I. Introduction

This application guide is for TESL training programs wishing to be accredited by TESL Ontario. Interested programs are required to submit two copies of your application package to TESL Ontario Office at 27 Carlton Street, Suite 405, Toronto, Ontario, M5B 1L2 by registered mail. Applicants will receive a written decision from TESL Ontario in a maximum of three months from the date the application is received.

Please note that TESL Ontario’s accreditation of a TESL training program will be for a period of one year as of the accreditation date, after which continued TESL Ontario Accreditation will be contingent on the accredited program’s submitting annual reports and the annual renewal fee.

Furthermore, please be aware that all TESL trainers (Theory instructors, Methodology instructors, Practicum Supervisor/s, and Academic Coordinator) who will be working in your TESL training program must hold a valid (new or renewed) TESL Ontario TESL Trainer Certificate of Accreditation. TESL training providers can search for and contact accredited TESL trainers by email through our online TESL Trainer Registry available at http://www.teslontario.net/accreditation. For information on TESL Trainer Accreditation application process and requirements, please visit the TESL Ontario website at http://www.teslontario.net/accreditation and click on "TESL Trainer Accreditation".

Applicants have the right to appeal TESL Ontario’s decision to the Appeals Committee for an additional fee in 30 calendar days from the date TESL Ontario’s decision is announced. TESL Ontaio accredited TESL training programs and those being considered for TESL Ontario accreditation are required to comply with the Terms and Conditions listed below:

1. All TESL trainers (Theory Instructors, Methodology Instructors, Practicum Supervisor/s, and Academic Coordinators) who will be working in your TESL training program must hold a valid (new or renewed) TESL Ontario TESL Trainer Certificate of Approval. For information on TESL trainer approval application process and requirements, please visit the TESL Ontario website at http://www.teslontario.net/accreditation. 2. TESL Ontario reserves the right to perform visits and evaluations of both TESL Ontario accredited programs and TESL training programs being considered for TESL Ontario accreditation. 3. TESL Ontario reserves the right to arrange third party visits and evaluations of both TESL Ontario accredited programs and TESL training programs being considered for TESL Ontario accreditation. 4. TESL Ontario reserves the right to revoke accreditation of a TESL training program if the program does not comply with TESL Ontario’s accreditation requirements, required course standards, practicum standards, and its “Terms and Conditions” for TESL training program accreditation. 5. TESL Ontario’s accreditation of a TESL training program will be for a period of one year as of the accreditation date, after which continued TESL Ontario accreditation will be contingent on the accredited program’s submitting annual reports. 6. If an accredited TESL training program does not submit its annual report on or before the due date, its TESL Ontario accreditation will expire on the expiry date shown on the certificate and the TESL training program will be taken off the TESL Ontario’s website on the same date. To regain TESL Ontario accreditation, the TESL training program will be required to submit a new application for accreditation. 7. Should accreditation be granted to a TESL training program, any subsequent changes including, but not limited to, changes in address/location, ownership, staff, staff assignments, curriculum, facilities, practicum locations, phone numbers, and email addresses must be forwarded to TESL Ontario for approval 30 calendar days in advance of any changes. Failure to do so may result in TESL Ontario accreditation being revoked. 8. If an accredited program sets up another program in a new location, this is considered to be a new program and must apply for TESL Ontario accreditation. 9. If the ownership of an accredited program changes, the program is considered to be a new program and must apply for TESL Ontario accreditation as a new training program. 10. All accredited programs are promoted by TESL Ontario as TESL training programs meeting the TESL Ontario accreditation standards. 11. TESL Ontario does not award TESL program accreditation to programs offered by foreign institutions.

12. TESL Ontario awards language instructor accreditation to applicants trained in international settings by TESL Ontario accredited programs provided that the following standards are met:  TESL trainers (Theory Instructors, Methodology Instructors, Practicum Supervisors, and Academic Coordinators) in international settings are approved by TESL Ontario.  The current degree and English language proficiency (ELP) requirements for language instructor accreditation are met. TESL students in international settings can do their practicum (observation and practice teaching) in ESL/EFL settings outside Canada. However, should graduates of these programs wish to teach ESL in Canada, they will be required to go through TESL Ontario PLAR assessment, hold a valid ELP test report when applying for PLAR, and complete any required additional theory/ methodology courses and practicum hours through a TESL Ontario accredited program in Canada. Additional practicum hours required by PLAR must be done in Ontario. 13. TESL training programs applying for TESL Ontario accreditation have the right to appeal TESL Ontario’s decisions to the Appeals Committee for an additional fee within 30 calendar days from the date TESL Ontario’s decision has been announced. 14. All information received will be kept confidential by TESL Ontario.

III. Practicum Standards

1. Practicum consists of 30 hours of observation and 20 hours of supervised practice teaching. 2. Practicum hours should be completed in at least two of the following settings in Ontario: LINC, adult ESL, ELT, OSLT, EAP, ESP 3. Observation hours must be done in two or more settings. Supervised practice teaching hours may be done in one or more of the observed settings. 4. Throughout the supervised practice teaching hours, TESL students must have individual control over the class. Team or group practice teaching is not accepted by TESL Ontario. 5. Classes that are observed or taught must have a minimum of 5 adult students (18 + years old). 6. All observation and practice teaching hours must be under the direction of a TESL Ontario approved practicum supervisor and a qualified mentoring instructor. 7. Mentoring instructors are required to have met the degree and English language proficiency requirements of TESL Ontario accreditation, hold valid TESL Ontario accreditation, and have taught adult ESL for a minimum of 2000 hours, including a minimum of 1400 hours of teaching adult ESL in Canada.

