2nd Meeting of the Advocacy and Communications Working Group of the Nutrition Cluster for Emergency Response 05 December 2013 ∙ 10:00 AM – 5:30 PM ∙ World Vision, West Triangle, Quezon City

I. Attendance

II. Highlights of Discussions

1. The group provided their inputs and recommendations to the position statement made by the IYCF-E Technical Working Group on the Amendment of Section 51 of the Revised Implementing Rules and Regulations (rIRR) of EO 51.

2. The group also brainstormed on the formulation of the Terms of Reference (TOR) of the Advocacy and Communications Technical Working Group (AdCom TWG) which will be presented during the National Cluster meeting on 6 December.

3. Ms. Calleja presented the strategic framework of the AdCom TWG. The identified interventions in accordance with the other TWGs of the Nutrition Cluster are IYCF-E and IMAM. The strategies for advocacy under IYCF-E include: a) drafting of a position statement to counter the draft DOH memorandum and administrative order which proposed the amendment of Section 51 of the rIRR of EO 51, and b) identifying alternative to formula milk because there are mothers who cannot breastfeed or infants who have lost their mothers during child births. The identified alternative is through breastmilk donation. For communication under IYCF-E, the strategy identified is to communicate the importance and value of breastfeeding. The identified target audience are public media, affected communities, and humanitarian actors (UN, INGO). Humanitarian Communications Group (HCG) has press briefing every Friday. Hence, the group can give their position and messages through HCG who will be the speakers as well.

Under the Integrated Management of Acute Malnutrition (IMAM), the strategy for advocacy is to lobby for the finalization of the DOH memorandum on the implementation of IMAM specific for typhoon Yolanda. Second, is to make sure that the training on IMAM for DOH hospital personnel, which will be facilitated by NCHFD, will be included in their budget. On the other hand, the strategy for communication under IMAM focuses in the increase of awareness on acute malnutrition. 4. The group mapped out existing/available information, education and communication (IEC) materials from partners. From the list of IEC materials and target audience identified below, the group must then identify the minimum IEC package for distribution to affected areas of typhoon Yolanda.
