SIN 246-52: Professional Security Services Position Descriptions

Guard I Description: Employees in positions allocated to this level perform guard duties in a variety of fixed posts and patrol assignments under the general supervision of a designated supervisor.

Qualifications (Level I): Shall have a high school diploma or equivalent, a valid driver license if essential to the position, no record of conviction of a felony, or of a crime involving moral turpitude. Must have the ability to read basic operational procedures and prepare operational reports, ability to stand and/or walk for extended periods of time if essential to the

15 position, ability to work outdoors during all seasons if essential to the position, normal vision and hearing (corrected).

Guard II Description: Guards, patrols, and monitors premises to prevent theft, violence, or infractions of rules. The Security Guard is directly supervised by the Lead Security Guard and is subject to work overtime.

Qualifications (Level II): High School Diploma/GED and two to three years general experience in security, law enforcement, military or loss prevention. Must be able to perform the following duties:  Patrol industrial, commercial or government premises to prevent and detect signs of intrusion and ensure security of doors, windows, and gates.  Answer alarms and investigate disturbances.  Monitor and authorize entrance and departure of employees, visitors, and other persons to guard against theft and maintain security of premises.  Write reports of daily activities and irregularities such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences.  Call police or fire departments in cases of emergency, such as fire or presence of unauthorized persons.  Circulate among visitors, patrons, or employees to preserve order and protect property.

 Answer telephone calls to take messages, answer questions, and provide information during non-business hours or when switchboard is closed.

 Warn persons of rule infractions or violations, and apprehend or evict violators from premises, using force when necessary.  Operate detecting devices to screen individuals and prevent passage of prohibited articles into restricted areas.  Escort or drive motor vehicle to transport individuals to specified locations or to provide personal protection.  Inspect and adjust security systems, equipment, or machinery to ensure operational use and to detect evidence of tampering.  Drive or guard armored vehicle to transport money and valuables to prevent theft and ensure safe delivery.

16  Monitor and adjust controls that regulate building systems, such as air conditioning, furnace, or boiler  Performs other duties of a similar nature or level.

ADDITIONAL TERMS AND CONDITIONS

Contract Clauses GSA multiple award schedule contracts are awarded in accordance with the provisions of Federal Acquisition Regulation Part 12 Acquisition of Commercial Items. As much as possible, GSA multiple award schedule contracts include only those clauses required, either to implement provisions of law or executive orders applicable to the acquisition of commercial items or determined to be consistent with customary commercial practice. Ordering agencies may incorporate provisions in their task orders that are essential to their specific requirements (e.g., security, hazardous material handling, key personnel, etc.) provided they do not conflict with the terms and conditions of the contract. These provisions, when required, must be included in the individual task order, and any costs necessary to comply with the provision(s) will be included in the task order proposal price estimate, unless otherwise prohibited by law. Orders Exceeding the Maximum Order Threshold All GSA multiple award schedule contracts contain a price point called a maximum order threshold. This threshold is not a ceiling on an order size; rather, it is the point at which the ordering agency needs to consider additional contractors (more than three). When placing an order that exceeds the maximum order threshold, ordering offices shall follow the standard ordering procedures, and the following additional procedures: 1) Consider additional schedule contractors (more than three) 2) Seek price reductions from the schedule contractor(s) offering the best value (considering price and other factors) 3) Selected contractor(s) may choose to offer a lower price for the requirement (the price reduction clause is not applicable to orders placed over the maximum order threshold)

17 4) After price reductions have been sought, place the order with the schedule contractor that provides the best value and results in the lowest overall cost alternative. If further price reductions are not offered, an order may still be placed, if the ordering office determines that it is appropriate.

Service Contract Act Area Wage Determinations are applicable to service personnel and may be obtained from the appropriate ISF Security Group dba Ameritex Guard Services Contract Administrator.

Trade Agreements Act of 1979 as Amended All items are U.S. made end products, designated country end products, Caribbean Basin county end products, Canadian end products, or Mexican end products as defined in the Trade Agreements Act of 1979, as amended.

Services Not Included Typical Services that are not appropriate under this schedule include, but are not limited to: financial or freight rate audits; engineering services; IT systems integration; network services; volume purchase of IT hardware, systems or software development; data base planning; marketing/media services; passenger airline service; household goods; and moving and storage.

Blanket Purchase Agreements Ordering activities may establish blanket purchase agreements under any GSA schedule contract. A GSA schedule blanket purchase agreement simplifies the filling of recurring needs for supplies or services, while leveraging a customer’s buying power by taking advantage of quantity discounts, saving administrative time, and reducing paperwork. Blanket purchase agreements are established in accordance with the procedures in Federal Acquisition Regulation 8.405-3. An ordering activity may request a price reduction based on the total estimated volume of the blanket purchase agreement, regardless of the size of individual orders. Blanket purchase agreements may be established with one or more schedule contractors at the discretion of the ordering activity. When establishing multiple blanket purchase agreements, the ordering activity must specify the procedures for placing orders under the blanket purchase agreements.

18 Generally, a GSA schedule blanket purchase agreement must not exceed five years, but may do so to meet program requirements. A blanket purchase agreement may extend beyond the current term of its GSA schedule contract, so long as option periods exist in the GSA schedule contract that, if exercised, will cover the blanket purchase agreement’s period of performance. ISF Security Group dba Ameritex Guard Services agrees to enter into BPA’s with ordering activities provided that the period of time covered by such agreements shall not exceed the period of the contract including option year period(s) and orders placed under such agreements shall be issued in accordance with all applicable regulations and the terms and conditions of the contract. BPA’s may be established to obtain the maximum discount (lowest net price) available in those schedule contracts containing volume or quantity discount arrangements.

