmerman. If Rhode Island has an interest in seeing what this model looks like, the review tool that was developed, and what reports they generate, I would suggest they contact Dave ([email protected]).
