You are also encouraged to directly contact those agencies that did not provide review comments if such response is required by state statutes and the El Paso County Land Development Code.

PIKES PEAK REGIONAL BUILDING DEPARTMENT

Regarding a request for approval of a final plat for Claremont Ranch Filing No. 9B, Enumerations has the following comments: 1. The addresses for these lots will not change with the lot line adjustment, but, they should appear on the plat. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. Since all addresses are existing, no Enumerations fee will be due. 2. MOUNTAIN VIEW ELECTRIC ASSOCITATION INC

Mountain View Electric Association, Inc. (MVEA) has these comments about the following:

Project Name: Claremont Ranch 9B Project Number: VR-17-013 Description: It is proposed to adjust the interior lot line for each of the four lots of Claremont Ranch, Filing #9A. This adjustment will be named Claremont Ranch, Filing #9B. This filing is located south of Constitution Avenue and east of Marksheffel Road in Section 04, Township 14 South, Range 66 West.

This area is within MVEA certificated service area. MVEA will continue to serve this area according to our extension policy. Information concerning connection requirements, fees and upgrades under MVEA line extension policy can be obtained by contacting the Engineering Department of MVEA.

Page 2 of 5 06/03/2018 MVEA has no objection to the lot line adjustment in Claremont Ranch, Filing #9A to form Claremont Ranch, Filing #9B with the understanding that utility easements continue to apply to each lot. Additional easements may be required as design and construction of the individual lots are proposed to be developed in order to serve.

MVEA has existing electric facilities within these parcels that were built during earlier filings. If there is any removal or relocation of facilities it will be at the expense of the applicant.

COLORADO SPRINGS UTILITIES

Utility Comments: (gas, electric) – first review

Action Items:

1. Add the following note to the Plat Notes on the cover sheet: All easements that are dedicated hereon for public utility purposes related to gas and electric shall be subject to those terms and conditions as specified in the instrument recorded at Reception Number 212112548 of the records of El Paso County, Colorado. All other easements or interests of record affecting any of the platted property depicted hereon shall not be affected and shall remain in full force and effect. 2. Reception number 21671741 should be changed to 216713741 on several areas of the Plat, both As-platted and As-amended. 3. Plat with Book 116 & Page 32 doesn't exist. Replace with Reception No. 216713741. Is on several areas of the Plat sheet. 4. Can’t find the 80' Reception nos. on the west side of the site. Revise and show and label the easements 210009347 and 210009346. 5. Development Plan indicates a property line splitting Lot 2 into Lot 2A and Lot 2B. If so, show and label on the Plat. Also, provide 5-foot side lot easements for this property line. Page 3 of 5 06/03/2018 Information Items:

1. The applicant or their engineer should contact Utilities Development Services for an estimate of any system development charges, fees, Recovery Agreement Charges or other costs that may apply to this development (668-8111). 2. CSU requires an Application for Gas Line Extension to be submitted along with a Load Data form or an Application for Gas Service Line Approval and/or Application for Elevated Pressure Approval prior to electric and natural gas system design for service to the project. Refer to the CSU Line Extension and Service Standards or contact Field Engineering at 719-668-4985. 3. Natural gas extensions: CSU may require an extension contract and an advance payment for the estimated cost to construct the necessary gas extensions. 4. Improvements, structures and trees must not be located directly over or within 6 feet of any underground gas facilities and shall not violate any provision of the applicable natural gas regulations or Colorado Springs Utilities’ policies. 5. Improvements, structures and trees shall not be located under any overhead utility facility, and shall not impair access or the ability to maintain utility facilities. 6. Landscaping shall be designed to provide the required clearances for utility facilities, to allow continuous access for utility equipment, and to minimize conflicts with such facilities. 7. Applicant must grant easements as required for any existing or proposed utility facilities; and improvements shall not encroach upon any utility easement. It shall not be permissible for any person to modify the grade of the earth on any easement without the written approval of Springs Utilities. 8. If it is necessary to relocate any existing utility facilities, then such relocation shall be at the Applicant’s expense, and if required, Applicant shall grant new easements for the relocated facilities. Additionally, all existing utilities on this property that do not have recorded easements will require easements to be granted to Colorado Springs Utilities. The easement widths shall meet current Colorado Springs Utilities Line Extension and Service Standards.

Comments received from any of the above non-responding agencies following the Page 4 of 5 06/03/2018 issuance of this letter will be forwarded to the applicant/applicant’s representative and will be added to the end of this letter for record keeping purposes.

Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter should include each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.

If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Department in the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

PLEASE NOTE: The application cannot be scheduled for public hearing until and unless a final response has been received by Planning and Community Development from those agencies that are required (pursuant to state statute and the El Paso County Land Development Code) to provide such response (i.e.- State Engineer’s Office, County Attorney’s Office, County Health Department, etc).