Teaming Arrangements A teaming or partnering relationship is one in which two or more Federal Supply Schedule (FSS) contractors work together to create a team solution to meet a customer’s requirements. FAR 9.6 provides guidance on using contractor teaming arrangements; however, in this contract, participation in contractor teaming/partner arrangements is limited to FSS contractors, either on the same or on different schedules, and all such arrangements are subject to the terms and conditions of the applicable schedule contracts. Such arrangements may also be included under a BPA. Note: This is not a subcontracting relationship.

Subcontracting to other Small Business Recognizing both the social and economic benefits, ISF Security Group dba Ameritex Guard Services is committed to the maximum practicable use of small, HUBZone small, small-disadvantaged, and women-owned small business concerns as subcontractors when allowed.

Types of Orders Both Time and Materials and Firm-Fixed Price (FFP) orders may be placed under this Schedule.

19 Other Direct Costs ISF Security Group dba Ameritex Guard Services has not proposed any other direct costs, such as travel, material, insurance, software, hardware, etc., in our labor rates. However, in the event other direct costs are required for performance under resultant IDIQ task orders, these costs will be proposed and negotiated at such time on a case-by-case basis, if needed.

Industrial Funding Fee (IFF) The GSA Industrial Funding Fee (IFF) of 0.75% is included in the labor rates. The IFF does not apply to off-schedule items such as travel, materials and subcontractors.

Progress Payments ISF Security Group dba Ameritex Guard Services will request progress payments on Firm-Fixed Price orders that have a performance period that exceeds sixty (60) calendar days.

Inspection of Services The Inspection of Services-Fixed Price (Aug 1996) clause at FAR 52.246-4 applies to firm-fixed price orders placed under this contract. The Inspection-Time and Materials and Labor-Hour (Jan 1986) clause at FAR 52.246-6 applies to time-and-materials and labor-hour orders placed under this contract.

Responsibilities of ISF Security Group dba Ameritex Guard Services ISF Security Group dba Ameritex Guard Services shall comply with all laws, ordinances, and regulations (Federal, state, city, or otherwise) covering the work of this contract.

20 Responsibility of the Government Subject to security regulations, the Government shall permit ISF Security Group dba Ameritex Guard Services access to all facilities necessary to perform the requisite GSA Schedule 84 services

Independent Contractor All GSA Schedule 84 services performed by ISF Security Group dba Ameritex Guard Services under the terms of this contract shall be as an independent Contractor, and not as an agent or employee of the Government.

Invoices ISF Security Group dba Ameritex Guard Services, upon completion of work ordered, shall submit invoices for GSA Schedule 84 services. Progress payments may be authorized by the ordering office on individual orders, if appropriate. Progress payments shall be based upon completion of defined milestones or interim products. Invoices shall be submitted monthly for recurring services performed during the preceding month.

Payments For firm-fixed price orders the Government shall pay ISF Security Group dba Ameritex Guard Services, upon submission of proper invoices or vouchers, the prices stipulated in this contract for services rendered and accepted. Progress payments shall be made only when authorized by the order. For time-and-materials orders, the payments under Time- and-Materials and Labor-Hour Contracts (Alternate I) (Apr 1984) at FAR 52.232-7 applies to time-and-materials and Labor-Hour Contracts (FEB) 1997) (Alternate II) (Jan 1986) at FAR 52.232-7 applies to labor-hour orders placed under this contract.

Resumes Resumes shall be provided to the Contracting Officer or the user agency upon request.

21 Incidental Support Costs Incidental Support Costs are available outside the scope of this contract. The costs will be negotiated separately with the ordering agency in accordance with the guidelines set forth in the FAR.

Liability for Injury or Damage ISF Security Group dba shall not be liable for any injury to Government personnel or damage to Government property arising from the use of equipment maintained by ISF Security Group dba Ameritex Guard Services, unless such injury or damage is due to the fault or negligence of ISF Security Group dba Ameritex Guard Services.

Approval of Subcontracts The ordering activity may require the ISF Security Group dba Ameritex Guard Services receive, from the ordering activity’s Contracting Officer, written consent before placing any subcontract for furnishing any of the work called for in a task order.

Organizational Conflict of Interest (a) Definitions. “Contractor” means the person, firm, unincorporated association, joint venture, partnership, or corporation that is a party to this contract. “Contractor and its affiliates” and “Contractor or its affiliates” refers to the Contractor, its chief executives, directors, officers, subsidiaries, affiliates,

subcontractors at any tier, an consultants and any joint venture involving the Contractor, any entity into or with which the Contractor subsequently merges or affiliates, or any other successor or assignee of the Contractor. (b) To avoid an organizational or financial conflict of interest and to avoid prejudicing the best interests of the Government, ordering offices may place restrictions on the Contractor, its affiliates, chief executives, directors, subsidiaries and subcontractors at any tier when placing orders against schedule contracts. Such restrictions shall be consistent with FAR 9.505 and shall be designed to avoid, neutralize, or mitigate organizational conflicts of interest that might otherwise exist in situations related to

22 individual orders placed against the schedule contract. Examples of situations, which may require restrictions, are provided at FAR 9.508.

Security Requirements Ordering activities may incorporate a Security clause in their orders and assume the burden of administering Security requirements.

Federal Excise Tax – District of Columbia Government If the District of Columbia cites an Internal Revenue Tax Exempt Certificate Number on orders placed under this contract, ISF Security Group dba Ameritex Guard Services shall bill shipments to the District of Columbia at prices exclusive of Federal Excise Tax and show the amount of such tax on the invoice.
