NETHER LANGWITH PARISH COUNCIL

MINUTES of the Meeting of the Parish Council held at the Village Hall on Thursday 9 February 2017

Present : Cllr R Stockton in the chair, Cllr G Staniforth, Cllr A Stevenson and Cllr K Dukes.

1. Apologies

Apologies were received from Cllrs Middleton, Bryan and Malkan.

2. Minutes of the meeting held on 9 February 2017.

The minutes of the Parish Council Meeting held on the 9 February 2017 were taken as read and accepted as a true record.

3. Matters Arising From the Minutes

There were no matters arising.

4. Correspondence

4.1 BDC – Notice of Precepts and Contributions 2017/18 payment dates – noted.

5. County Councillor’s Report

Cllr Ogle was not present.

6. District Councillor’s Report

Cllr Dukes reported that there will be very little capital expenditure in 2017/18. He also reported that there is to be a panning services review.

7. Accounts for Payment.

The Clerk reported that the following payments had been made or were due for payment by direct bank transfer or by cheque since the last meeting.

It was resolved to approve the payments.

The Clerk reported that a new Living Wage of £7.50 per hour came into force on 1 April. This would apply to the Caretaker with the hourly rate for the Street Cleaner increasing to £7.88.

It was resolved that these rates be applied with effect from 1 April.

8. Approval of Statement of Accounts for 2016/17

8.1 It was resolved that the Statement of Accounts for 2016/17 which had been previously circulated be approved.

8.2 It was resolved that the Council acknowledge Section 1, items 1 to 9, of the Annual Governance Statement and that the Chair and Clerk sign the statement accordingly.

8.3 It was resolved that Section 2 of the Annual Return (Accounting Statements 2016/17) be approved and signed accordingly by the Chair and Clerk.

9. Highways and Related Matters

Cllr Stevenson reported that the village sign will be erected in approximately 2 – 3 weeks.

10. Planning

Planning application no. 17/00038/COU – convert barn into self-contained accommodation at Langwith House Queens Walk . There were no objections raised.

11. Village Hall

The problem of access to the boiler room was discussed with particular reference to key holders. The Clerk said that he would speak to the Chair.

12. Village Green

It was reported that the Contractor has doing a very good job.

13. Date of Next Meeting.

The next meeting of the Parish Council will be held on Thursday 11 May 2017 at 19:00.