Please Note: Online programs should also provide evidence that they meet the following practicum standards:  TESL student in a distance delivered practicum must find a qualified mentor to evaluate their teaching. Include the mentor approval form that students submit to the Practicum Supervisor, the required mentor qualifications, the date(s) the approval forms have to be submitted, and the instructions provided to the mentoring instructor.

 Provide general information that indicates how the practicum is supervised at a distance. Provide details on how the teaching portion of the practicum is supervised, indicating the relationship between the mentoring classroom ESL teacher and your program’s practicum supervisor, including the number of hours the TESL student are supervised by the mentor. Explain how the students are assessed in this experience. Please enclose a copy of the evaluation form. The TESL students must submit thirty minutes of teaching on CD to the Practicum Supervisor for evaluation.

IV. Required Documents

Please submit (1) your application package AND (2) a mirror copy of your application package (bound/fastened individually) to TESL Ontario by mail or in person. Your application package must contain the documents listed below:

1. Completed “Application Form A-6” 2. Completed “Required TESL Courses Chart” 3. Completed “Additional TESL Courses Chart” 4. Completed “TESL Trainers Chart” 5. A title and extracted calendar description for each required course and optional course in chart or table form. Please star (*) required courses. (You may provide a photocopy of the relevant sections of the university/college calendar or program brochure.) 6. A course outline for each course in the program. Include the number of credits and hours of instruction, and indicate course texts. 7. A list of program texts, giving title, author, publisher, and publication date, and distinguishing between course texts and resource texts. 8. A list of the minimum program requirements students must fulfill in order to successfully complete the program (e.g., number of courses and credits required, average grade to be achieved) 9. A list of the names and contact information of programs in which TESL students will complete their practicum hours 10. A description of agreements with institutions providing practicum placement opportunities 11. A copy of the practicum evaluation form 12. A full description of the evaluation criteria for the practicum and an explanation of how the practicum is monitored and assessed, how TESL students report on this experience, and how many hours the TESL student are supervised by the practicum supervisor and the mentoring teacher. 13. Assessment Tools: marking system and a detailed description and sample of relevant and appropriate tools used for assessing TESL trainees 14. Appeal Procedures: A description of procedures for appeal or external evaluation 15. On-site Resources: A detailed statement on resource library on site and accessible to students and staff 02/13/2014 5

16. Off-site Resources (if applicable): A detailed statement on offsite resources available and a clear description of agreements with these institutions 17. On-site equipment: A detailed statement on equipment available on site and accessible to students and staff (e.g., tape recorders, VCR’s, computers, OHP, camcorders) 18. Program Evaluation: A description of the method by which students evaluate the program 19. For private TESL training schools only: An authorized copy of the Ministry of Training, Colleges and Universities registration certificate, including the registration number for the program. 20. A copy of the document (certificate/diploma/degree) awarded to TESL program graduates 21. If entrance criteria are different from those required for TESL Ontario Language Instructor Accreditation Application, provide a copy of the written waiver, which each student signs prior to enrollment in your program, indicating that the student is aware of the TESL Ontario Accreditation requirements. If your program has undergone an external evaluation other than this submission to TESL Ontario for Accreditation, please submit a description indicating the name of the evaluator, the date of the most recent evaluation, the nature of the evaluation, the evaluation criteria and the findings. 23. If applicable, a brief description of any unique features or emphases of your program. 24. Detailed evidence of the following if the TESL training program/ any TESL courses is/are delivered online:  In person orientation to the learning platform and overview of course expectations or comprehensive student guide with equivalent information.  Course is designed to support a cohort of learners following set time lines to support group interaction and development of content comprehension  Technical support available to the students  Clear learning objectives, time lines, readings, learning activities, discussion questions, assignments, evaluation for each unit and justification of expected amount of time it will take students to complete. If you have an approved in class program, outline how the online program curriculum is aligned.  Activities that replicate the collaborative in-class learning process  Learning resources available in a variety of formats (visual, auditory etc)  Requirement of participation in synchronous discussions; i.e., a whiteboard, where the teacher is moderator  Requirement of participation in synchronous discussions where the teacher is a participant, and synchronous discussion between participants that are subsequently reviewed and commented on by the instructor.  Qualitative as well as quantitative evaluation of postings  Evaluation process that ensures that the person completing the assessment is the actual person enrolled in the program and not someone else.

Please Note: TESL training programs applying for TESL Ontario Accreditation must provide TESL Ontario with temporary access to the online program at the time of application submission.

V. Fee

The Institutional Accreditation Application Fee is $850.00. You may pay the fee by cheque (payable to TESL Ontario), by VISA, or by cash (in person). Please note that Institutional Accreditation is an annual renewal. The current annual renewal fee is $200.00. Please be advised that, as of May 1, 2013, the annual renewal fee will be $350.00.
