Position Summary Professional Military / Training Analyst providing technical manpower and training support to Naval Sea Systems Command (PMS 339) with a focus on manpower and training for the Surface Navy, Amphibious, and Carrier ship classes. Position involved analyzing ship engineering and combat system upgrades to determine manpower and training impacts and solutions. Develops problem resolution options based on thorough knowledge of the situation, globally, as well as internally, utilizing quantitative and qualitative theory and principles to develop viable options.
Duties and Responsibilities
Research ship specifications and systems and analyze manpower and training requirements including optimal manning and training throughput for curriculum.
Conduct analyses to determine the MP&T impacts of proposed improvements/alterations (including SHIPALTS, ORDALTS, ECPs, etc.)
Review Integrated Logistics Support (ILS) Certifications for training and manpower requirements.
Determine training requirements for new equipment/system upgrades and develop training strategies for new/updated training.
Provide program and availability manpower and training planning and tracking.
Provide technical documentation reviews for Availability Manpower, Personnel, and Training Plans for the Fleet.
Candidate should be very detail orientated and able to coordinate various milestones and events as well as communicate with senior level civilian and military personnel. Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.
Develops operational ideas in specialty area, and develops effective implementation schemes. Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects. Prepares or coordinates the preparation of proposals as required.
Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
Maintains and complies with security procedures in the performance of duties.
Performs additional duties and responsibilities as assigned.
Education and Experience Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience. Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
Knowledge, Skills, Abilities
Technical Documentation development and editing experience required.
Former Navy enlisted or officer Surface Warfare experience is highly desirable.
Master Training Specialist (MTS) and/or former Naval Instructor experience a Plus.
Experience in advanced quantitative and qualitative analysis.
Computer literate and proficiency in Microsoft applications.
Excellent communication, interpersonal and presentation skills.
A SECRET level security clearance is required for employment.
