CHAPTER 1 About this Guide

This user guide aims to explain the process and steps involved in reviewing and approving the Declaration Inspection. Purpose and Participant

The purpose of this user guide is to help the GCA Inspection officers in doing the following tasks:

Callouts

CHAPTER 2 About the BAYAN Electronic Single Window System

The BAYAN Electronic Single Window System aims to enable Oman to provide world class trade facilitation services through a transparent and predictable border environment, complying with relevant international standards and conventions. It provides integrated services with a coordinated view of the Government-to-Business (G2B) processes, by reducing the administrative and logistical burden to support the trade growth. The Bayan systems facilitate efficient clearance and effective Government regulation by reducing the clearance time, eliminating duplicate processes and, standardization of operations across Government.

CHAPTER 3 GCA Inspection Officer

The GCA Inspection officer reviews the declaration that is pending for the approval. The GCA Inspection Officer can Reject/Approve or Conditionally Release the Declaration Inspection.

Searching and Viewing Declaration for Inspection

The GCA Inspection Officer logs into the ESW portal with their credential and search for and view the declaration submitted by the Importer/Exporter/Broker. To search for and view declaration for inspection:

1. Click Inspection Management>>GCA Inspection. The Search GCA Inspection Page will be displayed.

Following are the field and button descriptions of the GCA Inspection Search page.

Search Allows the user to specify the search criteria details.

Click or to show or hide the details.

Declaration Type Select the Export, Import, Transit or Transshipment type of declaration from the dropdown list.

Declaration Number Enter the Declaration Number.

Date Of Inspection Click the Calendar Icon to select the From and To Inspection Date.

Status Select the status as Completed from the drop-down list.

 If user does not know the complete search phrase (words) for any criterion, enter partial search phrase (words) and click Search.  To get an exact search result, user must enter any one of the following search criteria: @ o Declaration Number o Date of Inspection o Status

1. Click to display the search results, if the Declaration Number is not known, searches can be made on Declaration Type, Date of Inspection or Status or any combination of these criteria. The Search Results Page will be displayed as shown below.

Up to 10 matching records will be displayed on one search results page. Click on the @ navigation buttons, or enter a specific page number and click GO, to navigate between results pages.

2. Click the Declaration Number hyperlink with Status as Completed. Item Page will be displayed.

3. Click to navigate to the Charges tab and view its details.

The GCA Inspection Officer reviews the declaration that is pending for his approval. GCA Inspection Officer can Approve/Reject or Conditionally release the declaration, and apply the charges. To approve/reject/conditionally release the items:

1. Click Inspection Management>>GCA Inspection. The Search Inspection will be displayed.

4. Select the check box (es) corresponding to the HS code(s) to be reviewed and click .

Add Items

Item Details page

Following are the field and button descriptions of the Item Inspection Details page.

Search Allows the user to specify the search criteria details.

Inspection Result Select the Status of the inspection as Approved or Rejected or Conditionally released from the drop-down list.

Further Action If the status selected is rejected the Further Action field will be populated.

Select the reason for rejection from the drop-down list.

Remarks Enter the free text relevant to the Items.

Note: For Rejected Status Remarks is a Mandatory field.

Click Save button to save the Item Details.

 Approved: When the response from GCA is "Approved", declaration will proceed to further customs processes for release.  Rejected: If the declaration is rejected and further actions are provided by GCA as re- export, auction or destroy, the customs inspector also has to choose same further action. @  Conditional Release: When the response from GCA is "Conditional Release", declaration will proceed to further customs processes for release and GCA officer advice the declarant with regards to the measures to be taken for meeting the requirements of the goods release.

5. Click Save button. Item Updated Success Screen will be displayed.

6. Click Next button to add the charges.

Add Charges This functionality allows the user to add the charges for the inspected items.

7. Click to add the charges. The Charges Details page will be displayed.

Unit Enter the Unit Values.

Total Amount Total amount will be displayed based on the unit value entered.

Click Save button to save the Item Details.

8. Click . The success message will be displayed.

Delete Charges

This functionality allows the user to delete the charges applied for the Item.

a. Select the corresponding checkbox to be the deleted and click .
