16139 TO APPROVE THE MINUTES OF THE MEETING HELD ON 15 May The minutes for 15 May were agreed and signed as a true record.

16140 MATTERS ARISING FROM THE MINUTES OF 15 May Item 16071: Clerk's salary It was noted that a national pay agreement had been reached for 2016-18, back-dated to 1 April 2016. This increased the clerk's salary by £3.85 a month from 1 April 2016, and a by a further £3.92 a month from 1 April 2017. MCC has been informed, and will implement the change.

Item 16119 (15240 etc): Bigsweir bus shelter The bus shelter is now complete.

Item 16119 (16092 etc): Defibrillators BT had approved use of the electrical supply in the former telephone kiosks in Penallt and New Mills, providing the defibrillator cabinets met specific electrical requirements. The clerk had verified with their manufacturer that the cabinets met these standards. T Brown of Monmouth will install the defibrillators shortly. Alastair Robertson has offered to provide a press release.

16145 DEFIBRILLATOR SIGNS It was resolved that a donation of £50 be sent to the British Heart Foundation for the seven signs they had supplied. Clerk Councillors had asked for information about signs for former BT kiosks, replacing the "telephone" banner with one saying "defibrillator". These are supplied by Community Heartbeat Trust, at £25 + VAT + postage for three signs (enough for one kiosk). It was resolved to purchase two sets of signs, for the kiosks in Penallt and New Mills. Clerk 16146 CHAIR'S EXPENSES The annual One Voice Wales draw, to send several town and community council chairs to a garden party at Buckingham Palace had been won by Cllr Dagger in 2016. It was resolved to pay £200 towards his expenses, as he had attended in his official capacity.

16147 ACCOUNTS FOR PAYMENT Current bank balance (less uncashed cheques): £24,034.36 The comparison between the 2016/17 budget and expenditure to date was noted. As agreed at the previous meeting, all invoices and the bank statement had been scrutinised and verified by Cllr Thomas.

The trees will be of nursery standard size and container-grown. MCC will supply and plant the trees, which will be staked and tied. Clerk 16149 DOG WASTE BINS AND SUPPLIES It was resolved to purchase ten dog waste bins through the MCC scheme, "Give Dog Fouling the Red Card": 2 for Trellech, 3 for Penallt, 2 for Llanishen, 1 for The Narth, and 2 for Catbrook. Information provided by MCC was not clear on the price, but the maximum appeared to be £1611 (including installation and one free bin). The clerk was authorised to spend up to that amount. Associated bags and notices should also be ordered (if free to community councils). Clerk 16150 NOTICE BOARD AT NEW MILLS Cllr Stokes had offered to fit new pin board to the structure. It was resolved to approve expenditure up to £15 for materials. IS 16151 WHITEBROOK VILLAGE HALL CELEBRATIONS TO MARK THE QUEEN'S 90TH BIRTHDAY The village hall committee had requested a grant to provide a memento to the 18 children in the village. It was resolved not to fund this, as there was no provision in the budget, and it would be unfair to favour one of the seven villages in the council area. Clerk 16152 MONMOUTH LIBRARY SUMMER READING SCHEME It was resolved to grant £100 towards the Summer Reading Challenge. Councillors asked that they receive feedback on how many children from the TUCC area participate. Clerk 16153 PELHAM HALL GRANT REQUEST It was resolved to grant £1000 towards replacing windows at Pelham Hall. Clerk 16154 TRELLECH CONSOLIDATED CHARITIES It was resolved to appoint Cllr Decker-Thomas as a trustee, to replace Jonathan Badham, who had resigned.

16155 SPEEDING IN TRELLECH VILLAGE Councillors expressed concern that nothing further seemed to have happened, following a public meeting at which both the police and MCC were present. The clerk was asked to follow this up with County Cllr Blakebrough, and to request a site meeting with MCC. Clerk 16156 CATBROOK FOOTBALL FIELD: Nothing to report

16157 BABINGTON MEADOW It was reported that bad weather had led to a disappointingly small audience for A Midsummer Night's Dream.

Several complaints have been made about brambles at the bottom of the field, causing children to lose balls. The clerk was asked to write to A Robertson requesting that the undergrowth is cut right back. Clerk 16158 OTHER REPORTS  Fibre broadband in Catbrook area. Despite promises from BT Openreach work seems to have come to a halt. It was noted that Superfast Cymru had closed its Facebook page and announced that it was sending no more emails, suggesting that they may have run out of money. The clerk was asked to write to BT Openreach requesting a site meeting. Clerk

Chairman: 18/7/2016 Page 3 of 4 TUCC meeting 20 June 2016  Future building developments in Penallt and Llanishen: the council should request that builders are members of the Considerate Constructors Scheme, to avoid some of the problems that have been experienced in Trellech.  Councillors had noted the sudden death of the internal auditor's wife. The clerk was asked to send a note of sympathy on behalf of the council.
