Equipment Upgrade Proposal for CETV Channel 3 Franchise Agreement Renewal

I. Purpose: To upgrade aging equipment and implement requested upgrades based on the needs of the community.

II. Identified needs

1. Aging Equipment: We have two Panasonic robotic cameras and a stationary camera. The three cameras were installed in 1994. This would be a planned obsolesce of the two robotic cameras.

2. Requested upgrade: While we had a new stationary projector installed in the Council Chambers, camera operators must use the back camera and align it to the projected image. If the lights are not turned down or if the text is too small, it is very hard to see the image.

III. Recommendations:

1. New robotic cameras: The proposal calls to replace the two robotic cameras with Sony BRCH-700 cameras. In order to control the new cameras, the remote control unit will need to be upgraded to the Sony RM-BR300.

2. Add scan converter: The proposal calls to install a scan converter to allow the image to be brought into our video switcher as standard video signal. This will allow for a clean crisp image to be broadcast and recorded. Recommended scan converter is the TV1 CS-320.
