FORWARD TOWNSHIP PLANNING COMMISSION

Meeting – June 23, 2015 @ 7:00 PM

Attendance (Visitor’s): Steven Victor, Josh Oliver, Jaymie Oliver, Joel Chrostowski, Joe Vidakovich

Call to Order: Chairman, Jim Rape called the meeting to order at 7:00 PM

Approval of Minutes: Roland Herb moved to approve the minutes of the May 26, 2015 meeting as presented. Steve Longwell seconded the motion, motion passed.

New Business:

Rutledge Subdivision – Mt. Gathering - Joe Vidakovich – previous plans 2013 included issues for driveway and easement, property overlap on lots and a driveway maintenance issue.

2015 – Revised plans have been reviewed by Arcadis Engineering and Engineer Hartwig recommends Planning Commission approval for subdivision.

Commission concerns on the presented plans for review, with the lot line revisions parcel #4 will be landlocked. As per the Mountian Gathering Representative, Joe Vidakovich, this parcel has been landlocked for some time and there are no future plans to sell this lot.

Steve Longwell moved to approve the plans for subdivision as presented for the Rutledge property now owned by Mountain Gathering. Roland Herb seconded the motion, motion passed.

Joel Chrostowski – Your Attic Self Storage – Owner has obtained all permits and Stormwater plans were reviewed by Arcadis Engineering. Engineer Hartwig recommends approval by Commission.

Steve Longwell moved to approve the plans for Joel Chrostowski / Your Attic Self Storage as presented. Paul (Spike) McElhinny seconded the motion, motion passed.

Peachmont Phase 3&4 – Steven Victor, Josh Oliver, Jaymie Oliver presented plans for the revision of Phase 3 and addition of Phase 4 in the Peachmont Farms Development. Mr. Victor stated that the acquisition of an additional 10 acres was the reason the original plans had changed. Plans show 60 lots for multifamily mixed development of Carriage/duplex and patio homes. Plans will be presented at the July 14, 2015 for Supervisors approval.

Roland Herb moved to approve plans contingent on the comments and recommendations of the Arcadis June 15, 2015 correspondence. Steve Longwell seconded the motion, motion passed.

Steven Victor asked the board if he could renew and refresh the Phase 3 plans that were previously approved at their upcoming July 23, 2015 meeting, and board agreed. Reibold Assoc. Hidden Acres, Phases 1 and 2 – No representation Chairman Rape will present plan to the Board of Supervisors for preliminary approval with correspondence from Arcadis Engineering stating the required contingencies that must be met for a final approval.

Robert Woods Letter – Engineer Hartwig explained that the letter of response to Mr. Woods was the result of a 2007 – 2008 subdivision of property with the potential of Mr. Woods tying into the sewage plan with the neighboring Meadow Ridge housing plan.

Old Business:

Stormwater Reviews – Pending

Cress - As per Chariman Rape the SWM Plans have been finalized and approved.

Auto Sales - Ed Colosimo, located on Route 68 was given instruction on May 26, 2015 to:

1. obtain an engineering firm to survey and prepare plans for project –with plans to include soil erosion and sedimentation plans

2. obtain a copy of the Stormwater Management Ordinance from the township to follow for development

3. present plans to township and engineer for review and approval once prepared

4. to follow up with the township office for further assistance in proceeding in the development.

Brian Miller, Code Enforcement was to continue overseeing the requirements for proceeding in the need to meet the requirements for the ordinance.

Hixon – Is complying with the Driveway and Stormwater requirements.

Reichold – Route 68, Reichold’s were given a state right of way and approval. Chairman Rape will have Brian Miller, CEO follow up to verify.

Ron Took – Watter Station Road – Water runoff from site draining back onto roadway, no Stormwater plans to date, board concerned if the driveway has been approved. Brian Miller, CEO is reviewing and Chariman Rape will follow up with him for status.

Roland Herb suggests that we begin to enforce the ordinances and that Code Enforcement be following up and reporting back on status.

It was also discussed that the township consider a Excavation or Dirt Movement Ordinance.
