Programme Title: Programme Location: Literacy and Life Skills Development Baghdad, Samawah, Basra, Amman and Programme/Project Number: C1-08 UNESCO Headquarters. Programme Description: Total Programme Cost: To support the Ministry of Education to provide US$ 2,230, 400 non formal education, literacy and life skills for adults focusing on women and youth, as well as Programme Duration: to contribute urgently to the revitalisation of the 1 year national literacy, non formal education (NFE) programme and policy. Development Goal To provide the basis for strengthening personnel and institutional capacities at national, governorate and local levels in policy design, implementation, monitoring and evaluation of literacy and NFE. Immediate Objectives To provide and revitalise, in a short period of time, the knowledge-base required for designing and implementing large-scale, effective NFE programmes based on community mobilization in collaboration with the Government drawing on the United Nations Literacy Decade; EFA Dakar (2000) goals and the Millennium Development goals;  To establish a National Literacy and NFE Resource Centre (NLRC) and setting up five pilot Community Learning Centres (Baghdad 3, one each in Erbil and Samawah);  To support innovative projects and programmes with a view to reducing the alarming illiteracy rate in general and that of women in particular and promote “learning to live together”;  To build and strengthen the capacity of the Non-Formal Education sub-sector of the MOE;  To provide literacy and NFE vocational training for empowering adult women; Outputs, Key Activities and Procurement In close collaboration with the Government and NFE/literacy stakeholders:  A National Literacy and NFE Resource Centre (NLRC) will be established along with a set of programmes of non-formal education to ensure the sustainability of the five pilot Community Learning Centres;  Development of literacy and livelihood skills, enhancing local capacity, generation of gainful employment and an entrepreneurial culture;  Multi-media literacy training materials developed especially by involving media and developing existing projects  National/sub-national networks strengthened;  Holistic information on literacy and NFE experiences and development opportunities; locally specific development needs of the poor assessed  Local and national facilitators of community-based literacy and NFE programmes trained and re-trained;  Consolidation of on-going literacy and NFE programmes and initiation of innovative pilot projects; and  Advocacy programmes and campaigns utilising national and local media to assure socio- economic transformation and empowerment of adult women . 1. Planning meeting with MOE on the initiation of the project, development of NFE/literacy policy framework 2. Setting up of the National Literacy Resource Centre (NLRC) in Baghdad, 3. Formulation with the MOE of project implementation monitoring and evaluation criteria and mechanisms in relation to national objectives, outcomes, and socio-economic impact of NFE and literacy on adult women. 4. Identification of urban and rural areas for setting up five pilot CLCs in Baghdad, Erbil and Samawah and a set of basic education and life skills programmes for gainful employment and income generation with particular emphasis on the development of livelihood and entrepreneurial skills, 5. Setting up micro-finance provisions and cooperatives for setting-up the community-based cottage and small-scale business enterprises through training and technical support. 6. Study visits to the neighbouring countries for experience sharing and exposure to innovative NFE approaches. Phase II: (January 2005 – May 2005) Upon the completion of the foreseen activities of Phase I, the project envisages the following important activities: 7. Assessment with the local media and communication channels for the establishment of a Mobile Projection Units (MPU) in governorates for advocacy and sensitisation. 8. Strengthening the capacity of the Ministry of Education to develop a national programme of non-formal education and literacy. 9. Local training and development programmes for the staff of CLCs drawing on lessons learned and good and innovative practices developed by UNESCO. 10. Capacity building for CLCs and community based organisations to design, deliver and manage targeted interventions. 11. Tripartite evaluation meeting and Project follow-up (Phase III)
