MEETING NO. 8, HELD AT 7.00PM ON THURSDAY 10th NOVEMBER 2005 IN ST. ANDREW’S/CUMBERNAULD PRIMARY SCHOOL.

MINUTES

ATTENDEES John McCann, Graham Bunting, Moira Wilson, Chris Donohue, David Mitchell, Cllr Gordon Murray, Tom McDonald.

3. Matters Arising from Previous Minutes.

3.1 Revised X3 Bus Timetable – Secretary will write to Jim Watson with regard to possibilities of subsidies and Quality Partnerships. 3.2 Chris Donohue will deliver information on setting up a residence association to John Whitehill. 3.3 Secretary will draw up draft flyer for approval at next meeting. 3.4 Cllr Murray not in attendance.

4. Reports:

4.1. JAG - chairman

Submissions are now complete and hearing has ended. Reporter has retired to make his recommendations. Reporter recommendations are expected in February 2006 at earliest. Notification was received of a dance organised by JAG to be held on 10th December in the Village Hall. Tickets priced £6. CCC night out has also been fixed for 16th December at 8pm for 8.15pm.

4.2 CCF – secretary

It was announced that the A80 Hearing would end on Thursday 27th October and an announcement on the reporter’s decision could be expected early next year. It was also noted that the chief planning officer NLC declined to attend the hearing. The appeal to site a mast opposite McCashins garage in Seafar was upheld. Guest speaker Pat Kelly outlined the local plan for the remaining areas of North Lanarkshire. It was explained that six local plans were being incorporated into one larger integrated local plan. This would make policy shaping based on submissions much simpler. The first draft document is expected to be ready by spring 2006 and within a year will go to enquiry. When asked if Cumbernauld Town Park would appear on the local plan, we were told “probably not.” But an area would be designated as a site for special usage.

4.3 ACCC – Graham Bunting

AGM was on 27/10/05. Representative from Seafar and Abronhill did not attend. £60 donated by Craigmarloch community council. Ailsa Clunie pointed out that there is a lack of health facilities in the area. She urged community councils to write to Scottish Health Minister. Out of hours mental health patients will now attend Wishaw hospital and Gynaecology patients in Cumbernauld will all be referred to Wishaw with facilities at Monklands hospital being withdrawn. Public transport to this area from Cumbernauld is extremely difficult with an average travel time of 2 hours and 20 minutes. Tom Reilly suggested a new health centre should be adjoined to the local hospital in Ratho Drive. Billy Lees suggested the possibility of a walk in health centre being set up. It was suggested that NHS discussion should involve representatives from the community councils. Telephone masts are proposed for sites in Abronhill next to McCashins garage and 200 yards from a nursery school and close to the local secondary. A80 announcement was covered in JAG report.

4.4 Treasurer – Chris Donohue on behalf of Veronica Donohue

Current balance is £1598.88p. Minus £34.71p issued for replacement printer.

4.5. NLC Annual Report – Deferred to next meeting.

4.6. NHS Lanarkshire - Deferred to next meeting.

5. 5.1 Scottish Executive on Community Councils - 28th February is closing date for response. Agreed to find out more about National Association of Community Councils.

5.2 Clyde Valley Draft – Submission by 5th December. Cumbernauld is not in line for any new major developments.

5.3 Council for Voluntary Services – CCC has now joined this organisation. We hope they may help us source funding.

5.4 Council Tenants Conference – meeting Saturday 26th November but is not currently relevant to our area.

6. 6.1 Issues from Residents – NLC have sent sample leaflet in response to parking problems in Lansdowne Drive. More leaflets available on request. It was agreed that we should write to the Chief Inspector, Road Policing in regard to the growing traffic problem in this area. Letter sent to Josephine Airlie with regard to attendance. She has broken her leg and is housebound at present. It was agreed to contact Betty Gemmell Ward Ravenswood and Balloch re bus service. It was agreed that Scottish water should be contacted again with regard to the appearance of the water tower. A copy of Community Services press statement to be given to Graham Bunting.

6.2 Cumbernauld Voluntary Services - Covered in 5.3.

6.3 SCARF – Application was declined for present but invited to re-apply at a later stage of project.
