Friday, June 3, 2011.

Edward Martin, Chair of the Aboriginal Action Circle, introduced Elder Albert Dumont from the Algonquin Nation near Maniwaki, who provided the opening prayer.

Sister Paulette Barker led the delegates at Convention in singing “Solidarity Forever!”

Maria Fitzpatrick officially opened the 5th Triennial Convention of the National Capital Region with opening remarks.

Review and Adoption of proposed agenda The following changes were made to the agenda: a) Nycole Turmel could not speak at the indicated time. b) Earlier lunch break because of a CUPW rally.

PSAC Statement on harassment was read by Vicki-Lynn Smith in English and André Poliquin in French. The harassment coordinators will be Pierre Parker, Mariam Aboud- Dibb, and Joanne Castonguay.

Ratification of Convention Committees M\S\C D Lanthier / R Roy That the Convention Committees be approved, including the observer sitting on one of the committees. Pat McGrath, Zelma Buckley and Donna Henderson wished to be recorded as voting against the motion.

Composition of the Organizing Committee The organizing committee was composed of David Lanthier, Imma Adonis, and Richard Lynn.

Motion of referral of business to the proper committees No business referred from previous Convention

Housekeeping Amélie Laviolette provided the following information:  Explanation of the expense claims form and what expenses the delegates are entitled to.  A photographer will be taking pictures throughout the three days and anyone who wishes not to have your picture taken, advise the photographer.  Group photos were requested and approved.  Accommodation for delegates during convention with special needs must be communicated to staff.  Announcements will be handled by Sylvie Laprade

Note: resolutions 10, 11 and 20 were withdrawn by the submitting bodies. Resolutions 2, 24, and 60 were ruled out of order by the National President. Resolution 28 was rejected because it did not have a proper be it resolved clause. A point of privilege raised the question of whether the resolution was sent back to the submitting body, the answer provided was that it was not. The first three whereas clauses of resolution 34 were deemed out of order by the National President and were therefore removed. Resolution 53 was a demand and therefore referred to the Collective Bargaining Branch for action, and removed from the report.

Report of the Finance Committee Richard Lynn, Chair, provided the audited draft financial statements to delegates, and introduced the members of the committee : Carl Laguerre Lynn Smith-Doiron.

Richard Lynn, Chair, and Amélie Laviolette, Executive Assistant to the REVP, provided updated information and answered questions from the delegates on the regional committee budgets.

Daniel Charron introduced keynote Speaker, Amir Khadir, Leader of the Québec Solidaire Party, who addressed Convention and responded to questions from the floor.

Gerry Nolet Kim Cardinal (observer who was allowed to sit on Committee by decision of Convention).

Note: Resolutions 10, 11 and 20 were retracted by the submitting body. Resolutions 2, 24 and 60 were ruled out of order by the National President. Resolution 28 was not allowed because it did not have a be it resolved clause. Resolution 34 had the first three whereas clauses deleted because they were ruled out of order by the National President.
