2/26/08:

TARIFF REVISION PROCESS

SRP intends to present a revised OATT to its elected Board on March 3, 2008. SRP management is requesting Board approval of this draft revision, which is contained in the adjacent Tariff - Draft Tariff folder. Some Attachments to the Tariff are included as separate documents in the same folder. Please contact Rachel Dibble at [email protected] with any questions.

1/7/08:

SRP CONSIDERING RATE ADJUSTMENTS FOR TRANSMISSION SERVICES

SRP is considering adjustments to rates for ancillary services, point-to-point transmission, and the annual transmission revenue requirement for network integration transmission service (“Rate Adjustments”). SRP is now providing an opportunity for SRP OASIS customers to review and comment on the information used to develop these proposed Rate Adjustments. Please go to the TARIFF section of this SRP OASIS page and view the 2008 Pricing Process documents to see the full notice on this public process.

12/21/07:

SRP is in the process of developing a new tariff to address new requirements in FERC’s Order 890 and other changes in the industry. SRP has posted a draft OATT in the adjacent Tariff folder and is seeking comment on this draft. Some attachments are included as separate documents in the same folder (Attachment K is located in the FERC 890 folder). If you have any comments please provide them in writing to Rachel Dibble at [email protected] by January 21, 2008. After we have reviewed the comments and made any necessary modifications, SRP intends to seek approval from its elected board of the revised OATT and all attachments.

12/18/07:

Notice of Rollover Rights

The FERC Order 890 conditions implementation of the new five (5) year minimum term for eligibility for rollover rights on approval of a transmission planning process. As noted previously on OASIS, SRP is in the process of developing a new tariff, including an attachment on transmission planning. Following approval of the new tariff, including the transmission planning attachment, by the SRP elected board, SRP will implement the new requirements for rollover rights.

12/7/07:

Draft Attachment K

As part of the process of implementing the provisions of FERC’s Order 890 related to transmission planning, SRP has posted a draft Attachment K in the adjacent FERC 890 folder. SRP is seeking comment on this draft. If you have any comments please provide them to Laurel Whisler at [email protected] or (602)236-3854 by January 18, 2008. After we have reviewed the comments and made any necessary modifications, SRP intends to seek approval from its elected board of the revised OATT including Attachment K.

9/10/07:

INVITATION TO SRP TRANSMISSION CUSTOMERS TO DISCUSS IMPLEMENTATION OF FERC ORDER NO. 890

SRP is currently working to revise its tariff to include several new requirements contained in FERC’s Order No. 890, Preventing Undue Discrimination and Preference in Transmission Service. As part of this work, SRP is participating in a number of industry organizations, including WestConnect, WECC, NERC and NAESB to develop business practices for the new requirements. Now, in addition to these group efforts, SRP would like to receive specific comments and suggestions from its transmission customers on how best to meet the new requirements. This invitation is intended to facilitate communication between SRP and its customers and good customer service.

SRP invites its transmission customers to participate in individual meetings or conference calls to share your respective concerns and suggestions for efficient implementation of Order No. 890 requirements. To maximize the value of such communications, we request that you please provide to us, in advance of your call or meeting, a list of the principal topics you would like to discuss. SRP will then have appropriate subject matter experts receive your comments and suggestions. You are not limited in the number of calls or meetings you can have with SRP on these issues. Depending on the response to this invitation, SRP may implement a WECC Due Process Procedure for Consensus Development, with follow-up to specific concerns or suggestions from customers.

Any such calls or meetings will be held in accordance with the FERC Standards of Conduct and no confidential transmission or third-party transmission customer information will be discussed. An SRP attorney familiar with the FERC Standards of Conduct will be present to ensure no inappropriate information is exchanged. All calls and meeting will be noticed on OASIS.

General OASIS Notice of On-Going Problems with ATC and Curtailment Postings

SRP is experiencing an on-going problem with WesTTrans software which is resulting in occasional improper display of available capacity when such capacity is under firm obligation to Existing Transmission Contracts. SRP also is experiencing an on-going problem with WesTTrans software which is resulting in occasional inaccurate posting of curtailments.

SRP is working with the WesTTrans software provider to correct both of these problems. SRP apologizes for any inconvenience to its customers.

9/6/07:

As previously noted, on August 30, 2007, SRP experienced problems with the WesTTrans software which resulted in the temporary suspension of non-firm transmission services. While fundamental software problems persist, SRP has developed an interim solution that will enable SRP to resume offering non-firm transmission services while mitigating system reliability concerns. Non-firm transmission services will be available in the afternoon of September 6, 2007.

SRP will continue working with the WesTTrans software provider and the industry to resolve these software problems. As before, SRP apologizes for any inconvenience to its customers.

8/30/07:

OASIS Notice on Available Capacity Posting on August 2, 2007

On August 30, 2007, SRP experienced WesTTrans software problems that resulted in the suspension of the offer of non-firm transmission. SRP apologizes for any inconvenience to its customers.

On August 2, 2007, SRP experienced WesTTrans software problems which resulted in incorrect amounts of available capacity temporarily posted on OASIS. SRP apologizes for any inconvenience to its customers.

SRP is working with the WesTTrans software provider to correct this problem.

On May 30, 2007, the Southwest Valley Project E&O Committee and the members of the Palo Verde Transmission System E&O Committee representing the ANPP Valley Transmission System approved a rating change for the Palo Verde-East Path. The new rating for the PV-East Path is based on the study of system improvements by APS and SRP including the addition of the 4th Rudd transformer, SRP 230kV line upgrades and a change in operating philosophy by the Palo Verde Transmission System E&O for the Kyrene 500kV Switchyard. The results were an increase to both the PVTS and the SWVP as follows:

The new PV-East Path rating has increased 540 MW, from 6970 MW to 7510 MW, effective 0000 MST on June 2, 2007. The new rating will apply bi-directionally.

PVTS = 5530 MW (APS 1913 MW; EPE 1034 MW; PNM 669 MW; SRP 1913MW)

SWVP = 1980 MW (APS 990 MW; SRP 990 MW)

**** April 2007: The rating of the PV-East Path is under evaluation based on system improvements by APS and SRP. An increase in the PV-East Path TTC is anticipated by this summer. The Arizona Corporation Commission has been advised that the preliminary study results indicate the increase may be on the order of 550 MW. However, any rating increase is subject to completion and approval of final studies as well as completion of all work and facility upgrades. The schedule for finalizing studies and receiving approvals for any rating change is April 30, 2007. The estimated completion of all work and facility upgrades is scheduled for the end of April. TTC increases are expected to be posted on OASIS within the first two weeks of May. ****

On December 11, 2006 the Mead Phoenix Project E&O Committee approved a rating change proposed by Western for the Mead to Marketplace 500kV Transmission Line. The change in rating was allowed due to the recent redefinition of Path 63 through the WECC Three Phase Path Rating Process. Path 63 was redefined to include only the Mead to Perkins 500kV Transmission Line. The Mead to Marketplace 500kV Transmission Line is no longer included in the definition of Path 63. The Mead to Marketplace 500kV Transmission Line is now an internal line in the Western Control Area. Based on study work done by Western, which was coordinated with Mead Phoenix Project Participants and Nevada Power Company, the rating of the Mead to Marketplace 500kV Transmission Line will be increased from 1852 MW to 2600 MW beginning February 1, 2007. The new rating will apply bi- directionally.

On January 18, 2007, at 0900 MST, the TTC on the Mead to Marketplace 500kV Transmission Line was increased effective February 1, 2007
